The City Council Chambers are fully open to the public in compliance with current guidelines
from the California Department of Public Health regarding indoor meetings.
The meeting was called to order by Mayor Kristen Schreder with the following Council Members
present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, Assistant
City Manager Steve Bade, City Attorney Barry DeWaft, City Clerk Pamela Mize, and Executive
Assistant Luisa Klapperich.
The Pledge of Allegiance to the Flag was led by Mayor Schreder.
The Invocation was provided by Reverend Ken Ficklin, Redding Unity Church.
PRESENTATIONS
2A. Todd Jones, President of the Economic Development Corporation of Shasta County,
presented a PowerPoint presentation, incorporated herein by reference, providing an update
on current activities.
The City Council took no formal action on this informational item.
PUBLIC COMMENT
David Ledger, Shasta Environmental Alliance, MaryAnn McCrary, and Jim Nelson urged the
Council to develop an enforceable tree ordinance.
Dale spoke about the homeless community in the Nor Pon Open Space.
Robert opined that the City Manager and City Attorney should face consequences due to the
Redding Rancheria vs. City of Redding court case.
Alex Bielecki expressed his concerns about the U.S. border control.
Steven King commented on housing affordability in Redding.

4(e). Adopt Ordinance No. 2649, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code (RMC) Title 18 (Zoning), Chapter 18.17 (Temporary
Use Permits), by amending Section 18.17.020 (Temporary uses exempt from permits)
relating to amendment of distance requirements between emergency housing sites and
other public facilities; and RMC Chapter 18.31 (Residential Districts: "RE" Residential
Estate, "RS" Residential Single Family, and "RM" Residential Multiple Family) by
amending Section 18.31.030 (Site development regulation and performance standards),
relating to paved driveways on single-family lots.

4(f). Adopt Ordinance No. 2650, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 14 (Utilities), Chapter 14.16 (Sewers) by
amending Section 14.16.495 (Local Discharge Limits for Permitted Industrial Users); and
find that the action is exempt from environmental review under the California
Environmental Quality Act pursuant to Title 14 of the California Code of Regulations
(CCR) 15601(b)(3) (Common Sense Exemption).
4(g). Adopt Ordinance No. 2651, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 11 (Vehicles and Traffic), Section 11.04
(Definitions), 11.24 (Stopping, Standing and Parking), 11.28 (Parking Meters), addressing
parking, meters, and the use of City of Redding streets in the City of Redding; and find that
the adoption of this ordinance is not a project within the meaning of the California
Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines sections 15060(c)(2)
because the adoption of the ordinance will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15061(b)(3) (there is no possibility the
activity in question may have a significant effect on the environment), the adoption of this
ordinance is therefore not subject to the provisions requiring environmental review.
4.1(a). Adopt Resolution No. 2022-065, a resolution of the City Council of the City of Redding,
approving and adopting the 48th Amendment to City Budget Resolution No. 2021-078
appropriating $0 to reallocate $73,280 to the Youth Programming category of the American
Rescue Plan Act (ARPA) funding from the ARPA Utility Assistance Program.

4.2(a). Adopt Resolution No. 2022-066, a resolution of the City Council of the City of Redding,
approving and adopting the 50th Amendment to City Budget Resolution No. 2021-78
appropriating $1,989,650 of Infill Infrastructure Grant Program funds to the Lowden Lane
Senior Apartments Project.
4.2(b). Adopt Resolution No. 2022-067, a resolution of the City Council of the City of Redding,
approving and adopting the 46th Amendment to City Budget Resolution No. 2021-078
appropriating $2,326,400 of Infill Infrastructure Grant Program funds to the Center of
Hope Phase I Project.
4.2(d). Authorize and approve the following actions regarding purchase of real property located at
1297 Riviera Drive (Assessor's Parcel No. 108-250-071-000) (Property), for the City of
Redding Housing Division to facilitate development of a new single-family home that
would be made available to an income -eligible, first-time homebuyer: (1) approve the
California Land Purchase and Sale Contract (Agreement) with Sonja McKinney for
purchase of the Property in the amount of $55,000, and an additional $5,000 for any
associated escrow and title fees; (2) authorize the City Manager to execute the Agreement
and any other documents necessary to complete the transaction; and (3) based on the facts
in the record, make the finding that the purchase is categorically exempt under California
Environmental Quality Act Guideline Section 15194, Affordable Housing Exemption and
categorically excluded, subject to Title 24 of the Code of Federal Regulations Section
58.35(a) under the National Environmental Policy Act.

