HomeMy WebLinkAboutMinutes - City Council - 09-20-22 - Regular 119 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 September 20, 2022, 6:00 PM The City Council Chambers are fully open to the public in compliance with current guidelines from the California Department of Public Health regarding indoor meetings. The meeting was called to order by Mayor Kristen Schreder with the following Council Members present: Mark Mezzano, Erin Resner, and Julie Winter. Council Member Michael Dacquisto was absent. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Amber DalPoggetto. The Pledge of Allegiance to the Flag was led by Mayor Schreder. The Invocation was provided by Amarjit Singh, The Sikh Centre. PRESENTATIONS 2A. Shasta County Sheriff Michael L. Johnson and Assistant County Executive Officer Eric Magrini provided PowerPoint presentations, incorporated herein by reference, outlining the need for a new jail in Shasta County and describing possible options. The City Council took no formal action on this informational item. PUBLIC COMMENT Alex Bielecki stated his belief that Shasta County and the Shasta County Courthouse are corrupt and asked what agencies he can contact for assistance. John Tosello, Chairperson, Son and Daughters of Italy, shared the success of Paesano Days recently held at South City Park and expressed appreciation that the Park is available to the public. Steven Concepcion thanked Public Works for their quick response to his concerns regarding construction on Bechelli and RABA busses running late. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes: Special Meeting - Closed Session of September 6, 2022. 4(b). Accept City of Redding Accounts Payable Register No. 4; and Payroll Register No. 4. Accounts Payable Register No. 4 for the period of August 13, 2022, through August 31, 2022, for a total of$14,432,963.42 for check numbers 173542 through 173864, inclusive, ACH Transfer numbers 18691 through 18771 inclusive, Wire Transfer numbers 11817 through 11863, inclusive; (2) Payroll Register No. 4 for the period of August 7, 2022 through August 20, 2022, in the amount of$4,042,114.56 for electronic deposit transaction numbers 566127 through 567166, and check numbers 608318 through 608369, inclusive; SUMMARY TOTAL: $18,475,077.98. 4.1(a). Accept the Redding Tourism Marketing Group 2022-23 Annual Report. 4.6(a). Approve the Personal Services Agreement (Agreement) with the Shasta County Probation Department to allocate $68,000 in funding for six months, to the City of Redding, for providing enhanced programs and services at the Martin Luther King, Jr. Center; and authorize the City Manager to sign all documents necessary to execute the Agreement, implement the program, and appropriate funds. 09/20/2022 120 4.8(a). Approve and authorize the following actions for the City of Redding Fire Department: (1) accept Federal Emergency Management Agency's, Assistance to Firefighters Grant funds in the amount of$52,650; and (2) adopt Resolution No. 2022-097, a resolution of the City Council of the City of Redding approving and adopting the 60th Amendment to Budget Resolution No.2021-078 appropriating funds for base station radios for Fiscal Year 2022-23. 4.9(a) Approve the Integrated Public Safety Memorandum of Understanding(MOU)between the City of Redding, the City of Anderson, the County of Shasta, and the Shasta Area Safety Communications Agency (SHASCOM) for a five-year period, effective on the date of the last signatory to the MOU; and authorize the Mayor to execute the MOU on behalf of the City of Redding. 4.9(b). Accept a grant from the California Office of Traffic Safety in the amount of$148,000 to fund overtime,training, and minor equipment to increase traffic safety enforcement for the Redding Police Department; and adopt Resolution No. 2022-098, a resolution of the City Council of the City of Redding approving and adopting the 61st Amendment to City Budget Resolution No. 2021-078 appropriating funds. 4.9(c). Accept the donation and transfer of a Jetcraft river boat from the Shasta County Fire Department to the Redding Police Department for patrols along the Sacramento River within the City of Redding limits. 4.11(a).Accept an update regarding the City of Redding's COVID-19 Economic Stimulus Package projects. 4.11(b).Authorize the following actions relative to Request for Proposals (RFP) No. 5278, to provide engineering and environmental services for the Victor and Cypress Avenues Active Transportation Project: (1)award the Consultant and Professional Services Contract (Contract) to GHD, Inc., in an amount not to exceed $1,707,992.29; (2) authorize the Mayor to execute the Contract with GHD, Inc.; and (3) authorize the City Manager to approve Contract amendments not to exceed $100,000. 