A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING APPROVING THE FUNDING AGREEMENT
BETWEEN THE CITY OF REDDING AND THE SHASTA-
CASCADE WONDERLAND ASSOCIATION FOR ADVERTISING
PROMOTION FOR TOURIST TRAVEL IN THE REDDING
AREA DURING FISCAL YEAR 1990-91 AND
AUTHORIZING THE CITY MANAGER TO SIGN SAME.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1. The City Council of the City hereby approves the
Funding Agreement between the City of Redding and the Shasta-
Cascade Wonderland Association, Inc. , for advertising promotion for
tourist travel in the Redding area during Fiscal Year 1990-91, a
true copy of which is attached hereto and incorporated herein.
2. That the City Manager of the City of Redding is
hereby authorized and directed to sign said Agreement on behalf of
the City of Redding, following approval by the Shasta-Cascade
Wonderland Association, Inc. , board of directors, and the City
Clerk is hereby authorized and directed to attest the signature of
the City Manager and to impress the official seal of the City of
Redding.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of the
City of Redding on the 4th day of September , 1990 .

PROMOTIONAL FUNDING AGREEMENT
THIS AGREEMENT is made and entered into this day of
September, 1990, by and between the CITY OF REDDING, a Municipal
Corporation and General Law City, hereinafter referred to as
"City," and the SHASTA-CASCADE WONDERLAND ASSOCIATION, INC. , a Non-
profit Corporation duly organized and existing under and by virtue
of the laws of the State of California, hereinafter referred to and
designated "Shasta-Cascade":
WITNESET H:
WHEREAS, the City Council of City is empowered by the
Government Code of the State of California to appropriate and
expend money from City funds for promotion of City; and
WHEREAS, City has no organized means of its own for conducting
the systematic expenditure of such funds so that City may receive
the utmost benefit therefrom;
WHEREAS, .Shasta-Cascade, with its large number of volunteer
members, is dedicated to serving the best interests of the Shasta-
Cascade Wonderland area, which includes City, and is well able to .
do the promotional advertising work for tourist travel, from which
City and its citizens are benefitted; and
WHEREAS, this cooperative effort of Shasta-Cascade, the City
of Redding, and other local agencies will provide a productive and
coordinated program for marketing of regional tourism;
NOW, THEREFORE, IT IS MUTUALLY AGREED by and between the
parties hereto as follows:
1. Shasta-Cascade does hereby agree during the term hereof to
perform the task of advertising promotion as outlined in the
Executive Summary attached hereto and incorporated herein by
reference.
2. The term of this Agreement shall be for the period of one
(1) year commencing July 1, 1990, and ending June 30, 1991.
3. Shasta-Cascade does hereby agree, during the term hereof,
to carry on the work of encouraging tourist travel to and through
City, and shall exhibit manufactured and other products of City
generally for the purpose of advertising City. Shasta-Cascade is

hereby vested with the right and authority and does hereby agree to
perform said work by means of advertising, preparing, and
publishing booklets, folders, pamphlets, circulars, and other
printed matter; furnishing advertising matter and news items to
newspapers, magazines, newsreels, pamphlets, and other
publications; collecting and preparing information pertinent to
tourism in the Redding area; distributing information in such a
manner as will be the most beneficial to city and its tourist
industry; and maintaining a public office fully equipped for the
purpose of. disseminating information and answering correspondence
and inquiries regarding the City-at-large, its tourist industry, .
and other matters of interest.
4. To partially offset Shasta-Cascade's costs of maintaining •
said general information service; organizing material for special
promotions, publications, and public ceremonies; furnishing
advertising matter and news items to the newspapers, magazines,
newsreels, and pamphlets; supplying and distributing information
beneficial to City; and promoting tourism in the Redding area, as
outlined in the Scope of Services and. Budget Summary, City agrees
to pay Shasta-Cascade for the fiscal year 1990-91 the, sum of Forty
Thousand Dollars ( $40,000.00) payable quarterly after each
quarterly financial statement has been submitted to the City's
Director of Finance.
5. Shasta-Cascade will submit a summary statement' of its
income and expenditures in the performance of its contractual
responsibilities herein to the City's Director of Finance PRIOR to
acceptance of this Agreement and at the end of the fiscal year
ending June 30, 1991; agrees to keep a full .and complete account of
' its use of funds received from City; and agrees to make such
account available to City at any and all reasonable times, upon
request.
6. Shasta-Cascade does hereby agree to hold the City of
Redding, its officers, agents, and employees harmless from any and
all actions, causes of action, claims, demands, damages, costs,
loss of services, expenses, and compensation on account of or in
any way arising out of City's expenditures of said funds to Shasta-

Cascade for advertising promotion as outlined above.
7. No member of the City Council or of any board, and no
officer or employee of City shall be or become, directly or
indirectly, financially interested in this contract or the work
provided herein to be performed by Shasta-Cascade.
S. In providing its services, Shasta-Cascade will act as an
independent contractor, and no officer or employee of ' Shasta-
Cascade will be deemed an officer or employee of City for any
purpose.
9. This Agreement is granted upon the express condition that
City shall be free from any and all liability and claims for
damages for personal injury, death, or property damage in any way
connected with Shasta-Cascade's services to be performed hereunder, :
including claims of Shasta-Cascade, its officers, agents,
employees, and members. Shasta-Cascade shall indemnify .and save
harmless City, its officers, agents, and employees from any and all
liability, loss, cost, or obligation on account of or arising out
of any such injury, death, or loss caused by the negligence or
other legal fault of Shasta-Cascade or its officers, . agents,
employees, and members.
10. It is understood and agreed as a condition of this
Agreement that Shasta-Cascade shall, at its own expense and at all
times during the term of this Agreement, obtain from a company
authorized to do business in the State of California and keep in .
full force and effect public liability insurance in the' minimum
amounts of $300,000.00 for injury or death to any person and
$500,000. 00 for injury or death of more than one person in the same
accident, and public liability insurance for property damage in the
minimum amount of $50,000.00; OR, in the alternative, a combined
single-limits policy in an amount of not less than $500,000.00.
Said policy shall name City, its officers, agents, and employees as
additional insured and shall further contain a provision obligating
the insurance carrier to notify City in writing at least ten ( 10)
days prior to any cancellation or reduction of such insurance. A
Certificate of Insurance evidencing such coverage and notice
requirement shall be approved by the Risk Manager of City and filed

with him prior to the commencement of this Agreement.
11. It is further understood and agreed as a condition of this
Agreement that Shasta-Cascade will provide workers' compensation
insurance on its employees and furnish the Risk Manager of City
with a Certificate evidencing such insurance, to be approved by
him, prior to the commencement of this Agreement. Said Certificate
shall contain a provision obligating the insurance carrier to
notify City in writing at least ten ( 10) days prior to any
cancellation or reduction of such insurance.
To obtain an exemption from this requirement should Shasta-
Cascade have no employees, Shasta-Cascade shall provide the Risk
Manager of City with a letter stating that it is not employing any
person or persons in any manner so as to become subject to the
workers' compensation laws of California, provided, however, that
should Shasta-Cascade later become subject to the workers'
compensation provisions of the Labor Code, it will forthwith comply
with the insurance requirements set forth above.
12. In the event Shasta-Cascade violates the provisions of
this Agreement for any reason other than the occurrence of
circumstances over which it can exercise no effective control, and
such violation shall not be cured or remedied within sixty (60)
says after notice thereof by City, in addition to any other
remedies provided for in this Agreement, City shall have the right
to terminate this Agreement by written. notice duly served upon
Shasta-Cascade.
13. It has been determined 'that this matter is not subject to
the provisions of the California Environmental Quality Act.
IN WITNESS WHEREOF, the parties hereto have executed this
Agreement on .the day and year first above written. •

SCOPE OF SERVICES
In 1990-91 , with the City of Redding' s support, the association will
continue to promote outdoor recreation and tourism in the Shasta
Cascade region. We will do this in close cooperation with the Redding
Convention and Visitors Bureau, its director, Mr. John Gorman, and its
consultant on outdoor recreation, Mr. John Reginato, Our service area
is composed of Lassen, Modoc, Shasta, Siskiyou, Tehama, Trinity, and
part of Plumes County. The region contains 16 cities and 26 Chambers
of Commerce.

