REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following actions:
(1) Adopt Resolution to authorize the City Manager, or designee, to submit grant
applications, and if awarded, execute any agreements and subsequent documentation to
facilitate acceptance, for the State of California Department of Housing and Community
Development Regional Early Action Planning Grants of 2021 (REAP 2.0) Higher Impact
Transformative Program, for the following project: $1 million for adjacent parcels
located at 815 and 825 Parkview Avenue and 2520 Leland Avenue (Parkview Project);
(2) Adopt Resolution to authorize the City Manager, or designee, to submit grant
applications, and if awarded, execute any agreements and subsequent documentation to
facilitate acceptance, for the State of California Department of Housing and Community
Development Regional Early Action Planning Grants of 2021 (REAP 2.0) Higher Impact
Transformative Program, for the following project: $10 million for the Linden Canyon
Project;
(3) Determine that applying for grant funding is not considered a project under the California
Environmental Quality Act; and
(4) Determine that applying for grant funding is exempt from review under the National
Environmental Policy Act under Title 24 CFR 58.34(a)(3).
Fiscal Impact
Regional Early Action Planning (REAP) 2.0 Higher Impact Transformative (HIT) funds are
grant funds with no match obligation. There is no impact to the General Fund.
Alternative Action
The City Council could decline to authorize submission of the REAP 2.0 HIT grant applications
for the requested projects.

Background/Analysis
The State of California is committed to a future where everyone has an option to live closer to
their jobs, services, and daily destinations. To foster development that espouses this ideal, the
California Department of Housing and Community Development (HCD), in collaboration with
the Governor’s Office of Planning and Research, has funded the REAP 2.0 HIT Program. This
grant program focuses its resources to integrate housing, meeting equity and climate goals, and
allowing for broader planning and infrastructure investments that support future housing
development. The REAP 2.0 HIT Program is funded in the amount of $30 million. These funds
are competitive in nature and are intended to support novel, unique or innovative approaches
with expanded benefits and impact.
Staff recommends submission of two REAP 2.0 HIT grant applications for two different
projects. The Parkview Project is 12 units of income-eligible housing, which would be situated
above retail/commercial space and located on three vacant, adjacent parcels. A portion of the
income-eligible housing units will be made available to assist unsheltered households. Staff will
publish a competitive request for proposals to obtain a qualifying developer that will complete
construction of the project, and partner with a supportive service provider to assist those tenants
in need of services. The City is requesting $1 million dollars in REAP 2.0 HIT funds for this
development.
The second project is for the development of infrastructure that supports construction of housing
in Linden Canyon, in the Martin Luther King, Jr., neighborhood. The project requires extensive
infrastructure installation including a lengthy box culvert, road improvements, and utilities that
support the development of mixed-income housing units on 26 City-owned lots that front the
unimproved section of Linden Avenue. The City is requesting $10 million in REAP 2.0 HIT
funds for this development.
Should the project(s) be chosen by HCD for funding, staff will return to the City Council with
updated project details for grant approval.
Environmental Review
Applying for grant funding is not considered a project under the Cali fornia Environmental
Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once
the details are known.
Under the National Environmental Policy Act (NEPA), administrative and management
activities such as applying for grant funding are considered exempt activities and no further
action is required. Any construction projects will be reviewed for NEPA requirements if awarded
funding by the State of California.
Council Priority/City Manager Goals

AUTHORIZING RESOLUTION
A necessary quorum and majority of the City Council (“Council”) of the City of Redding, a
municipal corporation and general law city (“Applicant”), hereby consents to, adopts and
ratifies the following resolution:
WHEREAS, the Department is authorized to provide up to $30,000,000 to Eligible Entities
(“Applicant”) listed in Health and Safety Code Section 50515.08, subdivisions (a)(1)-(6) under the
Higher Impact Transformative (HIT) Allocation of the Regional Early Action Planning grants
program (REAP 2.0), as detailed in Health and Safety Code section 50515.08-10; and
WHEREAS, the State of California (the “State”), Department of Housing and Community
Development (“Department”), issued a Notice of Funding Availability on November 9, 2022, for
REAP 2.0 HIT Allocation funds available to Eligible Entities; and
WHEREAS, Applicant is an Eligible Entity eligible to submit a Request for Funds pursuant to
Health and Safety Code Section 50515.08(c) to develop and accelerate the implementation of the
requirements described in Health and Safety Code section 50515.08(c)(1); and
WHEREAS, the Department shall approve the Request for Funds, subject to the terms and
conditions of Eligibility, Guidelines, NOFAs, Program requirements, and the Standard Agreement
by and between the Department and REAP 2.0 Grant Recipients;
NOW THEREFORE BE IT RESOLVED THAT:
1. The City of Redding is hereby authorized and directed to request an allocation of funds
not to exceed $1,000,000 (the amount allocated pursuant to Health and Safety Code section
50515.07(a) consistent with the methodology described in Section 50515.09(a)) for the
Parkview Project in Redding.
2. The City Manager is authorized to execute the Request for Funds, on behalf of the City
of Redding as required by the Department for receipt of REAP 2.0 funds.
3. When City of Redding receives an allocation of REAP 2.0 funds in the authorized amount
of $1,000,000 from the Department pursuant to the above referenced Request for Funds, it
represents and certifies that it will use all such funds only for eligible activities as set forth
in Health and Safety Code section 50515.08(c)(1), as approved by the Department and in
accordance with all REAP 2.0 requirements, guidelines, all applicable state and federal
statutes, rules, regulations, and the Standard Agreement executed by and between the
Applicant [City of Redding] and the Department.
4. The City Manager is authorized to enter into, execute, and deliver a State of California
Standard Agreement for the amount of $1,000,000 and any and all other documents

required or deemed necessary or appropriate to evidence and secure the REAP 2.0
Allocation, the City of Redding obligations related thereto and all amendments the
Department deems necessary and in accordance with REAP 2.0.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the
City Council of the City of Redding on the 7th day of February, 2023, and was duly adopted at
said meeting by the following vote:
