The City Council Chambers are fully open to the public in compliance with current guidelines from
the California Department of Public Health regarding indoor meetings.
The meeting was called to order by Mayor Kristen Schreder with the following Council Members
present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, Assistant
City Manager Steve Bade, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive
Assistant Amber DalPoggetto.
The Pledge of Allegiance to the Flag was led by Mayor Schreder.
The Invocation was provided by Lori Moretti, Redding Police and Redding Fire Departments’
Chaplain.
PRESENTATIONS
2A. PowerPoint presentation provided by Durriya Syed, Outreach Analyst for the California
Department of Insurance, incorporated herein by reference, relaying updates regarding the
Safer from Wildfire Partnership and other insurance resources available to the public.
The City Council took no action on this informational item.
PUBLIC COMMENT
Ronald Stattery shared his concern regarding increasing rent costs and the impact to those with low-
incomes and suggested the City consider preventing out-of-town landlords from increasing rent.
Deborah Zack invited the Council to the dedication of Scout Troop 125 Daniel Cook’s Eagle Scout
project, a military monument and flag pole at the Redding Regional Airport.
Raven, Dylan, Aly, and Nathan Hernandez stated opposition to the recent police sweeps at Nur Pon
homeless camps and the poor treatment of the unhoused population.
Alex Bielecki questioned the salaries of police and fire personnel and opined that people should help
each other.
Charlie Patterson shared her personal experience with addiction and homelessness.
Steve Kohn expressed concerns regarding parking in the Downtown Redding Block 7 project area.
Benjamin Nowein and Jenny voiced support for Council Member Resner’s candidacy for the Shasta
County Board of Supervisor’s District 1 seat and encouraged everyone to vote.
Al Grana asked that bagged up trash along Railroad Avenue be picked up on a regular schedule.
Nick Gardner thanked the Public Works Department for cleaning the ditch by his property and
thanked Council Member Mezzano for the homeless camp clean up near his house.
Steven expressed concern regarding Measure A on the November 8, 2022, General Municipal
Election ballot relative to the City Clerk and City Treasurer positions being combined on one ballot
measure.
Ron Schwab voiced is concerns regarding law enforcement tactics used towards the homeless.

CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Report to
City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Regular Meeting of September 6, 2022; Special Meeting – Closed
Session of September 20, 2022; Regular Meeting of September 20, 2022; and Special
Meeting – Closed Session of October 18, 2022.
4(c). Accept the City of Redding Treasurer’s Report for the month of September 2022.
4(d). Accept City of Redding Proof of Cash reconciliation and ACR133 report for the month of
September 2022.
4.1(a). Approve and ratify submittal of a grant application to the Pacific Gas and Electric
Company’s 2022 Better Together Nature Positive Innovation Grant Program in the amount
of $100,000 to support the construction of a well at the City of Redding-owned Kum Bay
Xerel Open Space Area located along Interstate 5 between the Cities of Redding and
Anderson.
4.2(a). Authorize and approve the following actions: (1) approve loan increase to Shasta Women’s
Refuge dba One SAFE Place (OSP) in the amount of $330,000 for a total loan amount of
$630,000 to assist with office and building rehabilitation costs and to remit a principal
reduction of its first mortgage with Columbia Bank for the Sierra Center, OSP’s shelter
facility, located at 2250 Benton Drive; (2) authorize the City Manager, or designee, to
execute the First Amendment to Development Agreement (C-6309) and any other documents
necessary to complete the transaction; (3) find that this loan request is exempt from the
California Environmental Quality Act pursuant to Section 15301 (existing facilities and
loans) and therefore not subject to environmental review; and (4) find that this loan request
is categorically excluded from review under the National Environmental Policy Act pursuant
to Title 24 CFR Part 58.35(b)(7).
**City Clerk’s Note: City Manager Tippin stated that there is a typographical error in the
staff report recommendation. The bank name was inadvertently entered as Cornerstone
Community Bank, instead of Columbia Bank. The Minutes have been updated to reflect this
correction.
4.5(a). Authorize the following relative to Bid Schedule No. 5321, Single-Phase, Pad-Type
Distribution Transformers for the Redding Electric Utility: (1) award to Mader Supply,
LLC, in the amount of $596,745.00, before taxes; (2) authorize the Purchasing Officer to
extend the bid award annually with Mader Supply, LLC, through November 30, 2027, if
mutually agreeable, with all terms and conditions remaining the same per Howard
Industries’ negotiated contract pricing policy; and (3) authorize the City Manager to
approve changes to future pricing terms and policies as needed due to inflation and unstable
economic conditions.
4.5(b). Authorize and approve the following actions regarding Bid Schedule No. 5313, Overhaul
of the Unit 4 Steam Turbine, Generator, and Auxiliaries: (1) award Bid to Stephen’s
Mechanical Corporation at a total cost of $1,394,000, including $322,000 of contingency
funding; (2) authorize the City Manager, or designee, to execute change orders up to the
total amount of the project contingency to address unforeseen work items discovered
during the overhaul process; and (3) find that the project is categorically exempt from
review under the California Environmental Quality Act (CEQA) pursuant to Sections
15301 (Existing Facilities) and 15302 (Replacement or Reconstruction).
4.6(c). At the request of the Council Member Mezzano, this item was moved to the Regular
Calendar as Item 9.6(c).
4.6(d). Authorize and approve the use of up to $500,000 for additional City of Redding Aquatic
Center (RAC) Improvement Projects; and find that the funding for the RAC Improvement
Projects are categorically exempt from the California Environmental Quality Act per
Section 15301 (d) – Existing Facilities.

