Recommendation
Approve Mayor’s recommendation to appoint Kristina Randle to fill an unscheduled vacancy on
the City of Redding’s Tree Management Ordinance Update Committee.
Fiscal Impact
There is no impact to the General Fund.
Alternative Action
The City Council could choose not to approve the Mayor’s recommendation.
Background/Analysis
The Tree Management Ordinance Update Committee was formed at the September 6, 2022, City
Council meeting. Robert Siderine was selected as a member of the newly formed committee. Mr.
Siderine contacted staff and resigned due to scheduling changes. Kristina Randle has expressed
an interest in serving and would be an asset to the committee.
Environmental Review
Appointment to the Tree Management Ordinance Update Committee does not represent a project
and no determination under the California Environmental Quality Act is required.

• This agenda item is a routine operational item.

Recommendation
Authorize and approve the following actions:
(1) Approve formation of the Tree Management Ordinance Update Committee (Committee)
to include 15 members consisting of two members appointed by each City Council
member, three Planning Commissioners, and two Community Services Advisory
Commission (CSAC) members; and
(2) Approve the Goals and Objectives of the Committee to include a review of the existing
Tree Management Ordinance, identify deficiencies, and make recommendations for
updates and improvements to the ordinance including organization, layout, and structure.
Fiscal Impact
There is no fiscal impact resulting from the formation of the proposed committee other than staff
time and incidental expenses.
Alternative Action
The City Council may choose to not form the proposed committee and provide direction to staff.
Background/Analysis
The current Tree Management Ordinance was originally adopted by the City Council on July 18,
2006, and since that time has not been updated. Some community members have expressed
interest in updating the Tree Management Ordinance to contain additional regulations aimed at
better protecting and preserving native tree species. The formation of the Tree Management
Ordinance Update Committee (Committee) is the first step in engaging community stakeholders
and beginning discussions regarding what, if any, updates to the ordinance should be considered.
The purpose of this agenda item is to 1) formalize the membership of the Committee, and 2)

On August 2, 2022, the City Council authorized the formation of the Committee consisting of
two (2) members appointed by each Councilmember, three (3) Planning Commissioners, and two
(2) Community Services Advisory Commission members. In order to inform and encourage
community members to apply for the Committee, staff updated the City Clerk’s website to
include an application form, published a press release, and released informational videos and
advertisements to the City’s social media outlets. The application period closed on August 17
and 29 applications were received. The City Councilmembers reviewed these applications and
made their member selections. The Planning Commission appointed its members to the
Committee at its meeting on August 23, and the Community Services Advisory Commission will
appoint its members at its meeting on September 7. The proposed members of the Committee are
shown on Attachment A.
Generally speaking, the objective of the Committee will be to review the existing Tree
Management Ordinance (RMC 18.45), identify deficiencies, and make recommendations for
updates and improvements to the ordinance including organization, layout, and structure. More
specifically, the Committee will be charged with 1) reviewing whether mitigation fees should be
imposed for tree removal, and 2) if tree planting requirements for development projects should
be revised. Additional detail regarding the proposed goals and objectives of the Committee is
shown on Attachment A.
Environmental Review
Any changes to the Tree Management Ordinance is a project under the California Environmental
Quality Act (CEQA). However, formation of the committee to simply review the ordinance and
recommend changes is not a project under CEQA and therefore no further action is required at
this time.

Goals and Objectives
The committee will review the existing Tree Management Ordinance (RMC 18.45) and attempt to
reach consensus for recommended updates to the ordinance as follows:
• Modify organization, layout, and structure of ordinance to improve clarity
• General review of ordinance to identify deficiencies
• More specifically, address the following:
o Mitigation fees for the removal of native tree species – the committee will not
discuss details of how to develop or implement the fees, just whether or not a
mitigation fee should be required
o Tree planting requirements for single family, commercial, and industrial
development projects
While not a part of the goals and objectives of this committee, as a result of this committee’s
efforts, the following items may be reviewed and updated in the future:
