A. Mark Street North of Ellis Street does not serve as through road and serves only one
property owner (Redding Area Bus Authority). The affected property owner can use
Ellis Street and Market Street for access; and
B. Section 21101 of the California Vehicle Code authorizes City Council to close a street to
vehicular traffic by resolution when the street is no longer needed for vehicular traffic;
NOW, THEREFORE, THE CITY COUNCIL DETERMINES, RESOLVES, AND
ORDERS AS FOLLOWS:
1. The above recitals are true, correct and adopted herein as findings of fact.
2. The portion of Mark Street lying North of Ellis Street is not needed for vehicular traffic.
Closure of this portion of Mark Street has no impact of traffic operations and would not
require the public to seek alternate travel routes.
3. Mark Street North of Ellis Street is hereby ordered permanently closed to all motorized
vehicles except for emergency services.
4. The closure of Mark Street is exempt from the California Environmental Act (CEQA)
pursuant to Section 15061(b)(3) — Common Sense Exemption.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 6th day of September, 2022, by the
following vote:
