The City Council Chambers are fully open to the public in compliance with current guidelines
from the California Department of Public Health regarding indoor meetings.
The meeting was called to order by Mayor Kristen Schreder with the following Council
Members present: Michael Dacquisto and Mark Mezzano. Council Members Erin Resner and
Julie Winter were absent.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperieh.
The Pledge of Allegiance to the Flag was led by Mayor Schreder.
The Invocation was provided by Lori Moretti, Redding Police and Fire Departments' Chaplain.
PRESENTATIONS
2A. Mayor's Proclamation presented to Joanne McCarley, Founder and Executive Director of
Compass ShiningCare, Inc., declaring June 3-11, 2022, as Purple City Week; and June
2022 as Elder Abuse Awareness Month in the City of Redding, to bring awareness to
elders who suffer from at -risk conditions, such as dementia.
The City Council took no formal action on this informational item
PUBLIC COMMENT
Lori B. and Richard Guardo spoke regarding land sales.
Steven commented regarding the ballot measure to move the City Clerk and City Treasurer from
elected to appointed positions.
Nick Gardner requested a clean-up of dead limbs and grasses to inhibit fire danger.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Report
to City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes: Regular Meeting of April 19, 2022; Special Meeting — Closed Session
of May 3, 2022; Regular Meeting of May 3, 2022; and Special Meeting — Closed Session
of May 17, 2022.
4(b). Accept City of Redding Accounts Payable Register No. 21; and Payroll Register No. 23.
Accounts Payable Register No. 21 for the period of April 30, 2022, through May 13,
2022, for a total of $7,323,768.36 for check numbers 170990 through 171302, inclusive,
ACH Transfer numbers 18301 through 18346 inclusive, Wire Transfer numbers 11409
through 11429, inclusive; and (2) Payroll Register No. 23 for the period of May 1, 2022
through May 14, 2022, in the amount of $3,753,467.78 for electronic deposit transaction
numbers 558811 through 559803, and check numbers 608037 through 608080, inclusive;
SUMMARY TOTAL: $11,077,236.14.
4(c). Accept the City of Redding Treasurer's Report for the month of April 2022.
4(d). Accept City of Redding Proof of Cash reconciliation and ACR133 report for the month of
April 2022.

