HomeMy WebLinkAboutReso. 1984 - 077 - establishing general service interruptible or time of use 111 ` J411 RESOLUTION NO. -77 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING GENERAL SERVICE - INTERRUPTIBLE OR TIME-OF-USE - INTERRUPTIBLE ELECTRIC RATES. WHEREAS, the City of Redding has a finite allocation of power from the Federal Government; and WHEREAS, the City faces the possibility of its peak elec- trical demand exceeding that power allocation; and WHEREAS, it is in the best interest of the City to encourage peak load reduction; NOW, THEREFORE, IT IS HEREBY RESOLVED that general service - interruptible or time-of-use - interruptible electric rates are established pursuant to the attached Exhibit "A" , incorporated into and made a part of this resolution. HAYS, City, ity ttorney -2- • 1110 • City of Redding Municipal Utilities Supplemental Schedule of Rates ELECTRIC General Service - Interruptible or Time-Metered - Interruptible APPLICABILITY Applicable to separately demand-metered interruptible three-phase service customers with interruptible demands in excess of 300 kW and available only under contract with the City of Redding hereinafter referred to as "the City". CHARACTER OF SERVICE Three-phase, 60 Hertz, at one standard nominal voltage as mutually agreed to by the Customer and the City and subject to availability at the point of delivery. DEMAND CHARGE CREDIT 1. City-controlled Interruptible Demand: Applicable where the Customer elects to provide only City-controlled Interruptible Demand. The total monthly demand charge as determined under the applicable General Service or Time-metered Schedule shall be reduced by the following percentage formula: Db = [1 - (F / (F+IL))] x 5% Where: D% = Demand Charge Reduction Percentage F = Estimated On-peak Firm Service Demand IL = Estimated On-peak City-controlled Interruptible Demand 2. Customer-controlled Interruptible Demand: Applicable when the Customer elects to provide only Customer-controlled Interruptible Demand. The total monthly demand charge as determined under the applicable General Service or Time-metered Schedule shall be reduced by the following percentage formula: D% = [1 - (F / (F+IC))] x 2.5% Where: D% = Demand Charge Reduction Percentage F = Estimated On-peak Firm Service Demand IC = Estimated On-peak Customer-controlled Interruptible Demand BUD2:003 1 1111 3. Contract for Service: The estimated On-peak Interruptible Demand and estimated On-peak Firm Service Demand shall be mutually agreed upon and set forth in the Contract for Service. BILLING 1. Meter-recording Service Charge: A monthly service charge shall be applied to each bill according to the applicable rate: MONTHLY (A) General Service - Interruptible, service charge $16.00 (B) Time-metered - Interruptible, service charge $15.00 2. Interrupted Demand Billing Reduction: During any billing period when one or more Demand inter- ruptions are requested of the Customer by the City and are fully accomplished by the Customer, the Customer's total demand charge shall be based upon the applicable General Service or Time-metered demand rate multiplied by the Customer's maximum metered demand that occurred during any of the Demand Inter- ruption Periods. 3. Penalty for Non-compliance: Under the conditions applicable to Customer-controlled Interruptible Demand if, at any time, the Customer fails to reduce his demand to the On-peak Firm Service Demand level when requested to do so by the City, the Customer shall, in addition to all other non-demand related charges, (i.e. service charge, energy charge, primary service discount, and power factor adjustment) pay a demand charge for the sum of: (A) An amount equal to the applicable on-peak demand charge multiplied by the On-peak Firm Service Demand; plus (B) The greater of: (1) An amount equal to 5 times the applicable on-peak demand charge multiplied by the net of the Customer's maximum metered demand less the On-peak Firm Service Demand during any interruption period within the billing period; or (2) An amount equal to the sum of the additional costs to the City for supplemental purchase power and related transmission and transportation costs (expressed in $/kW) multiplied by the net of the maximum metered demand less the On-peak Firm Service Demand during any interruption period within the billing period. If more than one interruption request occurs during a billing period and the Customer fully complies with at least one interruption request and does not fully comply with at least one other interruption request, the penalty for non-compliance charges under Section 3.(B), will be reduced by multiplying it by the proportion of the total number of interruptions with which the Customer failed to comply fully to the number of interruptions requested. In addition to the above penalty charges, the Demand Charge Credit will be forfeited for the month in which any non-compliance occurs. BUD2:003 2 • • SPECIAL CONDITIONS OF SERVICE 1. Demand Interruption Periods: During system peak load conditions, where the City's demand is approaching its Western Area Power Administration CVP power allocation limit and the City would incur higher wholesale power costs for additional power purchases, Demand Interruption Periods will be initiated. The City will endeavor to reduce system load consistent with good utility practice as follows: (A) City facilities electric demand reduction. (B) Load management activation. (C) Interruptible demand activation. 2. Non-intentional Demand Interruptions: Interruptions of service other than intentional inter- ruptions as requested and logged by the City shall be defined as: (A) Interruptions caused by Acts of God, public enemy, strikes, state, or other governmental interference, windstorm, flood, fire, explosion, or any matter or thing over which the City has no control, whether in connection with the operations or property of either Customer or City, or, (B) Interruptions caused by emergencies that cause the City to order curtailment of service to firm customers in order to protect the general public and preserve the integrity of its system and the systems of neighboring utilities whose electric systems are interconnected with the electric system of the City. Such Non-intentional Demand Interruptions shall not be credited towards the Customer's Interrupted Billing Demand Reduction. 