The meeting was called to order by Mayor Kristen Schreder with the following Council Members present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive Assistant Luisa Klapperich. The Pledge of Allegiance to the Flag was led by Mayor Schreder. The Invocation was provided by Pastor Dayton Phillips, Hope Baptist Church. PRESENTATIONS 2A. Presentation of City of Redding Appreciation Clock to Mimi Moseley for her service on the Community Development Advisory Committee from November 7, 2017,to November 30, 2021. • The City Council took no formal action on this informational item. 2B. Presentation by Todd Jones, President of the Shasta Economic Development Corporation, including a PowerPoint presentation,incorporated herein by reference,providing an update on past, present, and future activities. The City Council took no formal action on this informational item. PUBLIC COMMENT Jenny expressed appreciation for the planned Panorama Park project to be located on Lake Boulevard. Alex Bielecki conveyed frustration with crime in the City of Redding. Benjamin Nowain thanked Mayor Schreder and Council Members Resner and Winter for voting in favor of salary increases for City of Redding unrepresented employees. The following spoke in opposition to COVID-19 vaccine mandates: Dr. Paul Dhanuka, Dr. Neil Louwrens (read proposed resolution, incorporated herein by reference), and Dr. James Mu. Judah O'Connell voiced appreciation for the wage raise approved by the City Council for Redding Electric Utility employees. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes: Special Meeting—Civic Auditorium Workshop No. 4 of November 18, 2021; Regular Meeting of December 7, 2021; Special Meeting — Closed Session of December 21, 2021; Regular Meeting of December 21, 2021; Special Meeting — Closed Session of January 5, 2022; and Special Meeting—Closed Session of January 18, 2022. 02/15/2022 17 **City Clerk Note: The City Clerk advised the City Council that the Minutes from the Civic Auditorium Workshop No. 4, held on November 18, 2021, inadvertently stated that Mercy Kravitz's public comment was in favor of development, when, in fact, she opposes development or sale of the riverfront property. This error has been corrected to reflect Ms. Kravitz's actual statement. 4(b). Accept City of Redding Accounts Payable Register No. 14; and Payroll Register No. 15. Accounts Payable Register No. 14 for the period of January 15, 2022,through January 31, 2022, for a total of$11,573,388.18 for check numbers 168503 through 168837, inclusive, ACH Transfer numbers 17931 through 17990 inclusive, Wire Transfer numbers 11218 through 11254, inclusive; (2) Payroll Register No. 15 for the period of January 9, 2022 through January 22,2022,in the amount of$3,669,711.42 for electronic deposit transaction numbers 551277 through 552207, and check numbers 607748 through 607838, inclusive; SUMMARY TOTAL: $15,243,099.60. 4(d). Accept the City of Redding Proof of Cash reconciliation and ACRI 33 report for the month of December 2021. 4.1(a). Accept report and make a determination by a four-fifths (4/5ths) affirmative vote that conditions of local emergency continue to exist within the City of Redding, under Public Contract Code section 22050(c)(1) related to the Coronavirus (COVID-19). 4.1(c). Adopt Resolution No. 2022-011, a resolution of the City Council of the City of Redding, ratifying approval of the following actions: (1) submission of grant application to the California Department of Forestry and Fire Protection Fire Prevention grant program; (2) certifying that the City of Redding meets grant requirements; and (3) authorizing the City Manager, or designee, to execute and submit documents, and conduct negotiations related to the grant program in the total amount of$520,000, which must be expended by March 15, 2026, for the City of Redding Community Fire Risk Reduction Program project. 4.4(a). Authorize the following actions regarding the Regional Early Action Planning grant agreement with the County of Shasta and the City of Shasta Lake to assist with the City of Redding's General Plan Update: (1) approve and authorize the Mayor to execute the Memorandum of Understanding between County of Shasta and City of Shasta Lake for administration of the grant funds awarded by California Department of Housing and Community Development through the Regional Early Action Planning Grants Program; and (2) authorize the Mayor, or designee, to execute all documents necessary to accept the grant as awarded. 4.5(a). Approve purchase of Digger Derrick-Tracked Backyard truck using Sourcewell contract pricing with Altec Industries, Inc. in the amount of$245,000, including taxes and fees, for the Redding Electric Utility. 4.5(b). Approve Consulting and Professional Services Agreement (Agreement) with Electric and Gas Industries Association, Inc., to continue providing automated rebate processing services to Redding Electric Utility in an amount not to exceed $1,353,551; and authorize the City Manager, or designee, to execute the Agreement and any future amendments. 4.6(a). Authorize and approve the following actions relative to Request for Proposal Schedule No. 5260, to furnish limited food and beverage service at Redding City Hall: (1) award to Heritage Coffeehouse; (2)authorize the Community Services Director to negotiate a three- year term effective on or before April 1, 2022, through March 31, 2025, with three one- year options to unilaterally extend the term; and (3) authorize the City Manager, or designee,to execute the contract, and any future amendments and extensions. 