4.7(a). Authorize and approve the Investment Advisory Committee’s recommended changes for
implementation of best practices recommended by the Government Finance Officers
Association, primarily expanding subheading titles to provide better clarity for readers of
the policy; and adopt Resolution 2022-112, a resolution of the City Council of the City
of Redding, amending City Council Policy No. 408 relating to the City of Redding’s
investment guidelines.
4.11(a).Authorize the following related to the purchase of one 2023 Autocar ACX64 Hook Lift
truck for the City of Redding Solid Waste Utility: (1) authorize the purchase using
Sourcewell contract pricing, with a net delivered cost of $336,500.99 including all
applicable taxes and fees; and (2) authorize the City Manager to approve future pricing
adjustments, terms, and policy changes as needed due to inflation and unstable economic
conditions up to a total of $30,000.
4.15(a).Adopt Resolution 2022-113, a resolution of the City Council of the City of Redding,
revising the Redding Independent Employees’ Organization – Clerical, Technical, and
Professional Exempt Employee Schedule of Classification and Salary Ranges (Exhibit “B-
2”) and the Redding Peace Officers’ Association Schedule of Classifications and Hourly
Wage Rates (Exhibit “A-4”) to correct clerical errors.
4.15(b).Adopt Resolution 2022-114, a resolution of the City Council of the City of Redding,
updating the City of Redding Master Employee Pay Schedule classification titles and pay
rates/ranges to comply with the California Public Employees’ Retirement System
requirement that all information be consolidated in one master document. The Resolution
confirms classification titles and pay rate/range changes that have been approved by the
City Council at previous City Council meetings during open session.
A MOTION WAS MADE by Council Member Dacquisto, seconded by Council Member
Resner, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, approved, ratified, and/or authorized as recommended.

APPOINTMENTS
5.1. Mayor's re-appointment to the Shasta Public Library Citizens Advisory Committee.
A MOTION WAS MADE by Council Member Resner, seconded by Council Member
Mezzano to approve Mayor Schreder’s recommendation to re-appoint Kari Wurch-
Goldenson to the Shasta Public Library Citizens Advisory Committee to serve a full-term
ending November 30, 2026. The Vote: Unanimous Ayes
REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS,
COMMISSIONS AND COMMITTEES
9.6(a). Presentation regarding the 16th Annual Community Creek Clean-Up at the City of Redding
Nur Pon Open Space held on October 1, 2022.
Community Services Senior Project Coordinator Travis Menne highlighted the Report to
City Council (staff report) and provided a PowerPoint presentation, both incorporated herein
by reference, and thanked the many sponsors, volunteers, and community members that
made this event possible.
The City Council took no action on this informational item.

