Recommendation Adopt Resolution amending the Redding Independent Employees' Organization Supervisory/Confidential Exempt Sched�ule of Classifications and Salary Ranges to change the classification series titles of Systems Analyst/Programmer I, II, III, to Applications Analyst I, II, III; and add the Electrical Technician classification to the International Brotherhood of Electrical Workers-Electric Unit Schedule of Wage Rates pursuant to a bargaining unit modification, effective January 8, 2023. Fiscal Impact There will be no fiscal impact for adopting the resolution as proposed. Alternative Ac�ion The City Council (Council) could decline to approve the resolution and the Redding Independent Employees Organization (RIEO) classi�cation titles for the Systems Analyst/Computer Programmer series would remain unchanged, and the Electrical Technician classification will not be documented on a Council approved salary schedule. Background/Analysis On December 20, 2022, the Couneil adopted Resolution Number 2022-037 changing the classification titles of Systems Analyst/Programmer I, II, III, to Applications Analyst I, II, III on the RIEO Clerical, Technical and Professional Non-Exempt and Exempt Schedule of Classifications and Wage Rates. However, the RIEO Supervisory/Confidential Exempt Schedule of Classifications and Salary Ranges was inadvertently omitted from the staff report and resolution. Therefore, staff recommends the Council approve the amended RIEO Supervisory/Confidential Exempt Sehedule of Classifications and Salary Ranges to include the changed classification titles. Report to Redding City Council January 10,2023 Re: 4.15(b)--Change classification titles in RIEO and add Classification in IBEW ElectricPage 2 Further, on February 15, 2022, the Council adopted Resolution Number 2022-017, formally certifying the bargaining unit modification of the International Brotherhood of Electrical Workers Local Union 1245 AFL-CIO Electric Employees Unit (IBEW Electric Unit) acknowledging IBEW Electric Unit as the exclusively recognized employee organization for the classification of Electrical Technician in accordance with the City of Redding's Employer- Employee Relations Resolution and the Meyers-Milias Brown Act. The Electrical Technician classification was formerly recognized by the International Brotherhood of Electrical Workers — Maintenance Unit (IBEW Maintenance) and was documented on the IBEW Maintenance Schedule of Wage Rates. The IBEW Electric Schedule of Wage Rates has now been updated to reflect the change of bargaining units for the Electrical Technician classification. EnviNonmental Review This is not a project defined under California Environmental Quality Act (CEQA), and no further action is required.