4.2(e). Authorize the following relative to Redding Area Bus Authority (RAGA) -awned property
located at 3211 Mark Street (Assessor's Parcel No. 108-360-026) (Property): (1) approve
a Property Lease (Lease) with RABA for the subject Property for a period of 24 -months;
(2) authorize the Mayor to execute the Lease; (3) based on the facts in the record, make the
finding that the action is categorically exempt from review under the California
Environmental Quality Act Guidelines, pursuant to Section 15301 (Existing Facilities) and
Section 15304 (Minor Alterations to Land); and (4) find that the action is categorically
excluded from review under the National Environmental Policy Act, subject to Title 23 of
the Code of Federal Regulations Section 771.117(c): activity (1) activities which do not
involve or lead directly to construction.

4.2(f). Approve and authorize the following actions related to the Supercharger Agreement
(Agreement) for a portion of City of Redding -owned property located at 704 Auditorium
Drive (Assessor's Parcel No. 102-020-015) (Property): (1) approve the Agreement with
Testa for a portion of the subject Property that includes eight parking spaces equipped with
electric vehicle supercharger stations, plus approximately 500 square -feet of space for
disability access and equipment (the premises) for a period of five years; (2) authorize the
City Manager to negotiate and prepare additional electric vehicle (EV) agreements that
have similar terms and conditions; (3) authorize the Mayor to execute the Agreement and
any future negotiated EV agreements; and (4) based on the facts in the record, make the
finding that the subject permit is categorically exempt under California Environmental
Quality Act Guideline Section 15301 (a), (c) and (d) (Existing Facilities).
4.3(a). Approve and authorize the following actions for the City of Redding (City) Information
Technology Department: (1) authorize purchase of computer hardware and/or software
products on behalf of City departments, as deemed necessary, through the proper
purchasing procedures, for routine expenditures not to exceed the requesting department's
fiscal year budgeted amount for said equipment as modified through authorized
procedures. This action could potentially cause the cumulative spending limits allowed
pursuant to Redding Municipal Code Section 4.20.120.H.3 (Contract Procedures), to be
exceeded; and (2) approve and ratify purchases made for the following City Departments
approved by the City Manager: a. Public Works/Wastewater — workstation, storage array
and controller - $29,963.10; b. Public Works/Redding Municipal Utilities/Solid Waste —
laptop and monitors - $6,878.22; and c. Redding Police Department/Redding Electric
Utility - desktop equipment - $3,103.74
4.3(b). Authorize and approve the following actions related to the City-wide Radio Project: (1)
approve the Third Amendment to the Consulting Agreement (C-7568) with DeltaWRX,
Inc., to extend the term to December 31, 2022, for continued radio consulting services to
provide technical expertise on the design, function, testing acceptance, and other aspects
of implementing the replacement of the current 800 MHz radio system; and (2) authorize
the City Manager to execute the agreement.
4.5(a). Authorize the sole -source procurement of primary concrete vaults and lids from Cook
Concrete Products, Inc. in an amount not to exceed $350,000 per year for fiscal years
ending 2023 and 2024.
4.6(b). Adopt Resolution No. 2022-068, a resolution of the City Council of the City of Redding,
declaring July 2022 as Parks and Recreation Month in the City of Redding.
4.9(a). Approve the Integrated Public Safety Memorandum of Understanding (MOU) between the
City of Redding, the City of Anderson, the County of Shasta, and SHASCOM for a five-
year period, effective on the date of the last signatory to the MOU; and authorize the Mayor
to execute the MOU on behalf of the City of Redding.
4.11 (a).Accept Bid Schedule No. 5189 (Job No. 2402), Locust Street Lift Station and Force Main,
awarded to RTA Construction, Inc., as satisfactorily complete, with a final cost of
$1,301,569.97.

