City Council, Adjourned Regular Meeting

The meeting was called to order at 12: 00 Noon by Mayor Pugh
with the following Council Members present: Gard, Kirkpatrick,
and Pugh. Council Members absent: Demsher and Fulton
Also present were Assistant City Manager Courtney, City Attorney
Hays , Public Works Director Arness , Planning and Community De-
velopment Director Perry, Housing and Redevelopment Administrator
Henson, Senior Assistant Planner King, and City Clerk Brayton.
ENVIRONMENTAL IMPACT REPORT/STATEMENT - EIR-4-80 , Cascade Sewer
Trunk Line
Planning and Community Development Director Perry advised Council
that July 21, 1980 was the final day for circulation of the Final
6 EIR/EIS prepared for the construction of two sewer trunk lines in
the Cascade area of Redding. The final EIR/EIS was submitted
to Council for review on July 3, 1980 . He noted that the next
steps in the process are for Council to certify the Final EIR/EIS
and to award a bid for construction.
MOTION: Made by Councilwoman Gard, seconded by Councilman
Kirkpatrick certifying the EIR re Cascade Sewer Trunk Lines as
under the California Environmental Quality Act and finds that
"Changes or alterations have been required in or incorporated
into the project which mitigate or avoid the significant
/. I ' environmental effects thereof as identified in the Final EIR; "
and, under the National Environmental Protection Act makes the
following findings:
"The thirty-day circulation period of the Final EIS ended
on July 21, 1980,. No objections to the project have been
received during the ninety-day review period which ended
on July 21, 1980. "
and approves the project, subject to the mitigation conditions
{ and project description outlined in the Final EIR/EIS . The Vote:
Unanimous Ayes
AWARD OF BID - Cascade Sewer Project
MOTION: Made by Councilwoman Gard, seconded by Councilman
Kirkpatrick that Bid Schedule No. 1215, Cascade Sewer Project,
be awarded to CFB Construction on their low bid in the amount
of $490 , 249 . 25, subject to the release of funds by H .U.D.
} - - Voting was as follows :
Ayes : Council Members - Gard, Kirkpatrick, and Pugh
Noes: Council Members - None
/ 4 Absent: Council Members - Demsher and Fulton
ANNEXATION No. 80-3 - Wilshire Drive
} Planning and Community Development Director Perry advised Council
that since Council authorized commencement of annexation pro-
ceedings on June 2, 1980, one additional property owner has
43 filed a letter requesting to be included in the annexation.
A map of the annexation boundaries and proposed addition
was shown on the Vu Graph. It is the recommendation of
staffthat the additional property be included in the annexation
by adoption of the amending resolution.

Resolution
MOTION: Made by Councilman Kirkpatrick, seconded by Council-
woman
Gard that Resolution No. 80-178 be adopted, a resolution
of the City Council of the City of Redding amending Resolution
No. 80-117, consenting to commencement of annexation proceedings
and applying to LAFCO for approval of the Annexation to the City
of Redding of inhabited territory designated City of Redding
Annexation No. 80-3 (Wilshire Drive Area) .
Voting was as follows:
Ayes: Council Members - Gard, Kirkpatrick, and Pugh
Noes: Council Members - None
Absent: Council Members - Demsher and Fulton
Resolution No. 80-178 is on file in the office of the City Clerk.
ARCHITECT ' S AGREEMENT - Redding Municipal Airport Terminal
MOTION: Made by Councilman Kirkpatrick, seconded by Council-
woman Gard approving the Architect' s Agreement between the City
of Redding and Smart & Clabaugh, Inc. , re Redding Municipal
Airport Terminal, and authorizing the Mayor to execute same on
behalf of the City. The Vote: Unanimous Ayes
ADJOURNMENT
There being no further business, at the hour of 12: 15 P.M. , Mayor
Pugh declared the meeting adjourned.