9.6(c).Grant funding for the South City Park and Block 7 Project infrastructure projects.
Item No. 4.6(c) was moved from the Consent Calendar to Regular Calendar at Council
Member Mezzano’s request.
Assistant City Manager Bade and Community Director Kim Niemer summarized the Report
to City Council (staff report), incorporated herein by reference.
Steve Kohn inquired about the amount of the grant for South City Park.
A discussion among the Council ensued.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Resner, to authorize and approve grant funding for the South City Park and Block 7 Project
infrastructure projects: (1) authorize the following actions related to the United States
Department of Housing and Urban Development Community Development Block Grant
(CDBG) Section 108 Loan Guarantee Program (Section 108 Program): (a) adopt
Resolution 2022-115, a resolution of the City Council of the City of Redding, approving
the CDBG Section 108 Program application in the amount of $3,737,000; (b) authorize the
City Manager to re-appropriate funding upon approval of CDBG Section 108 Program
application for design and improvements at South City Park; (c) authorize the City
Manager to execute any documents necessary to modify the Section 108 Program
application and facilitate the funding changes; and (2) authorize the following actions
related to the American Rescue Plan Act (ARPA) funding: (a) adopt Resolution 2022-116,
a resolution of the City Council of the City of Redding, approving and adopting the 70th
Amendment to City Budget Resolution No. 2021-078 decreasing existing allocations for
South City Park by $2,407,730 and appropriating $2,407,730 in ARPA funding to Block 7
project infrastructure; and (b) authorize the City Manager to execute any documents
necessary to facilitate the funding changes.

A MOTION TO AMEND WAS MADE by Council Member Dacquisto, to continue this
item to the first or second meeting in December 2022 for consideration by the City Council
to include newly elected Council Members.
The motion failed due to lack of a second. Therefore, the Council returned to and voted on
the original motion, seen above.
9.9(a). Presentation - Crisis Intervention Response Team (CIRT).
Police Chief Bill Schueller highlighted the Report to City Council (staff report), incorporated
herein by reference.
Chief Schueller noted that the City of Redding’s Community Development/Housing
Division assisted with grant and housing funds to hire a second police officer to start the
CIRT after the Shasta County Sheriff’s office had to back out of the program. He noted that
the original intent was to assist strictly with mental health crisis, however, with the grant
funding provided, they were able to expand the focus to include the mental health community
and homeless population and assist with providing drug and alcohol rehabilitation services.
Chief Schueller introduced the CIRT Members who provided a PowerPoint presentation,
incorporated herein by reference. The CIRT Members are as follows: Redding Police
Department Officers Devin Ketel and Joanna Bland, and Shasta County Health and Human
Services Mental Health Clinician, Nikkie Brandon.
The City Council took no action on this informational item.

9.14(a).Report and Resolution - Administrative Fines.
City Attorney DeWalt summarized the Report to City Council (staff report), incorporated
herein by reference.
Marcus Partin, owner of a large parcel by the Nur Pon Open Space, asked the Council for
consideration when property owners are trying to maintain their property.
Discussion amongst council.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano, to accepted the report addressing blight and nuisance conditions on large parcels
within the City of Redding; and (2) adopted Resolution 2022-117, a resolution of the City
Council of the City of Redding, pursuant to Redding Municipal Code (RMC) Section
1.13.090(B), to amend the Schedule of Administrative Fines to establish an administrative
fine for blight and public nuisance on parcels of two or more acres to $500 per day, and to
correct the omission of administrative fines for violation of RMC Chapter 6.08
(Massage) and impose a proposed administrative fine in the amount of $500 per day for
such violations.

Assistant City Manager DeMaagd summarized the Report to City Council (staff report),

A MOTION WAS MADE by Council Member Resner, seconded by Council Member
Mezzano, to adopt Resolution of Intention 2022-118, a resolution of the City Council of the
City of Redding, and offer Ordinance 2654 for first reading by title only and waive the full
reading, giving notice of the City’s intent to amend the contract (C-99) with CalPERS as
allowed in Section 20516 of the Public Employees’ Retirement Law (Employees Sharing
Additional Cost) for Unrepresented Public Safety Management employees.
The Vote:

Director of Communications Outreach of Recruitment and Enrollment of the California
Conservation Corporation (CCC) Dana Howard and Assistant Director of CCC in Redding Lori
Matheson invited the Council Members to tour the CCC Center in Redding and their local projects.
Steve Kohn asked the Council to wait to implement parking fees until the impact on local
businesses has been determined.
Alex Bielecki spoke regarding corruption and the homeless.

4.2(a). Authorize and approve the following actions: (1) authorize the City Manager, or
designee, to negotiate and draft an amendment to the Consulting and Professional
Services Contract (C-9479) with No Boundaries Transitional Housing, Inc.,
increasing the contract by $59,360 and thereby increasing the total amount of the
contract to $294,360; (2) authorize the City Manager to execute the amendment and
any subsequent amendments that extend the contract within available budgeted funds;
and (3) find the project is categorically exempt from the California Environmental
Quality Act pursuant to Section 15301(d) Existing Facilities.
4.2(b). Adopt Resolution No. 2022-119, a resolution of the City Council of the City of
Redding, adopting and approving the 72nd Amendment to City Budget Resolution
No. 2021-078 appropriating $527,500 for equipment purchases and increasing
operating expenses for the Redding Regional Airport and Benton Airpark.
4.2(d). Authorize the following actions relative to Request for Proposals (RFP) No. 5328,
to provide security and law enforcement officer services at the Redding Regional
Airport: (1) award the Professional Services Contract (Contract) to American Guard
Services, Inc. in an amount not to exceed $405,000; (2) authorize the Mayor to execute
the Contract with American Guard Services, Inc.; (3) authorize the City Manager or
designee to approve Contract extensions of up to three one-year terms and amendments
not to exceed $50,000; and (4) adopt Resolution No. 2022-120, a resolution of the City
Council of the City of Redding, adopting and approving the 73rd Amendment to City
Budget Resolution No. 2021-078 appropriating $46,000 for security contracts.
4.5(b). Authorize the following relative to Bid Schedule No. 5326, Furnish Treated Wood Poles
for Redding Electric Utility: (1) award Bid Group I (35’ to 55’ poles treated with
Pentachlorophenol), Group II (60’ to 100’ poles treated with Pentachlorophenol), Group
V (35’ to 55’ poles treated with DCOI), and Group VI (60’ to 100’ poles treated with
DCOI) to Stella-Jones Corporation, with a total annual evaluated price of $450,082 before
tax for Groups I and II; and the same evaluated total for Groups V and VI; (2) award Bid
Group III (35’ to 55’ poles treated with Copper Naphthenate) and Group IV (60’ to 100’
poles treated with Copper Naphthenate) to Conrad Forest Products with a total annual
evaluated total cost of $320,965 before tax; (3) authorize the Purchasing Officer to extend
the bid award annually with Stella-Jones Corporation and Conrad Forest Products through
September 30, 2026, if mutually agreeable, with all terms and conditions remaining
the same; and (4) authorize the City Manager to approve changes to future pricing terms
and policies as needed that may occur due to inflation and unstable economic conditions.
4.6(a). Approve and ratify the authorization to accept and execute the grant agreement from the
California State Library to support the Shasta Public Libraries Library Literacy Services
programs: (1) adopt Resolution No. 2022-121, a resolution of the City Council of the City
of Redding, ratifying the authorization to accept and allocate the award of a grant from the
California State Library in the amount of $62,077 for Library Literacy Services for Fiscal
Year 2022-23; (2) adopt Resolution No. 2022-122, a resolution of the City Council of the
City of Redding, approving and adopting the 69th Amendment to City Budget Resolution
No. 2021-078 appropriating said funds; (3) accept California Library Literacy Services
project grant funds for Adult Literacy Services in the amount of $36,967; (4) accept
California Library Literacy Services project grant funds for Family Literacy Services in
the amount of $25,110; and (5) authorize the City Manager, or designee, to execute all
subsequent documentation relative to the grant.
4.6(b). Adopt Resolution No. 2022-123, a resolution of the City Council of the City of Redding,
declaring Parcel A, 7.88-acres located in the Silverstone Unit 2 (AMND-2020-01135, S-
2019-00280) map recordation of Book 25 of Maps, Page 37, and described in Exhibit 1, as
“Exempt Surplus”; and authorizing the City Manager to adhere to reporting and approval
guidelines pursuant to the State of California Housing and Community Development
Surplus Land Act Guidelines Section 400(e).
4.11(a).Accept Bid Schedule No. 5199 (Job No. 9943), Reconstruction of Terminal Building
Access Roads, awarded to Tullis, Inc., as satisfactorily complete, with a final cost of
$1,519,479.34.

