HomeMy WebLinkAboutReso No. 1990-465 - Endorsing Proposition 138 • V . • RESOLUTION NO. 9a- gets A RESOLUTION OF THE CITY_COUNCIL OF THE CITY OF REDDING ENDORSING PROPOSITION 138, KNOWN AS THE NEW FORESTRY INITIATIVE. WHEREAS, protection of California's forests is essential to the continued economic and social well-being of Redding and its citizens, and WHEREAS, the New Forestry Initiative--Proposition 138, titled the Global Warming and Clear Cutting Reduction, Wildlife Protection and Reforestation Act of 1990, provides rational preservation of forest, protects wildlife, and provides for urban reforestation, and WHEREAS, Proposition 138 will N Require timber companies to prepare long-term management plans that will protect wildlife and ensure that more trees are planted than cut; I Ban clearcutting of redwoods and other old growth forests; i Permit bio-mass reduction programs to reduce wildfire potential; I Require timber harvesters to reduce clearcutting in all other forests by 50 percent over the next five years; I Expand California's redwood parks by 1600 acres; ▪ And provide $300 million in bonds to plant millions of trees in cities and other areas throughout California to help reduce global warming. And WHEREAS, a competing measure on the November ballot known as the Forests • Forever Initiative--Proposition 130, titled the Forest and Wildlife Protection and Bond Act of 1990, was developed and sponsored by the ultra- radical Earth First! organization, and WHEREAS, Proposition 130 would I Reduce employment in the California timber industry by 75,000 people, including as many as 2000 in Shasta County, ■ Set up a costly bureaucratic system that would cost California taxpayers billions of dollars, a Reduce timber harvesting by 68 percent statewide, resulting in higher consumer prices for new homes, timber, and paper products, S Politicize the timber harvesting approval process by replacing the critical role that licensed professional foresters and biologists perform with Sacramento bureaucrats and political appointees who have little � knowledge of forestry practices; Seriously impede the ability of rural areas to reduce fuel loading as a fire prevention measure; R And give financial incentives for special interest groups to file lawsuits against the state government, resulting in a flood of lawsuits costing taxpayers millions of dollars. V . NOW, THEREFORE: BE IT RESOLVED, The City Council of Redding endorses Proposition 138, known as the New Forestry Initiative, and BE IT FURTHER RESOLVED, The City of Redding opposes Proposition 130, known as the Forests Forever Initiative, and BE IT FURTHER RESOLVED, the citizens of Redding and surrounding area are urged to participate in the Northstate COMMUNITY UNITY JAMBOREE September 30 as a demonstration of support for the wise use and management of our natural resources.
