RESOLUTION NO. 90- 10-537-5
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AN AMENDMENT TO THE AFFIRMATIVE ACTION POLICY
OF THE CITY OF REDDING HERETOFORE APPROVED AND ADOPTED
BY RESOLUTIONS 74-178 AND 77-61.
WHEREAS, the City of Redding, by Resolutions numbered 74-178
and 77-61 , approved and adopted an Affirmative Action Policy and
Plan in relation to non-discrimination in connection with every
aspect of the Community Development Plan and the Housing
Assistance Plan established for the City of Redding; and
WHEREAS, Council has reviewed the Utilization Analysis and
the Report on City of Redding Utilization Analysis Action-
Oriented Programs, true copies of which are attached hereto and
incorporated herein by reference, and desires to include said
Analysis and Report in the City' s Affirmative Action Policy and
Plan;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Redding as follows:
1 . That the foregoing recitals are true and correct.
2. That the attached Utilization Analysis and Report on
City of Redding Utilization Analysis Action-Oriented
Programs be and hereby are incorporated into the City' s .J

I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 20th day of November , 1990 , and was
duly adopted at said meeting by the following vote:

REPORT ON CITY OF REDDING UTILIZATION ANALYSIS
ACTION-ORIENTED PROGRAMS
PROBLEM IDENTIFICATION: It was determined that the underutilization of
females in the Service/Maintenance ( 22) and skilled craft ( 2) job catego-
ries may be attributed to the lack of female candidates applying for
these positions. Minimum qualifications and education are not a barri-
er. The type of work performed and hours of work may be a significant
factor in why females do not apply.
RECOMMENDED ACTION: The City Personnel Department will more active-
ly pursue female candidates for these positions and advertise specif-
ically for females and minorities to apply. In addition, promote
and provide on-the-job training in some Service/Maintenance classifi-
cations where training is feasible, i.e. cost and availability of
such training.
PROBLEM IDENTIFICATION: It was determined that underutilization of His-
panics for the Professional ( 2) and Office/Clerical ( 2) job categories
may be attributed to the relatively small Hispanic population in Shasta
County who meet minimum qualifications.
RECOMMENDED ACTION: The City Personnel Department will more active-
ly pursue Hispanic candidates in these areas by increasing the
amount of advertising in Hispanic publications. In addition, pro-
mote and provide on-the-job training for some classifications where
training is feasible, i.e. cost and availability of such training.
PROBLEM IDENTIFICATION: It was determined that underutilization of Ameri-
can Indians/Native Alaskans in the Office/Clerical ( 1) job category may
be attributed to the relatively small American Indian/Native Alaskan
population in Shasta County.
RECOMMENDED ACTION: The City Personnel Department will more active-
ly pursue American/Indian/Native Alaskan candidates in this area by
increasing the amount of minority advertisements. In addition, pro-
mote and provide on-the-job training for some classifications where
training is feasible, i.e. cost and availability of such training.
In addition, the City Personnel Department will educate department manag-
ers and supervisors on the City' s commitment to an active
Nondiscrimination Program and that each member of this City understand
the importance of the program and his or her individual responsibility to
contribute toward its maximum fulfillment.
