HomeMy WebLinkAboutReso. 1983 - 148 - Rejecting all bids for jobs bill tree planting project to install trees and construct 410 RESOLUTION NO. /7,17%r A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING REJECTING ALL BIDS FOR JOBS BILL TREE PLANTING PROJECT TO INSTALL TREES AND CONSTRUCT AN IRRIGATION SYSTEM AT THE REDDING CIVIC AUDITORIUM AND DIRECTING THAT SAID PROJECT BE PERFORMED FOR A FAVORABLE PRICE BY FORCE ACCOUNT OR THAT THE CITY MANAGER BE AUTHORIZED TO ENTER INTO NEGOTIATIONS ON THE OPEN MARKET FOR THE PURCHASE OF SAID TREES AND OTHER NECES- SARY MATERIALS. WHEREAS, the City Council called for bids for the installa- tion of trees and the construction of an irrigation system at the Redding Civic Auditorium, Job No. 9427 , Bid Schedule No. 1467, bid opening held August 9, 1983; and WHEREAS , of the bids received, none met the specifications or budget ceiling; and WHEREAS, the Director of Planning and Community Development has advised the City Council that, in his opinion, the project can be completed by force account at a price favorable to the City and that the City Manager can be authorized to obtain the required materials by negotiation in the open market for a price which is favorable to the City; and WHEREAS, the Council has carefully considered this matter and has determined that said recommendations would be in the best interest of the City of Redding; and WHEREAS, it has been determined that this matter is categor- ically exempt from the provisions of CEQA; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows: 1 . That the foregoing recitals are true and correct. -1- 2 . That all bids for the installation of trees and the construction of an irrigation system at the Redding Civic Audi- torium, Job No. 9427, Bid Schedule No. 1467, submitted on or before August 9, 1983 , are hereby rejected. 3. That the Director of Planning and Community Development shall cause said project to be completed by force account, at a price favorable to the City of Redding. 4. That the City Council does hereby declare that trees and necessary materials to complete this project can be acquired in the open market by negotiation for a price which is favorable to the City of Redding and to that end does hereby authorize and direct the City Manager to enter into negotiations for such trees and materials and to purchase same at a price favorable to the City of Redding.
