HomeMy WebLinkAboutReso. 1983 - 164 - Establishing a new employee classification schedule and salary plan and a new schedule of salaries RESOLUTION NO. uloi A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING A NEW EMPLOYEE CLASSIFICATION SCHEDULE AND SALARY PLAN AND A NEW SCHEDULE OF SALARIES FOR OFFICERS AND EXEMPT EMPLOYEES FOR FISCAL YEAR 1983-84 FOR EMPLOYEES OTHER THAN THOSE COVERED BY A MEMORANDUM OF UNDERSTANDING, EXCEPT AS OTHERWISE NOTED. WHEREAS, the City Council has studied the current Employee Classification Schedule and Salary Plan for employees other than those covered by a Memorandum of Understanding (except as other- wise noted) ; and WHEREAS, staff has recommended amendments to City policies pertaining to employee classifications and salaries as indicated in Exhibit "A" attached hereto and made a part hereof; and WHEREAS, the City Council deems it to be in the best inter- ests of the City to adopt a new Employee Classification Schedule and Salary Plan and a new Schedule of Salaries for Officers and Exempt Employees at this time; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows : 1 . Resolutions previously adopted which are in conflict with this Resolution are hereby rescinded and shall be of no further force and effect from and including July 3 , 1983. 2. The staff report entitled "Labor Relations and Salary Plan for Fiscal Year 1983-84" and all provisions therein con- tained, attached hereto, is hereby approved as the City' s policy for those employees set forth therein and shall be deemed effec- tive July 3 , 1983. The Employee Classification Schedule and Salary Plan and the Schedule of Salaries for Officers and Exempt Employees included in the aforesaid Exhibit "A" , attached hereto, are approved as the City' s policy and shall be deemed effective July 3 , 1983. HAYS, Cy Attorney -2- • f.0. ,y 9, 7 (Q_d) CITY OF REDDING _ ! -�3�E -DEPA TM T COMMUNICATION DATE July 27, 1983 TO All Members of the City Council FROM Personnel Officer • SUBJECT Labor Relations and Salary Plan for Fiscal Year 1983-84 • The purpose of this memorandum is to outline labor relations and salary action needed for City of Redding employees for fiscal year 1983-84. In the area of labor relations, City employees represented by the IBEW have received a 2.74% salary increase effective July 3, 1983. This represented .8% of the Consumer Price Index for the period beginning May 1982 through May 1983. In lieu of any salary increase, the Fire Union employees have voted to put money (2.74%) into a trust fund to be used for any future negotiated improvement in employee benefit programs. We are recommending that fire management employees parallel the Fire Union by being granted 2.74% to go into a separate trust account to be used specifically for the purpose of financing improvements in the benefit program. Agreement with the Peace Officers Association of Redding has not been reached, however, we hope to have tentative agreement prior to the August 15 Council meeting. In the area of the salary plan for fiscal year 1983-84, it is being proposed that unrepresented City employees receive the 2.74% salary increase to be effective July 3, 1983, with certain equity adjustments. These adjustments have been reviewed by the Personnel Committee of the City Council and are based upon (1) salary survey of total compensation comparing similar positions with comparable cities, and (2) analysis of internal position alignments. It is also being recommended that in order to strengthen the City's management team, the City's administrative leave list be expanded to include middle- management positions, as shown on the attachment. It is therefore recommended that the following actions be taken: 1. The amendment to the Memorandum of Understanding between the City and Local Union 1934 of the International Association of Fire Fighters be approved. 2. The trust fund for fire management employees paralleling that received by Fire Union members, be approved by minute order. • All Members of the City Council July 27, 1983 Page 2 3. The expanded administrative leave list be approved as shown on the attachment. 4. The salary plan for non-exempt, unrepresented employees as shown on the attachment, be approved. 5. The salary plan for exempt, unrepresented employees as shown on the attachment, be approved. It is believed that the above-described plan is fair and equitable to all City employees.
