HomeMy WebLinkAboutMinutes - City Council - 08-16-22 - Regular103 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 August 16, 2022, 6:00 PM The City Council Chambers are fully open to the public in compliance with current guidelines from the California Department of Public Health regarding indoor meetings. The meeting was called to order by Mayor Kristen Schreder with the following Council Members present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, Assistant City Manager Steve Bade, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich. The Pledge of Allegiance to the Flag was led by Mayor Schreder. The Invocation was provided by Lynda Manoli, Redding Police and Fire Departments' Chaplain. PUBLIC COMMENT Jackie Jarrell, Shannon Eiffert, Dillian House, Tessica Rozell, and T.D. Ferguson spoke regarding dislodgment of the homeless by the Redding Police Department, Alex Bielecki spoke regarding corruption. Dale expressed appreciation to the City for trash and debris removal at the Nur Pon Open Space. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(b). Accept City of Redding Accounts Payable Register No. 2; and Payroll Register No. 2. Accounts Payable Register No. 2 for the period of July 16, 2022, through July 29, 2022, for a total of $39,207,498.08 for check numbers 172913 through 172993, inclusive, ACH Transfer numbers 18559 through 18640 inclusive, Wire Transfer numbers 11650 through 11726, inclusive; and (2) Payroll Register No. 2 for the period of July 10, 2022 through July 23, 2022, in the amount of $4,077,459.84 for electronic deposit transaction numbers 563970 through 565049, and check numbers 608201 through 608297, inclusive; SUMMARY TOTAL: $43,284,957.92. 4(d). Accept City of Redding Proof of Cash reconciliation and ACRI 33 report for the month of June 2022. 4.2(a). Authorize and approve the following actions: (1) authorize the Mayor to send Letters of Support to the California Department of Housing and Community Development for the Redding Placer Family Apartments, located at 3350 Placer Street, and the Canby Road Apartments, located at 930 Canby Road; and (2) find that the Letters of Support are not defined as a project under the California Environmental Quality Act Section 21065 and therefore not subject to environmental review. 4.2(b). Adopt Resolution No. 2022-088, a resolution of the City Council of the City of Redding, approving the Housing Division's submittal of a California Department of Housing and Community Development's Emergency Solutions Grant Program application in the amount of $200,000; and authorize the City Manager to execute any documents necessary to complete the application and appropriate funds upon grant approval. 08/16/2022 104 4.5(a). Authorize the following relative to Bid Schedule No. 5309, 200Amp and 600Amp Elbows and Assemblies for the Redding Electric Utility: (1) award Bid Group I (200Amp Elbows and Assemblies), and Bid Group III (Mounting Bracket and Parking Stands), to Anixter, Inc., for an annual evaluated cost of $105,010.63; (2) award Bid Group 11(600Amp Elbows and Assemblies) to OneSource Supply Solutions for an annual evaluated cost of $186,920.88; (3) authorize the Purchasing Officer to extend the bid award annually with Anixter, Inc., and OneSouree Supply Solutions through June 30, 2025, if mutually agreeable, with all terms and conditions remaining the same and price adjustments in direct proportion to a Producer Price Index; and (4) authorize the City Manager to approve changes to future pricing terms and policies as needed due to inflation and unstable economic conditions. 4.9(a). Adopt Resolution No. 2022-089, a resolution of the City Council of the City of Redding, supporting crime- and drug -prevention efforts in Redding, and proclaiming Tuesday, October 4, 2022, as National Night Out in the City of Redding. 4.11(a).Adopt the Mitigated Negative Declaration and the Mitigation Monitoring and Environmental Commitment Program; and approve the Sacramento River Trail Repairs Project as described, thereby satisfying the requirements of the California Environmental Quality Act Guidelines § 15074. 4.11(c).Authorize the Mayor to approve the final map for Sacramento Drive Subdivision (S-2018- 00430); and direct the City Clerk to file the map with the Shasta County Recorder. 4.11(d).Authorize the following actions relative to Bid Schedule No. 5276 (Job No. 9942) Benton Airpark Runway and Taxiway Connector Pavement Preservation and Magnetic Variations Updates Project (Project): (1) award to VSS International, Inc. in the amount of $378,120; (2) approve an additional $81,540 to cover the cost of administration and inspection fees; and $71,000 for project development costs; (3) approve $38,000 to provide construction contingency funding, (4) based on the facts in the record, make the finding that the Project is categorically exempt from review under the California Environmental Quality Act, per Section 15301 - Existing Facilities; and (5) find that the action is categorically excluded from review under the National Environ nental Policy Act pursuant to FAA Order 1050.11'. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Mezzano, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended, except as otherwise noted. Personnel Policy - hybrid remote work assignments. Assistant City Manager DeMaagd summarized the Report to City Council (staff report), incorporated herein by reference. Marjy Cantrel requested information regarding various aspects of the policy. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Resner, to authorize development of a new City of Redding Personnel Policy (Hybrid Remote Work Policy and Program) focused on allowing hybrid remote work for select assignments, to be implemented for a trial period of 12 -months. The Vote: AYES: Council Members — Mezzano, Resner, Winter, and Schreder NOES: Council Members — Dacquisto ABSTAIN: Council Members — None ABSENT: Council Members — None 9.6(b). Report - Art in Public Places Committee. Community Development Services Director Kim Niemer provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference, regarding the re-formation of the Art in Public Places Committee under the direction of the Community Services Department. The City Council took no formal action on this informational item. 9.11 (b).Ordinance - Redding Municipal Code Chapter 11. 12, (Speed Limits) Public Works Director Chuck Aukland summarized the Report to City Council (staff report), incorporated herein by reference. * discussion amongst the Council ensued. * MOTION WAS MADE by Council Member Resner, seconded by Council Member Mezzano, to approve and authorize the following actions: (1) offer Ordinance No. 2653, an ordinance of the City Council of the City of Redding, amending Redding Municipal Code (RMC) Title I1 (Vehicles and Traffic), Chapter 11.12 (Speed Limits) by amending Section 11. 12.0 10 (Established on Certain Streets) for first reading by title only and waive the full reading; (2) direct the City Attorney to prepare a summary ordinance, if needed, and authorize the City Clerk to publish the summary ordinance according to law; and (3) find that the action is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15061(b)(3) — Common Sense Exemption. The Vote: AYES: Council Members — Dacquisto, Mezzano, Resner, Winter, and Schreder NOES: Council Members — None ABSTAIN: Council Members — None ABSENT: Council Members — None City Attorney DeWalt read Ordinance No. 2653 by title only and it is on file in the Office of the City Clerk. 08/16/2022 106 9.14(a),Interim Urgency Ordinance - moratorium on new short-term vacation rentals. City Attorney DeWalt summarized the Report to City Council (staff report), incorporated herein by reference and advised that, in accordance with Government Code, an urgency ordinance requires a four-fifths affirmative vote of the City Council. James Crockett and Brandy Savory spoke in opposition to the moratorium. Gidget Sousa, Terry Jepsen, and Shelly Shively support the moratorium. Christie Meradith proposed that current regulations for vacation rentals be more consistently enforced. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Mezzano, to adopt, by a four-fifths affirmative vote of the City Council, an uncodified Interim Urgency Ordinance, of the City Council of the City of Redding, to place a moratorium on the submission and receipt of applications for vacation rentals, as defined in Redding Municipal Code Section 18.43.180; and find that adoption of the Interim Urgency Ordinance is categorically exempt under Section 15601(b)(3) of Title 14 of the California Code of Regulations from environmental review because there is no possibility that adoption of the Ordinance will cause a significant impact on the environment. The Vote: AYES: Council Members — Dacquisto, Mezzano, and Winter NOES: Council Members — Resner and Sehreder ABSTAIN: Council Members — None ABSENT: Council Members — None Due to the lack of a four --fifths affirmative vote by the City Council, this item failed. In response to Council Member inquiries, City Manager Tippin acknowledged that this issue is a high priority for the Council and that staff will endeavor to return to the Council in the near future with recommendations for changes to the current short-term rental ordinance. SUGGESTIONS FROM COUNCIL MEMBERS RELATIVE TO POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Council Member Dacquisto's suggestion, a consensus of the Council directed staff to invite Shasta County Sheriff Michael Johnson and Assistant County Executive Officer Eric Magrini to present an overview of the new proposed jail at a future Council meeting.
