The meeting was called to order by Mayor Kristen Sehreder with the following Council Members present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, City Clerk Pamela Mize, Executive Assistant Amber DalPoggetto, and Executive Assistant Luisa Klapperich. The Pledge of Allegiance to the Flag was led by Mayor Sehreder. The Invocation was provided by Lori Moretti, Redding Police and Fire Departments' Chaplain. PRESENTATIONS 2A. Presentation of City of Redding Appreciation Clock to Tony Lewis for his service on the Community Services Advisory Commission from January 15, 2019, to December 31, 2021. The City Council took no formal action on this informational item. 2B. Presentation of Mayor's Proclamation declaring March 2022 as American Red Cross Month in the City of Redding. The City Council took no formal action on this informational item. PUBLIC COMMENT Nick Gardner voiced his concern regarding the homeless population and overgrown ditches in the community. Michael Roberts, local contractor and developer, expressed his frustration with City Code Enforcement in regards to commercial properties. Alex Bielecki spoke regarding adjustments to law enforcement. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(b). REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS BOARDS COMMISSIONS AND COMMITTEES 9.1(b). Forgiveness of Redding Electric Utility loan related to California Soccer Park turf replacement. City Manager Tippin summarized the Report to City Council (staff report), incorporated herein by reference. A discussion amongst the council ensued. A MOTION WAS MADE by Council Member Dacquisto, seconded by Council Member Resner, to authorize repayment of the $3.1 million loan from the Redding Electric Utility to the City of Redding General Fund related to California Soccer Park turf replacement and directed staff to return to the 2023-25 Budget Workshop(s) with proposals for terms of repayment. The Vote: Unanimous Ayes 9.8(a). Approval of three permanent firefighter positions and adoption of Resolution appropriating funds for the Redding Fire Department. Chief Vanlandingham summarized the Report to City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member Winter, to authorize the following actions for the Redding Fire Department: (1) approve three permanent Firefighter positions to cover shift vacancies, which will improve Firefighters' health, safety, and well-being and reduce overtime costs; and (2) adopt Resolution No. 2022-025, a resolution of the City Council of the City of Redding, approving and adopting the 30th Amendment to City Budget Resolution No. 2021-078 appropriating $97,750 to create the Firefighter positions.
