Fiscal Impact The scope of the Boating Access Program grant will be negotiated if the application is selected. A match of 25 percent is required and will be covered through in-kind services by City of Redding (City) staff; these staff positions are currently funded positions that maintain the facilities. Alterna�ive Action Due to timing constraints for the grant application, an application was submitted to meet grant timelines. The City Council (Council) could decline to ratify staff's submission of the Boating Access Program grant application which would result in a missed opportunity to fund maintenance costs associated with multiple river access locations and would direct staff to withdraw the grant application. Or, Council could provide staff with alternative direction. Background/Analysis Grants within the Boating Access Program, a sub-program of the Sport Fish Restoration Grant Program, can fund a broad range of river access facilities and associated amenities that benefit recreational boaters. These grants are available to State Fish and Wildlife Agencies that sometimes partner with local governments, other state agencies, or non-governmental organizations to ensure public access to State-controlled waters. The Redding office of the California Department of Fish and Wildlife (CDFW) has partnered with the City to apply for the Report to Redding City Council January 12,2023 Re: 4.6(a')--Authorize GrantApplication for Sport Fish Restoration Grant Program Page 2 funds, thereby recognizing the value of the facilities to the sport fishing community, as well as the State's previous investment in the development of these facilities, and the associated burden of maintenance costs. Though many development grants are available for parks, trails, and facilities, those that fund maintenance are rarely available. The Boating Access Program will fund up to 75 percent of the ongoing maintenance and operations costs currently paid by the City, and absorb some capital project costs such as parking lot and access road asphalt maintenance. The program is new to the CDFW, and the window of opportunity to apply is limited. The grant application deadline was December 31, 2022, and staff submitted the application on December 29, 2022. Staff is sti11 working through the details and will return with a complete proposal and contract, if awarded funding. The application seeks funding for operations and maintenance of the following six facilities: • Lake Redding Boat Ramp • John Reginato River Access • T�urtle Bay Boat Ramp • Nur Pon Open Space and River Access • Turtle Bay East Open Space and River Access • Kum Bay Xerel Open Space and River Access Environmental Review These are routine maintenance items, and are not considered a project as defined under the California Environmental Quality Act. No further action is required.
