A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING ELECTRICAL UTILITY RATES FOR SERVICE TO CUS- TOMERS WITHIN THE CORPORATE LIMITS OF THE CITY OF REDDING. WHEREAS, Section 16. 12. 320 of the Redding Municipal Code provides that the City Council shall establish electric utility rates by resolution; and WHEREAS, due to the projected increased cost of wholesale power provided to the City by the Western Area Power Adminis- tration of the United States Department of Energy and to provide funds for the power resource development program and capital improvement programs of the City Electric Department, it has been recommended that the City Council adopt new increased electric utility rates as established in the "CITY OF REDDING MUNICIPAL UTILITIES Schedule of Rates" , which is attached hereto and marked Exhibit "A" ; and WHEREAS, the City Council has carefully considered this recommendation and has reviewed the existing electric utility rate structure and has studied the proposed increased costs of wholesale power to the City and the power source development and capital improvement programs of the Electric Department and deems it to be in the best interests of the City of Redding to estab- lish the new increased electric rates as proposed; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding, pursuant to §16. 12. 320 of the Redding Municipal Code, does hereby approve and adopt as the established rates for >t: uo • municipal electric service to customers within the corporate limits of the City of Redding those rates and charges set forth in the "CITY OF REDDING MUNICIPAL UTILITIES Schedule of Rates" , which is attached hereto as Exhibit "A" and incorporated herein. BE IT FURTHER RESOLVED that the effective date of this Resolution shall be September 7, 1983 as to the power furnished to the customers of the City of Redding electric utility after that date for which meter readings occur on or after October 7 , 1983. BE IT FURTHER RESOLVED that the purposes for the imposition of these increases are as follows: (1) to meet the costs of purchased power, (2) for meeting operating expenses, including employee wage rates and fringe benefits, (3) purchasing and leasing supplies, equipment or materials, (4) meeting financial reserve needs and requirements, (5) obtaining funds for capital projects necessary to maintain service within existing services areas, or (6) obtaining funds necessary to maintain such intra- city transfers as are authorized by law. BE IT FURTHER RESOLVED that the City Clerk and the Finance Director of the City of Redding both be and hereby are directed to maintain available certified copies of this Resolution in their respective offices for inspection and review by any inter- ested person or persons. Service charge , per meter, per month: $1 . 40 Energy charge (to be added to service charge) all KWH, per KWH $ . 0359 GENERAL SERVICE - Applicable to non-residential lighting and power combined or separate single- and three-phase for all purposes . Exhibit "A" ( September 7, 1983) • • Primary Service Discount: 4% when service is taken at available line voltages of 12 , 000 volts or higher; 3% when service is taken at available line voltages of 2 , 000 to 12 , 000 volts. Power Factor Adjustment: When the billing demand has exceeded 500 KW for 3 consecu- tive months and thereafter until it has fallen below 300 KW for 12 consecutive months, billing (except minimum bills) will be decreased or increased, respectively,. 0. 25% for each 1% that the average power factor of the customer ' s load in the month was greater or lower than 95% (computed to nearest whole percent) . Billing Period: The time period between consecutive readings of the electric meter for billing purposes shall establish a billing period. A billing period will be a minimum of 27 days and a maximum of 33 days . Billing Demand: The maximum 15-minute measured demand in the current month. When the load _is intermittent or subject to violent fluctua- tions , utility may base billing demand upon a 5-minute interval instead of a 15-minute interval. Where monthly use of energy exceeds 15 , 000 KWH, a demand meter will be installed. During the time usage exceeds 15 , 000 KWH per month and demand meter is not installed, demands will be estimated for billing purposes . For all accounts having a demand meter, a demand meter charge will be included for a billing period in which an account exceeds a usage of 15 , 000 KWH and for every billing period thereafter until such time that the account is closed. FIXED RATE - Applicable to loads where metering equipment is not installed. May be utilized for single- and three-phase service where usage is fixed or subject to flat-rate contract. (Per service per month) . Bills will be computed on the following basis: 730 total hours per month and 333 nighttime hours per month. Alternating current service will be supplied at standard voltage , single- and three-phase , 60 cycles. This rate will not be assigned to new customers after August 1 , 1975 . Exhibit "A" ( September 7, 1983) • ; GENERAL SERVICE - TIME ASERED - Applicable to polyphase alterna ing current service for all • existing customers served un a nonresidential schedule whose mont maximum demand, in any time period was 300 kilowatts or greater for two consecutive months, and to new customers on and after the effective date of this schedule whose monthly maximum demand is expected by the Electric Department to be 300 kilowatts or greater. Customers may, at their option, elect to be served under the General Service - Time Metered Schedule, for either period A or period B or both periods. Any customer served under this schedule whose monthly maximum demand in any time period has fallen below 300 kilowatts for any 12 consecutive months may, at the discretion of the City, continue to receive service under this schedule or under any other applicable schedule. On- and off-peak period demand charges: When off-peak period maximum demand is equal to or greater than on-peak period maximum demand: Per KW of maximum on-peak period demand: $2.77 Plus Per KW of maximum off-peak period demand: $1.11 When off-peak period maximum demand is less than on-peak period maximum demand: Per KW of maximum on-peak period demand: $3.97 Minus per KW of maximum off-peak period demand: $ .04 Time Periods: Period A is applicable to meter readings from May 1, to October 31, inclusive, for the following periods: On-peak period: 2:30 p.m. to 6:30 p.m. Monday through Friday, except holidays. Off-peak period: 6:30 p.m. to 2:30 p.m. Monday through Friday, except holidays. All day Saturday, Sunday, and holidays. Period B is applicable to meter readings from November 1 to April 30, inclusive, for the following hours: On-peak period: 7:00 a.m. to 11:00 a.m. Monday through Friday, except holidays. Off-peak period: 11:00 a.m. to 7:00 a.m. Monday through Friday, except holidays. All day Saturday, Sunday, and holidays. When the billing includes usage in both Period A and Period B, no proration of charges between Period A and Period B will be made where meter readings are taken within one work day (Monday through Friday inclusive but excluding holidays) of either May 1 or November 1 of any year. In such cases the billing will be based on the rates and charges of either period A and Period B, whichever contains the predominant number of days in the billing period.
