HomeMy WebLinkAbout _ 9.15(a)--Resolution-Formation of IBEW Local 1245 Power Production Unit CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Adopt Resolution certifying the International Brotherhood of Electrical Workers Local Union 1245 AFL-CIO as an Exclusively Recognized Employee Organization of the City of Redding representing the Power Production Unit (IBEW Power Production) in accordance with the City’s Employer/Employee Resolution (EER), Resolution No. 2012-091, and the Meyers-Milias-Brown Act. IBEW Power Production will be providing representation for classifications assigned to the Redding Power Plant which were formerly represented by the International Brotherhood of Electrical Workers Local Union 1245 AFL-CIO Electric Unit. Fiscal Impact There is no fiscal impact for formally certifying the IBEW Power Production Unit as the Exclusively Recognized Employee Organization for the identified classifications assigned to the Redding Power Plant. Alternative Action The City Council could decline to approve the attached resolution, indicating that City Council is not satisfied with the validity of the unit modification process. Background/Analysis On November 15, 2022, the City received an amended proposed unit petition from IBEW 1245 Power Production Unit, seeking to represent classifications assigned to the Redding Power Plant that are currently represented by the International Brotherhood of Electrical Workers Local 1245 - Electric Unit (IBEW Electric). IBEW Power Production Unit was granted interim status as a recognized employee organization until the results of an election could be certified. An election was held on January 24, 2023, resulting in the majority of those employees holding regular full-time positions within the proposed covered classifications listed below voting in favor of being represented. Classification Power Plant Utility Worker Power Plant Warehouse Worker Maintenance Coordination Assistant Power Plant Auxiliary Operator Power Plant Maintenance Mechanic Power Plant Operator Instrument and Electrical Technician Power Plant Relief Operator Working Foreman- Power Plant Maintenance Mechanic Working Foreman-Power Plant Operations Working Foreman-Instrument and Electrical Technician Control and Automation Technician Pursuant to the EER, once an employee organization is formally certified as the Exclusively Recognized Employee Organization by the City Council, the organization and the City will be bound by all the terms and conditions of any Memorandum of Understanding then in effect for the remainder of its term. In this case, the employees represented by IBEW Power Production Unit will be following the terms and conditions outlined in the IBEW Electric Memorandum of Understanding until a Memorandum of Understanding can be negotiated. Environmental Review This is not a project defined under California Environmental Quality Act (CEQA), and no further action is required. Attachments ^Resolution (IBEW Power Production Unit) RESOLUTION NO. 2023-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING RECOGNIZING THE FORMATION OF THE INTERNATIONAL BROTHERHOOD OF ELECTRIC WORKERS LOCAL 1245 AFL-CIO- POWER PRODUCTION UNIT WHEREAS, the City received an amended petition on November 15, 2022, requesting International Brotherhood of Electrical Workers 1245 AFL-CIO-Power Production Unit (IBEW- Power Production) be formally recognized as the Exclusively Recognized Employee Organization representing the following classifications assigned to the Redding Power Plant which were formerly represented by the International Brotherhood of Electrical Workers Local Union 1245 AFL-CIO-Electric Unit: Classification Power Plant Utility Worker Power Plant Warehouse Worker Maintenance Coordination Assistant Power Plant Auxiliary Operator Power Plant Maintenance Mechanic Power Plant Operator Instrument and Electrical Technician Power Plant Relief Operator Working Foreman- Power Plant Maintenance Mechanic Working Foreman-Power Plant Operations Working Foreman-Instrument and Electrical Technician Control and Automation Technician WHEREAS, the recognition petition was in compliance with the requirements of Article II, Section 1 of the Employer-Employee Relations Resolution, and the proposed representation unit in accordance with Article II, Section 4 of the Employer-Employee Labor Resolution; and WHEREAS, an election was held on January 24, 2023, and for those employees holding classifications that would be affected by the change in representation who voted, the majority voted in favor of being represented by IBEW-Power Production; and WHEREAS, staff has recommended that the City Council formally certify International Brotherhood of Electrical Workers 1245 AFL-CIO-Power Production Unit, as an Exclusively Recognized Employee Organization of the City of Redding representing the Power Production Unit in accordance with the City’s Employer-Employee Relations Resolution and the Meyers- Milias-Brown Act, effective, February 7, 2023; and WHEREAS, the City Council deems it to be in the best interest of the City to adopt such recommendation; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding that the International Brotherhood of Electric Workers Local 1245 AFL-CIO-Power Production Unit is formally certified as an Exclusively Recognized Employee Organization of the City of Redding representing the Power Production Unit in accordance with City’s Employer-Employee Relations Resolution and the Meyers-Milias-Brown Act, effective, February 7, 2023.