4(e). Adopt Ordinance No. 2648, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 9 (Health and Safety) to repeal and reenact
Chapter 9.28 (Solid Waste and Recycling).
4.2(a). Authorize and approve the following: (1) approve the Special Project Fund Agreement
with Community Foundation of the North State for administration of the City of Redding
Nonprofit American Rescue Plan Act grant program; (2) authorize payment of $50,000
for administrative services related to the program; and (3) authorize the City Manager, or
designee, to negotiate and sign any agreements necessary to fully execute the program.
42(b). Approve and authorize the following: (1) authorize the Mayor to execute the Park
Dedication and Easement Agreement with the Shasta -Tehama -Trinity Joint Community
College District related to a portion of property located at 1400 Market Street further
described and shown on Exhibit A and Exhibit B (the Property and Easement); (2) based
on the facts in the record, make the finding that the acceptance of the Property,
establishment of an Easement, and the potential development of a park are categorically
exempt under California Environmental Quality Act Guideline Section 15061(b)(3) and
15304, Class 4 Minor Alterations to Land; and (3) authorize the City Manager to execute
any other documents to complete the Property transaction.
4.5(a). Authorize the following actions related to repairs at the Redding Power Plant: (1) ratify
approval of the change order agreements that were needed for Allied Power Group to
complete the sole -source repair of Generating Unit I's compressor 9th stage hook fit in
the amount of $116,000 (includes contingency amount of $6,000); and (2) authorize the
City Manager, or designee, to sign any documentation or change orders necessary to
finalize the project.
4.6(a). Approve and authorize the following regarding the Lease Agreement with the Shasta
County Chemical People, Inc. (C-7293), for property located at 2280 Benton Drive,
Building A, in the Diestelhorst Landing Nonprofit Office Park: (1) approve the First
Amendment (Amendment) to the Diestelhorst Landing Office Park Land and Building
Lease Agreement (C-7293) to extend the term for five years to July 31, 2027; (2) adjust
the monthly rental rate to $1,439, effective August 1, 2022, with annual adjustments on
January 1st based on actual maintenance expenses for the prior fiscal year, and every
three years for long-term maintenance expenses to include adjustments by the national
Consumer Price Index for the previous three-year period; and (3) find that the approval of
the Amendment is exempt under the California Environmental Quality Act pursuant to 14
CCR 15061 (Common Sense Exemption) because it can be seen with certainty that
extension of the lease will not affect a physical change on the environment.
4.6(b). Authorize the following related to Landscape Maintenance Districts (LMDs): (1) adopt
Resolution No. 2022-047, a resolution of the City Council of the City of Redding,
relative to LMDs A, B, and C authorizing the following: (a) approving the Engineer's
Report for Fiscal Year 2022-23 for the LMDs as filed with the City Clerk; (b) setting a
Public Hearing for 6:00 p.m., on July 19, 2022, in the City Council Chambers, 777
Cypress Avenue, Redding, California, regarding the LMDs, (c) declaring the City
Council's intention to levy and collect assessments for Fiscal Year 2022-23 pursuant to
the Landscaping and Lighting Act of 1972; and (2) adopt Resolution No. 2022-048, a
resolution of the City Council of the City of Redding, relative to LMDs D, E, F, G, H,
HI, J, K, L, M, N, 0, P, Q, R, S, Sl, T, 6, V, W, 01-06,02-06,03-06,04-06, 65-06,06-
06, 07-06, 08-06, 09-06, 11-06, 01-07, 02-07, 02-09, 03-09, 01-11, 02-11, 03-11, 01-13,
02-14, 03-14, 01-15, 02-16, 03-16, 01-17, 01-19, 02-19, and 01-20; authorizing the
following: (a) approving the Engineer's Report for Fiscal Year 2022-23 for the LMDs as
listed above as filed with the City Clerk; and (b) setting a public hearing for 6:00 p.m., on
July 19, 2022, in the City Council Chambers, 777 Cypress Avenue, Redding, California,
regarding the LMDs as listed above; and (c) declaring the City Council's intention to levy
and collect assessments for Fiscal Year 2022-23 pursuant to the Landscaping and
Lighting Act of 1972.