4.11(a).Approve the following actions relative to the City of Redding Local Road Safety Plan (LRSP): (1) adopt Resolution No. 2022-012, a resolution of the City Council of the City of Redding, approving the LRSP; and (2) find that the action is statutorily exempt from environmental review under the California Environmental Quality Act pursuant to Section 15262—Feasibility and Planning Studies. 02/15/2022 18 4.11(b).Authorize the following actions regarding the Westside Sewer Interceptor Phase Three Project for the City of Redding Wastewater Utility: (1) adopt Mitigated Negative Declaration, including the Mitigation Monitoring Program; (2) approve Westside Sewer Interceptor Phase Three Project as described within the staff report; and (3) direct staff to file a Notice of Determination with the Shasta County Clerk's Office and the State Clearinghouse, thereby satisfying requirements of the California Environmental Quality Act(CEQA Guidelines §15074). 4.11(c).Authorize purchase of one 2022 Doppstadt Inventhor Type 6 Slow-Speed Shredder from Ecoverse Industries, Ltd., using Houston-Galveston Area Council Buy contract pricing, with a net delivered cost of$671,981.20, including all applicable taxes and fees, for the City of Redding Solid Waste Utility. 4.11(d).Adopt Resolution No. 2022-013, a resolution of the City Council of the City of Redding, authorizing the City Manager, or the Director of Public Works, to sign Master Agreement No. 02-0568521, including revisions and program supplement agreements, with the California Department of Transportation for State of California funded projects. 4.11(e).Authorize the following actions relative to the Old Oregon Trail Safety Improvement Project: (1)adopt Mitigated Negative Declaration and Mitigation Monitoring Program; (2) approve Old Oregon Trail Safety Improvement Project as described within the staff report, thereby satisfying the requirements of the California Environmental Quality Act (CEQA Guidelines §15074); and (3) direct staff to file a Notice of Determination with the Shasta County Clerk's Office and the State Clearinghouse. 4.11(f).Authorize purchase of Atlas Copco blower in the amount of$190,948.53 for the City of Redding Clear Creek Wastewater Treatment Plant; and approve additional funding in an amount not to exceed $30,000 for shipping and handling, taxes, and start-up and commissioning services. 4.11(g).Accept Bid Schedule No. 5177 (Job No. 3650), CARR Fire Buenaventura Trail Ten Bridges Project, awarded to SNL Group Inc., as satisfactorily complete, with a final cost of$658,538. 4.11(h).Authorize the following actions relative to Bid Schedule No. 5263 (Job No. 2629) Magnolia Area Sewer Improvements Phase One Project: (1) award to Jason Abel Construction, Inc., in the amount of$6,330,696.50; (2) approve an additional $1,006,000 to cover the cost of administration and inspection fees and $250,000 for project development costs; (3)approve$630,000 to provide construction contingency funding; (4) authorize the City Manager to approve additional increases in either the construction management or construction contingency amounts up to a total of$50,000; (5) find that the project is categorically exempt from review under the California Environmental Quality Act Guidelines 15302 (c) - Replacement or Reconstruction; and (6) adopt Resolution No. 2022-014, a resolution of the City Council of the City of Redding, approving and adopting the 27th Amendment to City Budget Resolution No. 2021-078 appropriating $200,000 in funding for the project for Fiscal Year 2021-22. 4.11(i).Accept update on the City of Redding's COVID-19 Local Economic Stimulus Package projects. 02/15/2022 19 4.11(j).Authorize the following actions relative to capital project execution at City of Redding (City)Airports: (1)adopt Resolution 2022-015, a resolution of the City Council of the City of Redding, authorizing the filing of three grant applications with the Federal Aviation Administration for Airport Improvement Program funding for the following projects: (a) Airport Master Plan Update and Airport Master Drainage Plan at Redding Municipal Airport; (b) Runway and Taxiway Connector Pavement Preservation and Magnetic Variations (MAGVAR) Updates Project at Benton Airpark; and (c) authorizing a subsequent application for California Department of Transportation Airport Improvement Program Matching Grant funds for the Runway and Taxiway Connector Pavement Preservation and MAGVAR Updates Project at Benton Airpark; (2) adopt Resolution No. 2022-016, a resolution of the City Council of the City of Redding, approving and adopting the 28th Amendment to City Budget Resolution No. 2021-078 appropriating an additional $2,208,660 to the City's Airport Fund for Fiscal Year 2021-22; and (3) authorize City Manager, or designee, to execute grant applications, submit all subsequent documentation necessary to obtain grant funds for the projects, and appropriate all grant funds received to the Airport Fund in accordance with the Airports Capital Improvement Plan. 4.15(a).Adopt Resolution No. 2022-017, a resolution of the City Council of the City of Redding, formally certifying the unit modification of the International Brotherhood of Electrical Workers Local Union 1245 AFL-CIO Electric Employees Unit (IBEW Electric Unit) acknowledging IBEW Electric Unit as the Exclusively Recognized Employee Organization for the classification of Electrical Technician in accordance with the City of Redding's Employer-Employee Relations Resolution and the Myers-Millias-Brown Act, effective February 15, 2022. 4.15(b).Adopt Resolution No. 2022-018, a resolution of the City Council of the City of Redding, confirming the agreement between the City of Redding and the Classic Unrepresented Non-Safety Employees and Elected Officials Group for additional cost sharing of employer contributions to the California Public Employees Retirement System. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Resner, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. PUBLIC HEARING(S) 6.1. Continued Public Hearing to consider General Plan Amendment, Rezoning, and Specific Plan Amendment Applications; and the Resolution and Ordinance associated with the adoption of the proposed Downtown Redding Specific Plan Update. At 6:40 p.m., Council Members Resner and Dacquisto recused themselves due to property ownership within the subject area under consideration. Planning Manager Lily Toy provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. A discussion amongst the Council ensued. The hour of 6:47 p.m. having arrived, Mayor Schreder reconvened the public hearing opened at the City Council Meeting of December 7, 2021, and continued on December 21, 2021, and January 18, 2022. The following opposed the proposed expansion of the Garden Tract neighborhood: Jacquelyn Bell, Susan Murray, and Kathryn McDonald. 02/15/2022 20 Brooke McDonald expressed support for an additional environmental review of the Garden Tract neighborhood. Tyler Schuster opposed the expansion and proposed ideas to enhance Downtown Redding. Jake Mangas (Chief Executive Officer/Redding Chamber of Commerce), and Dean Germano (Chief Executive Officer/Shasta Community Health Center), both expressed support for expanding the Downtown Redding area. The Affidavit of Publication—Notice of Public Hearing is on file in the Office of the City 111 Clerk. Mayor Schreder determined that no one else present wished to address this matter and closed the Public Hearing. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Mezzano, to: (1) adopt Resolution No. 2022-019, a resolution of the City Council of the City of Redding: (a) adopting the Addendum to the Negative Declaration adopted for the Downtown Redding Specific Plan; (b) adopting the addendum to the mitigated negative declaration prepared for the City of Redding Zoning Map; (c) adopting amendments to Redding's General Plan (General Plan Amendment Application GPA-2021-00449); and (d) amending the City of Redding Schedule of Fees and Service Charges; (2) offer Ordinance No. 2646, an uncodified ordinance of the City of Redding, for first reading by title only and waive the full reading: (a) adopting the Addendum to the Negative Declaration adopted for the Downtown Redding Specific Plan; (b)adopting the Addendum to the Mitigated Negative Declaration prepared for the City of Redding Zoning Map; (c) adopting the Downtown Redding Specific Plan Update (Specific Plan Amendment Application AMND-2021-00361); (d) approving amendments to Redding Zoning Map (Rezoning Application RZ-2021-00450); (e) making findings in support of a general plan consistency determination; and (f) direct the City Attorney to prepare a summary ordinance, and authorize the City Clerk to publish the summary ordinance according to law; and (3) find that the Addendum to the Negative Declaration adopted for the Downtown Redding Specific Plan and the Addendum to the Mitigated Negative Declaration adopted for the City of Redding Zoning Map are adequate to comply with the requirements of the California Environmental Quality Act, and the necessary findings for approval are in evidence; and(4)and limit the building height to 35 feet to the specific plan area located east of Continental Street include both the north and south sides of Butte Street. At 7:23 p.m., Council Members Resner and Dacquisto re-entered the room. 6.2 Public Hearing to consider adopting a Resolution approving submission of the 2021-22 Home Investment Partnership Program—American Rescue Plan Program Allocation Plan. Deputy City Manager Steve Bade summarized the Report to City Council (staff report), incorporated herein by reference. A discussion amongst the Council ensued. The hour of 7:25 p.m. having arrived, Mayor Schreder opened the Public Hearing. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Mezzano, to adopt Resolution No. 2022-020, a resolution of the City Council of the City of Redding, approving submission of the HOME-ARP Plan; and authorize the City Manager, or designee, to sign all necessary documents and forward the Plan to the U.S. Department of Housing and Urban Development. Public Works Director Chuck Aukland provided an overview of the Report to City Council (staff report), and a PowerPoint presentation, both incorporated herein by reference. A discussion amongst the Council ensued. In response to questions from Mayor Schreder and Vice Mayor Dacquisto regarding repaving of the Redding Airport loop and parking lot, Mr. Aukland explained that other funding sources would need to be utilized. Mr. Tippin noted that more details will be discussed in the upcoming budget workshop. The hour of 7:37 p.m. having arrived, Mayor Schreder opened the Public Hearing. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 9.5(c). Redding Electric Utility's Quarterly Financial Report and Industry Activities Update. Electric Utility Finance Manager Joe Bowers provided a PowerPoint presentation and summarized the Report to City Council (staff report), both incorporated herein by reference. A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member Resner,to accept Redding Electric Utility's Fiscal Year 2021-22 Second Quarter Financial Report and Industry Activities Update. Public Works Director Aukland highlighted the Report to City Council (staff report), incorporated herein by reference. Mr.Aukland provided a brief overview of what the process is to have a speed table installed in residential neighborhoods and the costs involved. A discussion amongst the Council and Mr. Aukland ensued relative to the costs involved. The City Council took no formal action on this informational item.