4.11(b).Adopt Resolution No. 2022-124, a resolution of the City Council of the City of Redding,
authorizing the Director of Public Works to submit a grant application for $5,126,000 and
prepare all documentation, studies, and investigations necessary for the Sustainable
Groundwater Management Grant Program with the State of California Department of
Water Resources on behalf of the Enterprise-Anderson Groundwater Sustainability
Agency; and authorize the Director of Public Works to sign and execute all documentation,
including a funding agreement and any future amendments, to facilitate the grant should it
be awarded.
4.11(e).Authorize the following actions relative to Bid Schedule No. 5320 (Job No. 5113- 64), On
-Call Sidewalk Repair Project: (1) award to SnL Group, Inc., in the amount of $169,984;
(2) approve an additional $15,000 to cover the cost of administration and inspection fees;
(3) approve $55,000 to provide construction contingency funding; (4) approve $9,500 for
project development; (5) find that the project is categorically exempt from review under
the California Environmental Quality Act Guidelines, per Section 15301(c & d) – Existing
Facilities; and (6) if mutually agreeable, with all prices, terms, and conditions remaining
the same, the contract may be renewed for two additional one-year periods with the same
contract amount and contingency per year, authorize the City Manager to execute contract
amendments to renew contract for up to two years.
4.11(f).Authorize the following actions relative to the 2022 Sacramento River Settlement
Contractors (SRSC) Corporation Drought Funding Agreement (Agreement): (1) authorize
the Mayor to execute the Agreement to Appoint SRSC Corporation as Agent for
Administration of Drought Relief Funding Agreement with the United States Bureau of
Reclamation in 2022; and (2) find that the action is exempt from review under the
California Environmental Quality Act Guidelines, pursuant to Section 15061 – Common
Sense Exemption.
4.11(g).Authorize the following actions relative to Request for Proposals No. 5310, to provide
environmental and engineering services for the Boulder Creek Flood Protection and
Natural Treatment Project: (1) award the Consultant and Professional Services Contract

PUBLIC COMMENT
Dale, Jason Miller, Robert Trigar, Donald Cain, and Susan Murry expressed their concern about
the increased number of burglaries at small, local businesses and asked the Council to help protect
local business owners.
Alex Belecki warned of the danger of oxygen deprivation.
Steven congratulated newly elected council members.
Ona Cranfill spoke regarding the crosswalk at Placer and Continental Streets connecting Shasta
Community Health Center and the parking facility which has deteriorated to a dangerous point.
She is fearful for the safety of the many patients using this crosswalk. (A photograph was provided
and incorporated herein by reference.) In addition, the intersection of South Street and Park
Marina Drive is unsafe. She recommended installation of flashing crosswalk lights. At the Mayors
request, Public Works Director Chuck Aukland will contact Ms. Cranfill.
Brenda advised that an alternative to homelessness is an adequate number of drug and alcohol
treatment centers.
Anthony Ortiz and Lee Lamp opined regarding the poor condition of the Big-League Dreams
facilities.

