Fiscal Impact This Replace Asphalt Concrete (AC) Surfacing 2022 (Project) is funded by the Streets Division and is included in its approved budget for Fiscal Year 2022-23. Project cost components are estimated, and some shifting of the funds may be necessary to balance the project within the approved budget. If the project does not move forward, the streets will continue to deteriorate and may require roadway reconstruction. Background/Analysis This project involves removing and replacing approximately 82,000 cubic feet of asphalt concrete in worn and deteriorated sections of Wyndham Lane and Eastside Road. Attached is a tabulation of the three bids opened on January 19, 2023. The low bid in the amount of $1,010,381.50 was received from J.V. Lucas Paving, Inc., of Lafayette, California. The engineer's estimate was $1,125,028.50. Total project development costs for this project are estimated to be $105,000. Project development costs include engineering, environmental, and consultant services (design and construction support). EnviNonmental Review Staff has determined that the project qualifies as categorically exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines, per Section 15301. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project will extend the life of the existing pavement, but will not create additional vehicle capacity or result in expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources.