4.11(c).Approve the sole source acquisition of Grizzly Crane components from Crane Equipment Manufacturing Corporation(Crane Equipment) in an amount not-to-exceed $97,000 for the City of Redding Solid Waste Utility; and adopt Resolution No. 2022-099, a resolution of the City Council of the City of Redding approving and adopting the 59th Amendment to City Budget Resolution No. 2021-078 appropriating funds for the purchase. 4.11(d).Authorize the following actions relative to Bid Schedule No. 5306, (Job No. 2651) Pedestrian Crossing Enhancement Project: (1) award to Axner Excavating, Inc., in the amount of $927,160; (2) approve $117,324 to cover the cost of administration and inspection fees and $136,000 for project development costs; (3) approve $92,716 to provide construction contingency funding; and (4) find that the project is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301(c) - Existing Facilities. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Resner, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. Finance Officer Greg Robinett provided a PowerPoint presentation and summarized the Report to City Council (staff report) both incorporated herein by reference. On behalf of the Board of Directors of the Redding Colt 45s Baseball Team, Rick Bosetti thanked the City for its donation toward a new scoreboard. He announced that this is the 100th Anniversary of historic Tiger Field and outlined the efforts of the Colt 45s to improve the facility. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Resner, to accept, in concept, the Year End Budget Report for the City of Redding; and adopt Resolution No. 2022-100, a resolution of the City Council of the City of Redding approving and adopting the 62nd Amendment to City Budget Resolution No. 2021- 078 increasing appropriations by $2,409,130 for FY 2021-22 and $7,810,050 for FY 2022-23. Redding Electric Utility's (REU) Fiscal Year (FY) 2021-22 Financial Report, Industry Activities Update, and Power Content Label. REU Finance Manager Joseph Bowers provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. A discussion amongst the Council ensued. City-wide Wildfire Mitigation Program Options. Assistant City Manager DeMaagd summarized the Report to City Council (staff report) incorporated herein by reference. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Mezzano, to authorize the research and development of the City of Redding Wildfire Mitigation Program options to include: vegetation management; Building, Fire, and Subdivision Code changes; calculation of the estimated cost for the various options; and identification of potential program funding. Oral Report - Downtown Redding Block 7 Project (Project). Mark Christ, Housing Associate Project Coordinator, provided a PowerPoint presentation and summarized the Report to City Council (staff report) both incorporated herein by reference, regarding the progress of the Project. The City Council took no formal action on this informational item. 9.6(a). Oral Report - 2022 Community Creek Clean-Up Director of Community Services Kim Niemer provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference, describing the Creek Clean-Up to be held on October 1, 2022 at the Nur Pon Open Space. The City Council took no formal action on this informational item. 9.14(a).Oral Report— Shasta County Superior Court re Redding Rancheria v. City of Redding. City Attorney DeWalt summarized the Report to City Council (staff report) incorporated herein by reference, relative to the ruling made by the Shasta County Superior Court regarding Redding Rancheria v. City of Redding(Shasta County Case No. 195500). A discussion amongst the Council ensued. The City Council took no formal action on this informational item. 9.14(b).Resolution - rescinding two Resolutions adopted in 2020. City Attorney DeWalt summarized the Report to City Council (staff report) incorporated herein for reference. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Mezzano, to adopt Resolution No. 2022-101, a resolution of the City Council of the City of Redding to rescind Resolution Nos. 2020-055 and 2020-057 in compliance with a court order issued on May 17, 2022, in Redding Rancheria v. City of Redding (Shasta County Case No. 195500); and directed the City Attorney to take all necessary actions to report the adoption of the proposed resolution to the Shasta County Superior Court.
