A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING OF THE CONTINUANCE OF ITS CONTRACTUAL ARRANGEMENT
WITH JONES, DAY, REAVIS & POGUE FOR LEGAL REPRESENTATION ON
ELECTRIC UTILITY MATTERS BEFORE THE FEDERAL ENERGY REGULATORY
COMMISSION, AND APPROPRIATING AN ADDITIONAL AMOUNT OF
$30 , 000 . 00 FOR THAT PURPOSE.
On the recommendation of the Electric Department staff , IT ZS
HEREBY RESOLVED by the City Council of the City of Redding that the
City shall continue its contractual arrangement with the law firm
of Jones , Day, Reavis & Pogue , pursuant to the attached letter
dated September 14 , 1990 , for its legal representation on electric
utility matters before the Federal Energy Regulatory Commission ,
and that an additional amount of $30 , 000 . 00 be appropriated for
said services . Funds for this request are included in the 1989
Electric System Project Financing.
I HEREBY CERTIFY that the foregoing Resolution was introduced
and read at a regular meeting of the City Council of the City of
Redding on the 16th day of October , 1990 , and was
duly adopted at said meeting by the following vote:

Re: Authorization for Work on FERC Matters
Dear Rick:
As a result of our work on the "Appeal from Staff Action"
which was filed August 6, 1990 regarding the Spring Creek
Pumped Storage Project, FERC Project No. 8499 , and related
activities, Jones, Day, Reavis & Pogue ( "Jones Day") has nearly
exhausted the amoUnts currently authorized for expenditure on
hydroelectric permitting and licensing matters for the City of
Redding. This letter is to request a renewal of our
authorization. The renewal would cover the completion of our
work on the Spring Creek appeal and permit us to undertake
other work on other Federal Energy Regulatory Commission
("FERC") matters as may be required by the City.
we propose that we continue to provide service to Redding
on the same basis as we have in the past. As you know, it is
our practice to maintain close contact with Redding so that, at
every step, Redding will be fully informed and will have a
complete opportunity to review and approve any and all actions
that we may take on behalf of the City.
As in the past, our statements for services rendered will
be submitted on a monthly basis with a full itemization and
description of all tasks and out-of-pocket expenses incurred on
behalf of the City.
The opportunity to provide legal services to the City is a
source of pleasure, pride, and personal satisfaction. We look
forward to serving you on these continuing matters at the
Federal Enerqy Regulatory Commission.
