Shea Construction, Inc., as satisfactorily complete, with a final cost of $2,448,421.62. Fiscal Impact Streets Division funding in the amount of $2,500,000 was approved for this project for Fiscal Year 2021-22. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration is $2,448,421.62. Alternative Action The City Council (Council) may choose to not accept the project as satisfactorily complete and provide staff alternative direction. Background J.F. Shea Construction, Inc., has completed all items of work on the Replace AC Surfacing 2021 Project as of September 30, 2022, which was within the adjusted contract time frame following weather delays and additional work. The project warranty period expires one year from the completion date of September 30, 2022, and the Public Works Department subsequently filed a notice of completion with Shasta County. At its meeting on September 21, 2021, the Council awarded a construction contraet to J.F. Shea Construction, Inc., of Redding, California, for $1,431,134 and approved a $250,000 construction contingency fund. Also authorized was $148,000 for contract administration and construction inspection fees and $40,000 for project development costs. The total authorized amount for the project was $1,919,134. Project development costs include engineering, environmental, and consultant services. At its meeting on March 1, 2022, the Council approved an additional $430,000 in construction contingency for improvements on a section of Twin View Boulevard, which included installation of curb, gutter, sidewalk, additional AC pavement, and bike lanes in concert with the City Council's Complete Streets Policy. At its meeting on June 21, 2022, the Council approved an additional $150,000 in construction contingency utilizing Storm Drain Utility funds for replacement of a failed storm drain pipe on Shasta View Drive, which brought the total authorized construction contingency to $830,000 and the total project authorized amount to $2,499,134. During construction, there were five change orders in the amount of$793,319.62, which includes the items previously noted. Due to the increase in the overall project scope, additional staff time was necessary to complete the project and required the shifting of funds from construction contingency to contract administration and inspection fees in the amount of$36,000 to balance the project within the approved budget. The final project cost was $2,448,421.62, which is within the amount budgeted at the time the project was awarded. The project involved removing and replacing approximately 126,000 cubic feet of asphalt concrete in worn and deteriorated sections of Churn Creek Road, Shasta View Drive, Caterpillar Road, Twin View Boulevard, Old Alturas Road, and Mission De Oro Drive as well as appropriate traffic control, striping, and pavement markings as required. Background/Analysis This project involves removing and replacing approximately 126,000 cubic feet of asphalt concrete in worn and deteriorated sections of Churn Creek Road, Shasta View Drive, Caterpillar Road, Twin View Boulevard, Old Alturas Road, and Mission De Oro Drive. Attached is a tabulation of the two bids opened on September 7, 2021. The low bid in the amount of $1,431,134 was received from J.F. Shea Construction, Inc., of Redding, California. The engineer's estimate was $1,810,000. Total project development costs for this project are estimated to be $90,000. Project development costs include engineering, environmental, and consultant services (design and construction support). Staff has determined that the project qualifies as Categorically Exempt from environmental review under CEQA G�uidelines Section 15301. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. Report to Redding City Council February 23,2022 Re: 4.21(b)--Approve Increase to Project Budget for the Replace Asphalt Concrete Surfacing 2022 Project Page 2 Background/Analysis On September 21, 2021, the Council awarded the Replace Asphalt Concrete Surfacing 2021 (Project) to J.F. Shea Construction, Inc. This project is part of the annual pavement maintenance program and involves removing and replacing approximately 126,000 cubic feet of asphalt concrete in worn and deteriorated sections of Churn Creek Road, Shasta View Drive, Caterpillar Road, Twin View Boulevard, Old Alturas Road, and Mission De Oro Drive. Due to rain events and cold nighttime temperatures arriving early this season, construction was not able to begin and the project was placed in winter suspension from December l, 2021, through April l, 2022. During the suspension, staff has re-evaluated the portion of the work on Twin View Boulevard. The current project only includes replacing a 24-foot wide section of asphalt concrete along the roadway between Valley Ridge Drive and Caterpillar Road and keeping the road configuration as it currently stands. In concert with the City Council's Complete Streets Policy, staff noticed that there are other safety related concerns that can be addressed more economically at this time. There are two gaps of approximately 479 linear feet that lack curb, gutter, sidewalk, and shoulder/bike lanes on the westside of Twin View Boulevard. In addition, there is no center turn lane to ease traffic flow and provide for safe turning movements. Widening these two sections, adding the center t�urn lane and resurfacing the entire roadway will provide standard pedestrian/cycling facilities throughout the entire 2,375-foot corridor and increase safety. Much of the additional cost is attributed to increases to existing contract line items. However, there are a few additional work elements identified including excavation, concrete work, and minor storm drainage work. Recommendation Approve increases to the project budget in the amount of$150,000 for emergency repairs of Bid Schedule No. 5233, Replace Asphalt Concrete Surfacing 2021 as outlined below: (1) Increase of $150,000 to the construction contingency budget, bringing the construction contingency total to $830,000; (2) Adopt Resolution approving and adopting the 44th Amendment to the City Budget Resolution No. 2021-078 appropriating $150,000 in Storm Drain Utility funds to the project; and (3) Find that the project is Categorically Exempt from review under the California Environmental Quality Act Guidelines Section 1530 L (c)—Existing Facilities. Fiscal Impact Additional work will cause the project budget to exceed the awarded amounts. An additional $150,000 is requested to cover an increase to the construction contingency. This is a preliminary estimate based on information available at this time. Staff will direct the contractor to make the necessary repairs to replace a failed storm drain pipe and ensure the roadway is safe for vehicular traffic. However, costs may increase due to unforeseen conditions and staff may return to the City Council (Council) to ratify additional costs, if nec�ssary. Storm Drain Utility funds of $150,000 are available to be applied to this project, and are accounted for in the budget resolution. Background/Analysis On September 21, 2021, the Council awarded the Replace Asphalt Concrete Surfacing 2021 (Project) to J.F. Shea Construction, Inc. This project is part of the annual pavement maintenance program and involves removing and replacing approxunately 126,000 cubic feet of asphalt concrete in worn and deteriorated sections of Churn Creek Road, Shasta View Drive, Caterpillar Road, Twin View Boulevard, Old Alturas Road, and Mission De Oro Drive. Shortly after paving Shasta View Drive in June 2022, a sinkhole appeared in the north bound number one lane approximately 1,500 feet north of Tarmac Road. The travel lane was immediately closed to vehicular traffic. Staff investigated and found that a 135-foot-long section of storm drain pipe under Shasta View Drive had failed and was washing away bedding and road base material which resulted in the collapse of the road surface above. To prevent further collapse of the road surface and fully reopen Shasta View Drive, the old 36- inch wide concrete pipe will be removed and replaced with a similarly sized high density polyethylene pipe that is better suited for the soil conditions. The increased contingency amount is estimated to cover the cost of the additional work. Staff has determined that the project qualifies as Categorically Exempt from environmental review under California Environmental Quality Act Guidelines Section 15301. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project involves the repair and maintenance of existing facilities and wi11 not result in expansion of use. The project has no potential to have a significant effect on the environment.