4.4(a). Authorize the following actions relative to funding and implementing an online automated
solar permitting program: (1) approve submittal of application to the California Energy
Commission for a California Automated Permit Processing Program Grant in the amount
of $60,000; and (2) authorize City Manager, or designee, to execute all documents
necessary to apply for the grant, appropriate funds should the grant be awarded, and execute
any agreements necessary to implement the project.
4.5(a). Authorize and approve the following actions relative to the Request for Proposals No. 5289
for Engineering Services for the design of a new 115/12kV Electric Substation in East
Redding: (1) approve the Consulting and Professional Services Contract with Ulteig
Engineers, Inc., in the amount of $341,900 for engineering services to design a new
115/12kV substation; and (2) authorize the City Manager, or designee, to execute all
agreements or documents required to complete the stated scope of work.
4.5(b). Authorize the following relative to Bid Schedule No. 5318, Residential Single-Phase Solid-
State Watt-Hour Meters: (1) accept the apparent low bid by Anixter, Inc., and award to
Anixter, Inc., for an annual evaluated cost of $334,570. The contract period shall be from
November 15, 2022, through September 30, 2023; (2) authorize the Purchasing Officer to
extend the bid award annually with Anixter, Inc., through September 30, 2027, if mutually
agreeable, with all terms and conditions remaining the same; the contract may be extended
annually for four additional one-year periods through September 30, 2027, with price
adjustments in direct proportion to the Producer Price Index.; and (3) authorize the City
Manager to approve changes to future pricing terms and policies as needed due to inflation
and unstable economic conditions.
4.11(a).Authorize the following actions relative to sole-source procurement of equipment for the
City of Redding Water Utility: (1) approve networking equipment from Cisco and Palo
Alto in an amount not to exceed $450,000 for Fiscal Year 2022-23 to include system
routers, ethernet switches, firewalls, and other network equipment and their associated
licensing software and support service; and (2) find that the action is exempt from review
under the California Environmental Quality Act Guidelines, per Section 15301 – Existing
Facilities.

4.11(b).Authorize the following actions relative to Bid Schedule No. 5302 (Job No. 5424-98) City
Council Chambers Audio Visual Upgrade Project: (1) award to Conti, LLC, in the amount
of $456,333; (2) approve an additional $52,000 to cover the cost of administration and
inspection fees and $61,000 for project development costs; (3) approve $46,000 to provide
construction contingency funding; (4) authorize the City Manager to approve additional
increases in either the construction management or construction contingency amounts up
to a total of $10,000; (5) adopt Resolution No. 2022-130, a resolution of the City Council
of the City of Redding, approving and adopting the 74th Amendment to City Budget
Resolution No. 2021-078 appropriating $105,340 in funds for the project; and (6) find that
the project is categorically exempt from review under the California Environmental Quality
Act Guidelines, per Section 15301(a) - Existing Facilities.
4.12(a).Authorize issuance of a sole-source Purchase Order to JRC, Inc., dba NorCal Presort for
City of Redding mail services for the period of January 1, 2023, through December 31,
2023, in the approximate amount of $285,000 per year; and authorize the Purchasing
Officer to extend the term on an annual basis for an additional five years, if mutually
agreeable, with all terms and conditions remaining the same except for any increase in the
United States Postal Service rate, and an increase in the mail processing per letter fee, not
to exceed one cent, over the entire five year term.
4.15(b).Approve and authorize the following actions: (1) adopt Resolution No. 2022-131, a
resolution of the City Council of the City of Redding, approving an amendment to the
Executive Management Pay-For-Performance Salary Plan (Unrepresented) adding a newly
created classification titled Transit Manager, effective December 11, 2022; and (2)
adopt Resolution No. 2022-132, a resolution of the City Council of the City of Redding,
approving and adopting the 75th Amendment to City Budget Resolution No. 2021-078
adding a full-time position of Transit Manager to the City of Redding Public Works
Transportation Division.

41 public speakers supported the South City Park conceptual plan and submittal of the
grant application.
One public speaker thought the plan was flawed and should not moving forward.
