REPORT TO THE CITY COUNCIL
Recommendation
Approve the appointment of Greg Robinett as the Director of Finance effective February 4, 2023.
Further, appoint Mr. Robinett to fill the unexpired term of the current City Treasurer, Allyn
Clark. Ms. Clark’s term ends in 2024.
Fiscal Impact
The Director of Finance will receive a base salary of $13,000 per month. The position of
Treasurer will receive a stipend of $600 per month in accordance with State Law. Funding for
this position is included in the adopted Biennial Budget.
Alternative Action
The City Council could choose not to approve the City Manager’s appointment, as
recommended, and provide additional direction to staff.
Background/Analysis
The City of Redding’s (City) Director of Finance/Treasurer, Allyn Clark, is retiring effective
February 3, 2023. The City has conducted a comprehensive search to select a new Director. The
City received numerous applications and invited four qualified individuals to compete for the
position. The interview process included the traditional oral board process, as well as a
secondary selection interview. Mr. Robinett excelled through this process and is the number one
candidate.
Pursuant to the Redding Municipal Code (RMC) section 2.24.020 the City Manager has
appointed Mr. Robinett as the new Director of Finance. In accordance with the RMC, this
appointment is subject to approval by the City Council. Mr. Robinett holds a Master of Business
Administration degree from Oregon State University and has served as the City’s Finance

Officer for the past several years excellently. Mr. Robinett has led the City’s efforts in
developing the last two biennial budgets and the past two Annual Comprehensive Financial
Reports. In addition, he has had the responsibility of running the day-to-day operations of the
Finance Department under the guidance of retiring Director of Finance/Treasurer Allyn Clark.
Ms. Clark has held the position of Director of Finance/Treasurer since 2019 and prior to that she
was the City Treasurer for over 14 years. With Ms. Clarks retirement and resignation, the City
needs to appoint a City Treasurer to fill the remaining term which ends in 2024. The Council has
the ability to make the appointment to fill the Treasurer’s position or it c ould call for a special
election. Staff’s recommendation is to use the structure that has been in place for the past four
years and maintain a Director of Finance/City Treasurer.