The following are among the major marketing activities of the
association.
1 . Information dissemination
Interests to whom the association will provide information include
outdoor and travel writers, reporters , elected officials, government
agencies, businesses, resident recreationists and visitors. A wide
variety of media will be employed, including press releases, action
alerts, press packets, newspaper and magazine stories, still
• photography, letters, proposals, newsletters and directories.
We also plan to disseminate information on the region at major events
in Redding such as the Air Show and Jazz Festival . The association
will also co-sponsor the 3rd Annual Regional Tourism Conference .
2. Brochures
The association will continue to collect and distribute brochures
from hundreds of tourist attractions in the region, including our own
Shasta Cascade regional brochure. In addition, we plan to produce a
new brochure for the purpose of membership solicitation and a series of
brochures on theme tours such as museums, golfing, and waterfalls.
3 . Posters
The association will begin production of a travel poster series on
attractions like the Sacramento River, Shasta Lake , Lassen Park, Burney
Falls and Castle Crags.
4 . Print Advertising
We will participate in a joint advertising campaign with the
Redding Convention and Visitors Bureau. Ads will be placed in such
publications as the Shasta Lake map and elsewhere as seems appropriate.
5 . Trade Shows
The association will place visitor information booths in at least 6
sport, boat, and recreation shows, including outdoor recreation shows
in San Francisco, San Mateo, Sacramento, Reno, Redding, and Anderson.
These will be run with help from our area Chambers of Commerce,
Convention and Visitors Bureaus, and resort owners.

6. Development Projects
We will take a leading role in the development of:
a. Tours of Shasta Dam
b. A visitors information center at the I-5 Corning Rest Stop
c. The new visitors center at Lassen Volcanic National Park
d. A regional conference center at Lake Siskiyou
7 . Familiarization Tours
The association will sponsor or co-sponsor with the Redding CVB
tours and outings for outdoor and travel writers. These will include
the annual Red Bluff Outdoor Writers Tour ( in August ) and the 37th
Annual Sportman's Award Weekend ( to be held in Redding in May) .
8. Lobbying Activities
We will represent the interests of local and regional tourism to
local , state, and federal agencies and elected officials. The
association will serve as advocate for the needs of our multi-million
dollar hunting, fishing, whitewater rafting, lake resort, and other
outdoor recreation-oriented industries.
9. Membership Campaign
The association will conduct a campaign designed to dramatically
increase membership in the organization and dues collected.
Prospective businesses will be solicited using the following new
publications:
a. A specially designed 4-color brochure
b. Si-monthly outdoor recreation newsletter
c. Annual membership directory
d. Annual outdoor recreation directory
These publications will also be used as tourism marketing pieces.
10 . State Office of Tourism Liaison
The Association will serve as liaison with the State of California
Department of Commerce for the region.

Following are the quantitative goals and objectives which performance
of this scope of work is intended to achieve.
'1 . Produce 52 fishing reports on the Upper and Lower Sacramento,
Trinity, Klamath, and Fall rivers ; Hat Creek; and Shasta, Whiskeytown,
Trinty, Lewiston, Eagle, Almanor, and Ruth lakes. These will be
disseminated through the California media by FAX, modem, and other
means.
2. Answer at least 2 ,500 information requests by mail ; 2 , 500 in
person; and 2 , 500 by telephone.

3 . Publish a bi-monthly membership newsletter starting in October,
1990.
4 . Initiate or participate in 100 outdoor recreation stories appearing
in the print or broadcast media.
5 . Initiate or participate in at least 25 travel stories appearing in
the print or boradcast media.
6. Disseminate at least 20 press releases on regional tourism and
outdoor recreational attractions or issues.
7 . Get quoted as a news source in at least 100 news stories in the •
California media.
S. Attend at least 6 trade shows and 2 major events and hand out at
least 20,000 brochures to prospective visitors to the region.
9. Add at least 1 ,000 new color transparencies of regional tourist
attractions to the association's inventory.
10. Re-open Shasta Dam tours to the public on a regular basis , working
with Shasta County, Redding CVB, Shasta Dam PUD, and the U.S. Bureau of
Reclamation.
11 . Conduct at least five familiarization tours for visiting writers.
12 . At least double association membership from 100 to 200.
13 . The association' s general manager, along the director of Redding' s
Convention and Visitors Bureau, is the liaison to the tourism and
recreation industry and will make 10 presentations to regional service
clubs and business organizations on economic development activities.

Salaries and fringe benefits will include, but not be limited to,

Indirect overhead includes office overhead expenses for maintenance,

repairs, rent , utilities , telephone , supplies, dues, subscriptions,
accounting , legal , insurance, and promotion expenses. .
