HomeMy WebLinkAboutMinutes - City Council - 1980-06-20 237 City Council, Adjourned Regular Meeting Police Dept. & Council Chambers Redding, California June 20, 1980 12 : 00 Noon The meeting was called to order at 12 : 00 Noon by Vice Mayor Demsher with the following Council Members present: Fulton, Gard, Kirkpatrick, and Demsher. Council Members absent: Mayor Pugh Also present were City Attorney Hays and City Clerk Brayton. M-S-R PUBLIC POWER AGENCY - Project Agreement No. 1 City Attorney Hays stated that the M-S-R Project Agreement No. 1 is before Council in order to comply with the requirements of the State Lands Commission in connection with M-S-R' s bid for geothermal land leases. Mr. Hays noted that the award of a Fl lease to this agency is eminent inasmuch as M-S-R is the ( (,'- successful bidder on a 40-acre parcel of land. He further noted that this agreement does not commit to any particular project but delineates that M-S-R is a group of public agencies wishing to accept the lease offered by the State. Vice Mayor Demsher urged approval, noting that this involvement will do two things: 1. Eventually it will lead to generation of power, and 2. S.M.U.D. has been involved in generating power and, by reason of our involvement, would like to discuss future ventures with M-S-R. The City Attorney added that this agreement will assist the agency in acquiring other geothermal land leases . MOTION: Made by Councilman Kirkpatrick, seconded by Council- woman Gard approving the agreement and authorizing the Vice Mayor to execute same. The Vote: Unanimous Ayes PROPOSED INCREASE IN AMBULANCE RATES Councilman Kirkpatrick abstained from discussion and voting on this item. Councilwoman Gard submitted the recommendation of the City Ambulance Committee that an increase in ambulance rates be approved. Council was provided with a report regarding ambu- lance rates and costs in Redding and Shasta County, and a chart showing the current rates and the proposed rates . Mrs . Gard noted that the decision to increase the rates was made on facts presented; the Committee did not use a percentage of profit figure. Vice Mayor Demsher added that everyone is working cooperatively at this time and the Committee is obtaining good facts and figures . Councilman Fulton asked if it were true that Memorial and Mercy Hospitals do not propose to increase their ambulance fees . Mrs . Gard advised that this is correct; the rates are maximum rates and it is up to each entity to establish its own fee schedule. She noted that the life support units act as a benefit to the hospitals which allows them to write off some of their costs. Councilman Fulton said he is in agreement with the increases in the basic rate but questions the need to increase all of the ancillary fees. 6/20/80 238 Todd Fineberg, attorney representing the ambulance entities , stated that for Redding Ambulance to achieve a "break even" status, the increases indicated are necessary. Mr. Fineberg noted that the cost per run for Redding Ambulance (1979-80) was only $96 . 16 , whereas Memorial ' s cost was $186 . 27, and Mercy ' s $235. 00. Hospital services can depend on charging additional fees for medical services at the hospital by the arrival of the life support patient, whereas Redding Ambulance cannot rely on such back-up fees . Mrs . Gard added that as of July 1, 1980 , last year ' s rates will be recognized by Medicare. In other words , if Council approves the proposed new rates, such rates will not be recognized by 1 (.D3 Medicare until July 1, 1981. MOTION: Made by Councilwoman Gard, seconded by Councilman Fulton that Resolution No. 80-146 be adopted, a resolution of the City Council of the City of Redding establishing an amended uniform maximum rate schedule for the operation of ambulances in the City of Redding. Voting was as follows : Ayes: Council Members - Fulton, Gard, and Demsher Noes: Council Members - None Absent: Council Members - Pugh Abstain: Council Members - Kirkpatrick Resolution No. 80-146 is on file in the office of the City Clerk. ADJOURNMENT There being no further business , at the hour of 12: 15 P.M. , Vice Mayor Demsher declared the meeting adjourned.