4.11(b).Authorize the following actions relative to Bid Schedule No. 5305 (Job No. 9248-57), City
Hall Exterior Painting Project: (1) award to Jeff Painting, in the amount of $177,000; (2)
approve an additional $75,000 to cover the cost of administration and inspection fees; (3)
approve $35,000 to provide construction contingency funding; (4) approve $28,000 for
project development including environmental and permits; (5) authorize the City Manager
to approve additional increases in either the construction management or construction
contingency amounts up to a total of $25,000; and (6) find that the project is categorically
exempt from review under the California Environmental Quality Act Guidelines, per
Section 15301(a) —Existing Facilities.
4.1 l (c).Authorize the following actions relative to Bid Schedule No. 5290 (Job No. 2606) Bechelli
Lane Improvements Active Transportation Project: (1) award to Tullis, Inc. in the amount
of $9,463,617.46-,(2) approve an additional $745,000 to cover the cost of administration
and inspection fees and $1,095,000 for project development costs; (3) approve $950,000
to provide construction contingency funding; (4) authorize the City Manager to approve
additional increases in either the construction management or construction contingency
amounts up to a total of $75,000; and (5) find that the project is categorically exempt from
review under the California Environmental Quality Act Guidelines, per Section 15301(c)
- Existing Facilities.
4.11(d).Approve and ratify an increase to the project construction contingency budget for the
completion of Bid Schedule No. 5227, Hilltop Sewer Improvements Project in the amount
of $35,000 from City of Redding Wastewater Utility funds.
4.1 l (e).Authorize the following actions relative to Bid Schedule No. 5283 (Job No. 2617), Eureka
Way 1 Buenaventura Boulevard Signal Project: (1) award to Crosspoint General
Engineering in the amount of $193,872.36; (2) approve an additional $64,000 to cover the
cost of administration and inspection fees, (3) approve $20,000 to provide construction
contingency funding; (4) approve $43,000 for project development including
environmental and permits; (5) authorize the City Manager to approve additional increases
in either the construction management or construction contingency amounts up to a total
of $15,000; and (6) find that the project is categorically exempt from review under the
California Environmental Quality Act Guidelines, per Section 15301(c) — Existing
Facilities.
4.1 l(f).Adopt Resolution of Intention No. 2022-069, a resolution of the City Council of the City
of Redding, to form Landscape Maintenance District (LMD) 01-22 (Luke Estates) and
approve the following: (1) Engineer's Report as filed with the City Clerk; (2) confirmation
of the map of the assessment district contained in the Engineer's Report; (3) mailing of
notices and ballots, and (4) setting the Public Hearing and Election for September 6, 2022,
at 6:00 p.m., in the City Council Chambers located at 777 Cypress Avenue, Redding,
California, regarding the formation of LMD 01-22 (Luke Estates) pursuant to the
Landscape and Lighting Act of 1972 and Government Code 53753(b).
4.11(g).Authorize the following actions regarding Federal Safe Routes to School (SRTS) funding:
(1) accept additional grant funds awarded to the City of Redding for the
Bidwell(Bonnyview Safe Routes to School project; and (2) adopt Resolution No. 2022-
070, a resolution of the City Council of the City of Redding, approving and adopting the
49th Amendment to City Budget Resolution No. 2021-078 appropriating $79,450 for the
BidwelllBonnyview SRTS Project.
4.11(h).Approve and authorize the following regarding use of the Redding Area Bus Authority
(RABA) Downtown Parking Lot, located at 1346 California Street, 1376 California Street,
and 1595 Shasta Street: (1) approve the Parking Facility Lease (Lease) with RABA for a
two-year term with annual renewals, in the amount of one dollar ($1.00) per month; (2) if
the City of Redding, as the Lessee, installs equipment and operates a paid parking system
on the RABA Downtown Parking Lot, the monthly lease payment will then be in the
amount of $35 per stall per month, to be review=ed annually by both the City Manager and
RABA's Executive Officer to ensure that each party is fairly compensated and an undue
financial burden is not placed on either party; and (3) find that the project is categorically
exempt from review under the California Environmental Quality Act, per Section 15301 —
Existing Facilities.

