A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
MODIFYING THE BOUNDARIES OF THE PAID PARKING ZONE,
MODIFYING THE TIME LIMITED ZONES DOWNTOWN WITHIN THE
PAID PARKING ZONE, MODIFYING THE PARKING RATE, AND
ESTABLISHING EMPLOYEE PERMIT PARKING AREAS
WHEREAS, California Vehicle Code section 22507 provides that a local government may, by
ordinance or resolution, restrict the stopping, parking, or standing of vehicles on certain streets or
highways, or portions thereof, during all or certain hours of the day; and
WHEREAS, Redding Municipal Code 11.24.040 provides that the City Council may, by
resolution, establish areas that are unsuitable, dangerous or inconvenient for parking and wherein
parking is therefore prohibited; and
WHEREAS, Redding Municipal Code 11.24.120 provides that the City Council may, by
resolution, establish loading zones; and
WHEREAS, Redding Municipal Code 11.24.170 provides that the City Council may, by
resolution, establish time limited parking zones for such days and periods of time deemed
necessary as shown on the Traffic Control Map established pursuant to the provisions of Section
11.04.020; and
WHEREAS, Redding Municipal Code 11.28.020 provides that the City Council may, as traffic
conditions require, designate, modify or eliminate by resolution paid parking zones upon such
streets or portions of streets of the City. The areas, streets and portions of streets designated as paid
parking zones shall be depicted on the Traffic Control Map adopted pursuant to Section 11.04.020;
and
WHEREAS, Redding Municipal Code 11.28.060 provides that the City Council may by
resolution, establish, or modify rates, as they relate to paid parking devices and their hours; and
WHEREAS, Redding Municipal Code 11.28.075 provides that the City Council may, by
resolution, establish employee parking permit areas and pursuant to California Vehicle Code
section 22507(b), an employee parking permit program may be utilized to designate employee
parking permit zones that will improve parking availability for customers if the use of the permits
will not adversely impact parking conditions for residents and merchants in the area.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
I The recitals set forth herein are true and correct.
A,
2. Pursuant to Redding Municipal Code 11.24.040 the City Council establishes no parking C7
zones as shown on Exhibit A, attached and incorporated herein. These areas shall be
delineated by red curb markings and/or signage.
3. Pursuant to Redding Municipal Code 11.24.120 the City Council establishes Loading
Zones as shown on Exhibit A.
4. Pursuant to Redding Municipal Code 11.24.170, the City Council modifies the time
limited zones within the Paid Parking Zones and declares it unlawful for any person to
allow any vehicle under control or in custody to remain, stand, or park for longer than the
signed time limits between the hours of 8AM and 6PM on any day except Saturdays,
Sundays and holidays, at the locations shown on Exhibit A, and shall be properly signed
per the Redding Municipal code.
5. Pursuant to Redding Municipal Code 11.28.020, the City Council declares that the areas
in Downtown Redding shown on the attached Exhibit B labeled Paid Parking Zone Map
are paid parking zones.
6. Pursuant to Redding Municipal Code 11.28.060, the City Council declares that the
standard rate within the Paid Parking Zone in Downtown Redding is set at $ 1.00 per hour
within on -street locations and off-street locations except for allowances made by the
Redding Municipal Code for employee and residential parking permits.
7. Pursuant to Redding Municipal Code 11.28.075, and CVC 22507 the City Council
establishes the Employee Parking Program and finds that:
a. After an audit of available parking spaces, the average utilization of the
Downtown area is consistently approximately 65%. The City of Redding
Municipal Code sets a goal of 85% occupancy, thus leaving 20% of spaces
available for additional parking to reach the goal.
b. The parking spaces designated as 10 -hour parking areas totals approximately 350
spaces. These spaces will provide allowances for long term parking options
surrounding the vicinity of the downtown core.
C. Of the 350 spaces available for longer term parking, 175 spaces shall be offered at
a discounted monthly rate for qualified Downtown employees in certain
designated lots based on the goal of 85% occupancy.
d. The provision of an Employee Parking Program will encourage employees to
utilize underutilized lots around the core of Downtown, without negatively
impacting parking beyond these lots that would otherwise be overwhelmed.
e. The development of the Employee Parking Program will encourage employees to
move out of the Downtown core on -street parking and utilize the off-street
parking areas thereby not adversely affecting parking conditions for merchants
within close proximity. The provision of adequate customer parking and
employee permit parking will thereby not adversely affect residential areas
surrounding the Paid Parking Zone.
8. Pursuant to the findings above that the employee parking areas have approximately 350
off-street parking spaces, 175 shall be made available for employee parking permits in
the areas so designated, as shown on Exhibit A. and that, based on the findings set forth
in Section 7, above, the employee parking zones so designated will not adversely impact
parking conditions for residents and merchants in the area.
9. Pursuant to Redding Municipal Code 11.28.075, the City Council declares that the
Employee Parking Program shall establish a standard rate of $25.00 per month.
10. The City Engineer shall cause to be signed and marked all areas noted on Exhibit A in
accordance with the Redding Municipal Code and amend the Traffic Control Map
adopted pursuant to Redding Municipal Code 11.04.020 to account for the change in
parking established herein.
11. Amendment of the Traffic Control Map is exempt from review under CEQA, per Section
15601(b)(3) — Common Sense Exemption. CEQA applies only to projects which have the
potential for causing a significant effect on the environment. It can be seen with certainty
that there is no possibility that the actions may have a significant effect on the
environment; therefore, the activities are not subject to CEQA.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 18th day of October, 2022, by the
following vote:
