City Council Regular Adjourned Meeting

Redding, California
March 9 , 1981 7 : 00 P .M.
The meeting was called to order by Mayor Pugh with the following111
Council Members present: Demsher, Fulton, Gard, Kirkpatrick,
and Pugh.
Also present were City Manager Brickwood, Assistant City Manager
Courtney, City Attorney Hays , Public Works Director Arness ,
Electric Director Simpson, Electric Superintendent Mix, Assis-
tant Planner Larko, and City Clerk Brayton.
ORDINANCE - Authorizing M-S-R Public Power Agency to Issue
Revenue Bonds , and Temporary Notes
Mayor Pugh advised that the Salt River Project Board has discussed
the possibility of selling its power to some southern California
cities rather than to M-S-R. He stated that the Board has opted
to delay for 60 days , its final decision on whom, if anyone, it
would sell its power to.
Council discussed the matter of whether it should wait for the
Board' s decision or proceed with the vote on the proposed ordi-
nance. It was the concensus , that Council ' s posture should be
made known this evening so that Redding ' s partners , Modesto and
Santa Clara, would still have the opportunity to proceed with
the project even if Redding did not participate.
\49 Councilman Demsher stated that it appears that Modesto is going
to hold an election on the matter in June. He felt that there
is a good deal of opposition to the project in Modesto and it
seems doubtful that it will pass . Mr. Demsher felt that out
of consideration for Redding ' s two partners in the project, the
City should let them know where it stands . He said that this
would also give direction, both philosophical and practical as
to what kinds of projects Council will support.
Council Member Gard agreed and stated that if Council keeps de-
laying its vote, Modesto and Santa Clara may lose some of their
options .
Councilman Fulton stressed that the City should explore all
available and viable sources of energy and not be limited by
any particular type of power.
Mayor Pugh noted that if Council votes negatively on the project,
this should not preclude all other nuclear projects from consider-
ation. He hoped that the Power Committee would look at nuclear
power in the future when the technological problems can be worked
out.
Councilman Kirkpatrick concurred that Council action, if negative,
should not close out all projects of this type and stated that
he is voting on this one project only.
Council Member Gard stated that the financial and technological
approach may change in the future and feels each project must
be looked at individually.
Councilman Demsher stated that unless there is a significant de-
velopment in the attitude of money lenders with regard to nuclear

power, as well as disposal of waste, number of days in operation,
etc. , it appears to be much more risky than other forms of power
presently available to the City.
MOTION: Made by Mayor Pugh, seconded by Councilman Fulton,
II that full reading of Ordinance No. 1532 be waived and the City
Attorney be instructed to scan same. The Vote: Unanimous Ayes
MOTION: Made by Mayor Pugh, seconded by Councilman Fulton that
Ordinance No. 1532 be adopted, an ordinance of the City Council
of the City of Redding authorizing M-S-R Public Power Agency to
issue revenue bonds, including temporary notes .
Voting was as follows:
Ayes : Council Members - Fulton and Pugh
Noes: Council Members - Demsher, Gard, and Kirkpatrick
Absent: Council Members - None
Ordinance No. 1532 was not adopted.
Mayor Pugh advised that an alternate ordinance has been prepared
eliminating Redding as a participant and from any liability with
this project. He stated it will allow Modesto and Santa Clara
to continue with the project even though Redding will not be
participating in any way.
City Attorney Hays advised that this should be declared an urgency
item and offered for first reading this evening. He noted that .
the heading of the alternate ordinance is the same as the above
ordinance; however, Section 4 contains the language that Redding
is not participating in the project in any manner.
Mayor Pugh declared this matter an urgency item.
Mayor Pugh offered Ordinance No. 1538 for first reading, an ordi-
nance of the City Council of the City of Redding authorizing
M-S-R Public Power Agency to issue revenue bonds , including
temporary notes.
Mayor Pugh stated that due to the failure of the original ordinance,
the agenda item regarding a June election to consider the City ' s
participation in the Arizona Nuclear Power Project, should be de-
leted from the agenda this evening.
ADJOURNMENT
There being no further business , at the hour of 7: 15 P .M. , Mayor
Pugh declared the meeting adjourned.
