REPORT TO THE CITY COUNCIL
Recommendation
Adopt Resolution approving a 180-day wait period exception of Becky Kraft as Assistant
Engineer for the City of Redding pursuant to Government Code sections 7522.56 and 21224,
effective January 18, 2023, for up to 480 hours; and granting the City Manager authority to
execute the necessary hiring documentation. The resolution, if approved, would allow retired
Assistant Engineer, Becky Kraft, to be rehired as an annuitant in the Public Works Department to
assist with training replacement staff in performing tasks and duties once performed by the
retiree.
Fiscal Impact
The estimated salary cost for allowing the Public Works Department to hire the retired annuitant
on a temporary basis, not to exceed 480 hours in Fiscal Year 2022-23, would be up to
approximately $78,000. Funding for the salary costs would be covered by capital projects and the
Engineering Division’s approved budget. There will be no impact on the General Fund.
Alternative Action
The City Council could choose not to adopt the attached resolution, and a retired annuitant will
not be hired to assist with training in the Public Works Engineering Division.
Background/Analysis
Assistant Civil Engineer Becky Kraft retired from the City of Redding (City) on December 9,
2022, after 36 years of City service. The City filled the vacancy created by Mrs. Kraft’s
retirement on or about November 18, 2022. Mrs. Kraft possesses approximately 31 years of in-
depth knowledge and experience of public works contracting duties and tasks and there was very
limited time for cross training the newly promoted employee.

Mrs. Kraft’s title will be Assistant Engineer during her employment as a retired annuitant.
Although Mrs. Kraft will have the title of Assistant Engineer, as a retired annuitant, she will not
be assuming all of the roles and responsibilities of that position. It is anticipated that Mrs. Kraft
will provide cross training to replacement staff on a part-time basis for approximately three to
four months.
Environmental Review
This is not a project defined under California Environmental Quality Act (CEQA), and no further
action is required.
Council Priority/City Manager Goals

RESOLUTION FOR EXCEPTION TO THE 180-DAY WAIT PERIOD
GC sections 7522.56 & 21224
WHEREAS, in compliance with Government Code section 7522.56 the Redding City
Council must provide CalPERS this certification resolution when hiring a retiree before 180 days
has passed since his or her retirement date; and
WHEREAS, Becky Kraft retired from the City of Redding in the position of Assistant
Engineer, effective December 9, 2022; and
WHEREAS, section 7522.56 requires that post-retirement employment commence no
earlier than 180 days after the retirement date, which is June 7, 2023, without this certification
resolution; and
WHEREAS, section 7522.56 provides that this exception to the 180-day wait period shall
not apply if the retiree accepts any retirement-related incentive; and
WHEREAS, the Redding City Council, the City of Redding and Becky Kraft certify that
Becky Kraft has not and will not receive a Golden Handshake or any other retirement -related
incentive; and
WHEREAS, the Redding City Council hereby appoints Becky Kraft as an extra help
retired annuitant to assist in training the new Assistant Engineer under Government Code section
21224, effective January 18, 2023; and
WHEREAS, the entire employment agreement, contract or appointment document
between Becky Kraft and the City of Redding has been reviewed by this body and is attached
herein; and
WHEREAS, no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS, the employment shall be limited to 480 hours per fiscal year; and
WHEREAS, the compensation paid to retirees cannot be less than the minimum nor
exceed the maximum monthly base salary paid to other employees performing comparable duties,
divided by 173.333 to equal the hourly rate; and
WHEREAS, the maximum monthly base salary for this position is $97,404.00 and the
hourly equivalent is $46.83, and the minimum monthly base salary for this position is $69,216.00
and the hourly equivalent is $33.28; and
WHEREAS, the hourly rate paid to Becky Kraft will be $46.83; and
WHEREAS, Becky Kraft has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
THEREFORE, BE IT RESOLVED THAT the Redding City Council hereby certifies
the nature of the appointment of Becky Kraft as described herein and detailed in the attached
employment agreement/contract/appointment document and that this appointment is necessary to
provide critically needed training to her replacement. Ms. Kraft’s title will be Assistant Engineer
during her employment as a retired annuitant. Although Ms. Kraft will have the title of Assistant Engineer,
she will not be assuming all the roles and responsibilities of that position.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a
regular meeting of the City Council of the City of Redding on the 17th day January, 2023, by the
