Recommendation
Accept Bid Schedule No. 5277 (Job No. 2666), Cape Seal 2022 Project, awarded to VSS
International, Inc., as satisfactorily complete, with a final cost of$2,775,864.67.
Fiscal Impact
Streets Division funding in the amount of$3,038,000 as well as Parks funding in the amount of
$60,000 was approved for this project for Fiscal Year 2021-22. The total project cost, including
surveying, design, bidding, construction, field engineering, inspection, and contract
administration, is $2,7'75,864.67.
Alterna�ive Action
The City Council (Council) may choose to not accept the project as satisfactarily complete, and
advise staff on how to proceed.
Background
VSS International, Inc., has completed all items of work on the Cape Seal 2022 Project as of
October 7, 2022, which was within the contract time fram�. The project warranty period expires
one year from the completion date of October 7, 2022, and the Public Works Department
subsequ�ntly filed a notice of completion with Shasta County.
At its meeting of April ]9, 2022, the Council awarded a construction contract to VSS
International, Inc., of West Sacramento, for $2,437,000 and approved a $283,000 construction
contingency fund. Also authorized was $295,000 for contract administration and construction
inspection �ees and $43,000 for project development costs. The City Manager was authorized to
approve additional increases in either the construction management or construction contingency
amounts up to a total of $40,000, for a total authorized amount of $3,098,000. Project

development costs include engineering, environmental, and consultant services. During
construction, there were four change orders totaling $64,932.67 leaving a balance of$218,067.33
in the contingency fund. The final project cost was $2,775,864.67.
The project involved the placement of approximately 367,600 square yards of surface treatment
in north and northeast Redding neighborhoods, as shown on the attached maps. CAPE Seal
projects have been part of the City of Redding pavement preservation program since 2008. This
is a two-layer system, in which a micro-surfacing material is placed over a rejuvenating scrub
seal(a.k.a. chip seal).

Environmental Review
This action is not a project as de�ned by the California Environmental Quality Act Guidelines
and no further action is required. On April 19, 2022, the Council determined that the Cape Seal
2022 Project was categorically exempt from review under the California Environmental Quality
Act,per Section 15301(c)—Existing Facilities.

Alternative Action
The City Council may choose to not award the project, in which case, the streets will continue to
deteriorate and require roadway reconstruction.
Background/Analysis
CAPE seal roadway surface treatments extend the life of worn pavements by combining a chip
seal with slurry seal treatments. The City of Redding has utilized this method to successfully
preserve residential streets since 2008. This project includes the pavement preservation�treatment
in various neighborhoods in Redding as well as the Soccer Park Parking Lot (see attached map).
Attached is a tabulation of t�� four bids opened on March 30, 2022. The low bid in the amount
of $2,437,000 was r������ ���' �SS International, Inc., of West Sacramento, California. The
engineer's estim�.��';���`s �2,59�,��,�� Total project development costs for this project are
estimated to b�~���;000. Project c����opment costs include engineering, environmental, and
consultant ser�������(design and constr���on support).
Staff has de���ined that the proje��"qualifies as Categorically Exempt from environmental
review under ���fornia Environmental �uality Act Guidelines Section 15301. The project area
does not have �� �,�facant va��es for wild�ife habitat or other environmental resources, and the
proj ect has no pot����;��,1�:��a si ����,���t on the environment.