4.9(a). Adopt Resolution No. 2022-049, a resolution of the City Council of the City of Redding,
authorizing the transfer of funds in the amount of $185,165.51 from the City of Redding
Evidence Account to the Redding Police Department for the purchase of office furniture
in the amount of approximately $60,000 for the Detective Division, and the remainder to
be used for other needed police equipment.
4. 1 0(a).Adopt Resolution No. 2022-050, a resolution of the City Council of the City of Redding,
establishing the appropriation limit for Fiscal Year 2022-23 for the City of Redding at
$276,455,708.
4.10(b).Approve setting a Public Hearing on June 21, 2022, at 6:00 p.m., in the City Council
Chambers, 777 Cypress Avenue, Redding, California, to consider adjustments to the City
of Redding's Schedule of Fees and Service Charges.
4.11(a).Authorize the following actions relative to Bid Schedule No. 5281 (Job No. 4908-52)
Electric Vehicle Charging Stations at the Redding Police Department and Redding Power
Plant: (1) award to Builder Solutions, Inc., in the amount of $404,290.50; (2) approve an
additional $91,000 to cover the cost of administration and inspection fees and $60,000 for
project development costs, (3) approve $41,000 to provide construction contingency
funding; (4) authorize the City Manager to approve additional increases in either the
construction management or construction contingency amounts up to a total of $50,000;
and (5) find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines Section 15301 (a), (c), and (d)- Existing Facilities.
4.11(b).Adopt Resolution No. 2022-051, a resolution of the City Council of the City of Redding,
relative to Sanitary Sewer Maintenance Districts (SSMD) 01-07 Hope Lane, and 01-19
Seven Bridges, authorizing the following: (1) approving the Engineer's Reports for Fiscal
Year 2022-23 for SSMD 01-07 and SSMD 01-19 as filed with the City Clerk; (2) setting
a public hearing for 6:00 p.m. on July 19, 2022, in the City Council Chambers, located at
777 Cypress Avenue, Redding, California; and (3) declaring the City Council's intention
to levy and collect assessments for Fiscal Year 2022-23 pursuant to the State of
California Improvement Act of 1911.
4. 11 (c).Authorize the following actions relative to Bid Schedule No. 5822, Enterprise -Anderson
Groundwater Sustainability Agency Monitoring Well (Project): (1) award to Gregg
Drilling, LLC, in the amount of $278,940; and (2) find that, based on evidence in the
record, the Project is categorically exempt from review under the California
Environmental Quality Act per Section 15303 — New Construction and Section 15306 —
Information Collection.
4.11(d).Authorize the following actions relative to Bid Schedule No. 5286 (Job No. 2667), East
Cypress Avenue Storm Drain Replacement Project: (1) award to Northstate Earth and
Water, Inc., in the amount of $322,472.07; (2) approve an additional $85,000 to cover the
cost of administration and inspection fees; (3) approve $35,000 to provide construction
contingency funding, (4) approve $30,000 for project development including
environmental and permits; (5) authorize the City Manager to approve additional
increases in either the construction management or construction contingency amounts up
to a total of $15,000; and (6) find that the Project is categorically exempt from the
California Environmental Quality Act per Section 15301(b) — Existing Facilities.
4.11(e).Authorize the Public Works Department to submit four grant applications for a total
amount not to exceed $26.3 million for Active Transportation Program funds to the
California Department of Transportation for improvements along: (1) Victor Avenue,
Mistletoe Lane, and Neighborhood Greenways; (2) Butte Street, Shasta Street, Placer
Road, and Neighborhood Greenways; (3) Hilltop Drive side path replacement and road
diet; and (4) Park Marina Drive — Quick Build application.

acknowledged, adopted, approved, and/or authorized as recommended.

APPOINTMENTS
5.1. Mayor's appointments and reappointment of City of Redding representatives to the
Economic Development Corporation of Shasta County (EDC) Board of Directors
(Board).
A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Dacquisto, to approve the Mayor's recommendation to: (1) appoint Heidi Corrigan and
Garrett Brown to the EDC's Board to serve a four-year term beginning July 1, 2022, and
ending June 30, 2026; and (2) reappoint EDC Board Member Keith Hunting to serve an
additional four-year term effective July 1, 2022, and expiring June 30, 2026.

PUBLIC HEARINGS
6.1. Public Hearing to consider the 2022-23 Action Plan for submission to the United States
Department of Housing and Urban Development,
Housing Manager Nicole Smith summarized the Report to City Council (staff report),
incorporated herein by reference.
The hour of 6:33 p.m. having arrived, Mayor Schreder opened the Public Hearing.
Mayor Schreder determined that no one present wished to address this matter and closed
the Public Hearing.
The Affidavit of Publication — Notice of Public Hearing is on file in the Office of the City
Clerk.
A MOTION WAS MADE by Council Member Dacquisto, seconded by Council
Member Mezzano, to adopt Resolution No. 2022-052, a resolution of the City Council of
the City of Redding, accepting the proposed Annual Action Plan for 2022-23; and
authorize the City Manager, or designee, to sign all necessary documents to submit the
Action Plan to the United States Department of Housing and Urban Development.

COUNCIL TRAVEL REPORTS}
Council Member Mezzano attended the League of California Cities, Sacramento Valley Division
Meeting on May 20, 2022, held in Mt. Shasta, California.