4.1 l(i).Authorize the City Manager to appropriate necessary City of Redding Wastewater Utility
(Utility) funds; waive competitive bidding requirements to procure consultant services,
materials, equipment, and/or chemicals for the installation of wastewater treatment
processes due to the Force Majeure declaration of the Utility's sulfur dioxide supplier for
the Clear Creek and Stillwater Wastewater Treatment Plants; and find that the action is
categorically exempt under California Environmental Quality Act Guideline Section
15061(b)(3) and 15301, Class I Existing Facilities.
4.15(c).Adopt Resolution No. 2022-071, a resolution of the City Council of the City of Redding,
adjusting the Redding Police Officer's Association Schedule of Classifications and Hourly
Wage Rates for the newly created classification titled Park Ranger, effective July 24, 2022.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Resner, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, approved, and/or authorized as recommended, except as otherwise noted.

Resner, to adopt Resolution No. 2022-072, a resolution of the City Council of the City of
Redding, relative to Sanitary Sewer Maintenance Districts (S SMD) 01-07 Hope Lane and
01-19 Seven Bridges, authorizing the following: (1) confirming the map of the assessment
district as contained in the Engineer's Reports for SSMD 01-07 and S SMD 01-19; and (2)
approving and confirming the annual assessments and ordering the levy amounts shown
for Fiscal Year 2022-23 pursuant to the Improvement Act of 1911, Chapter 26,
Maintenance Districts, Streets and Highways Code Section 5820, et seq.

9.3(c). This item regarding a presentation of the City= of Redding`s evacuation zone reap, was
removed from the agenda at the request of the City of Redding GIS Manager.
9.4(a). Report - Short-term rental regulations in the City of Redding.
Planning Manager Lily Toy provided a PowerPoint presentation and summarized the
Report to City Council (staff report), both incorporated herein by reference.
Carl Bott, Jim Wilson, and Susan Murray suggested significant changes be made to the
current short-term rental regulations.
Deborah Wallace, local short-term rental owner, empathized with previous speakers
regarding the problems they have faced and relayed her appreciation for the ability to open
her home to visitors.
A discussion amongst the Council ensued.
The Council accepted the report and directed staff to return at a future meeting with
additional information and options regarding short-term rental regulations.

9.14(a).Report - City of Redding Code Enforcement Division.
City Attorney DeWalt provided a PowerPoint presentation and summarized the Report to

The Council accepted the report regarding the status of the City of Redding Code
Enforcement Division and took no formal action on this informational item.
9.15(a).Uncodified Ordinance No. 2652 — Contract amendment between City of Redding and the
California Public Employees' Retirement System (CalPERS).

Public Employees' Retirement Law (Employees Sharing Additions Cost) for

Units; and (2) Resolution No. 2022-076, a resolution of the City Council of the City of
Redding, approving the successor MOU between the City of Redding and Redding Peace
Officers Association - Miscellaneous.

SUGGESTIONS FROM COUNCIL MEMBERS RELATIVE TO POTENTIAL TOPICS FOR
FUTURE CITY COUNCIL MEETINGS
At Council Member Resner's suggestion, a consensus of the Council agreed that, upon the judge's
ruling/conclusion of the lawsuit between the Redding Rancheria and the City of Redding, staff is
directed to organize a workshop style meeting which will provide an opportunity for the City
Council, staff, and citizens to participate in an open discussion regarding procedural errors that
occurred and available remedies.
At Council Member Winter's suggestion, a consensus of the Council directed staff to return to the
City Council at a future Council meeting with a presentation regarding the availability of baseball
fields within the City, if the need is currently being met, and partnerships between the City and
local leagues.
At Council Member Winter's suggestion, a consensus of the Council directed staff to return to the
City Council at a future Council meeting with a presentation regarding what efforts have been
made in the last five years and what is planned for the future to address the homeless/unsheltered
within the community. Following the presentation, the Council could provide staff with direction
regarding possible workshops on the topic.