3. On-peak Firm Service Demand: Firm Service Demand is the maximum demand which the City is expected to supply during periods when the City has called for interruptible demand to be disconnected from the City's lines. The On-peak Firm Service Demand levels shall be specified by the Customer within the Contract for Service. Any changes in On-peak Firm Service Demand are subject to check and approval of the City. 4. City-controlled Interruptible Demand: Such interruptible demand is that demand which the Customer agrees shall be disconnected by the City from the City's lines during Demand Interruption Periods. Such interruptible demand shall be specified by the Customer, with initial demand and subsequent changes subject to check and approval by the City. 5. Customer-controlled Interruptible Demand: Such interruptible demand is that demand which the Customer agrees shall be disconnected by the Customer from the City's lines upon notice by the City. Such interruptible demand shall be specified by the Customer, with initial demand and subsequent changes subject to check and approval by the City. 6. Notice of Interruption: The City shall attempt to give the Customer not less than 10 minutes notice before interruption of the City-controlled Interruptible Demand. The City shall attempt to give the Customer not less than 30 minutes notice before interruption of the Customer-controlled Interrupt- ible Demand should be accomplished before penalty charges would be assessed. Notice of Interruption shall be given to the Customer by telephone from the City and logged according to time and contacted person. It shall be the Customer's responsibility to insure proper BUD2:003 3 • contact can be made during Demand Interruption Periods. Failure to make telephone contact with the Customer during Demand Interruption Periods shall not: (A) Cause the City to incur any liability for damages arising from City-controlled Interruptible Demand being interrupted, or; (B) Relieve the Customer of any liabilities incurred due to failure of the Customer to interrupt Customer-controlled Interruptible Demand. After any interruption hereunder, the Customer shall not resume use of electric power except upon notice from the City. 7. Contract: A contract will be required for a period of 3 years when service is first rendered under the schedule and for subsequent periods of one year thereafter, continuing until cancelled by either party by written notice one year in advance of the initial period or any subsequent period, provided, however, that if the Customer requests a change at the end of the initial period or any subsequent period from service under this schedule to General Service, one year's written notice must be given. • 8. Communications and Metering: The Customer shall provide to the City's specification communication channels to the City's Control Center for the purposes of alarming, telemetering, and signaling. To carry out the provisions of this schedule, the City shall provide and install recording watt and var meter equipment. The City shall have the right to inspect and test relay facilities, communications equipment, recording meters, and interruption equipment upon reasonable notice to the Customer. 9. Liability: The City shall not be liable for any loss or damage caused by or resulting from any interruption of service. BUD2:003 4 " • CONTRACT FOR SERVICE General Service or Time-metered Interruptible Supplemental Service The CITY OF REDDING (the "City") hereby agrees to supplement electric service under this Interruptible Schedule to ("Customer") located at with service under the applicable service schedule and the above-referenced supplement as these schedules now exist or may hereafter be amended or superseded, copies of which are attached hereto and by this reference incorporated herein. The City and Customer agree as follows: 1. Customer elects to have service under this Interruptible Schedule as follows: Estimated On-peak City-controlled Interruptible Demand: kVA or; Estimated On-peak Customer-controlled Interruptible Demand: kVA and Estimated On-peak Firm Service Demand which the City is expected to supply: kVA 2. The City shall provide and install all necessary meter-recording equipment and protection equipment. 3. If demand interruption is to be City controlled, the Customer shall supply demand interruption equipment manufactured and installed to the City's specification. Ownership of said equipment shall be transferred to the City upon establishment of service under this Contract. The City shall operate and maintain said equipment for the duration of this Contract and may remove any equipment on termination of this Contract. 4. Service under this Interruptible Schedule shall commence on 5. Periods of Interruption shall be initiated only during the on-peak periods as specified in the General Service Time-Metered Rate Schedule when the City determines, in its sole judgment, that the electrical system demand could exceed the City's then current power allocation from the Western Area Power Administration. The City makes no representation as to the number or average duration of Periods of Interruption it may initiate. The City shall terminate a Period of Interruption when it determines, in its sole judgment, that the system conditions necessitating the Period of Interruption have ended. The City may notify Customers of the termination sequentially within a 30-minute period of time if system conditions so require. 6. The Customer shall defend at its own costs and indemnify and hold harmless the City's elected officials, officers, agents, employees, assigns and successors in interest from and against any and all liability (including but not limited to, liability, based upon negligence and liability without fault) , damages, costs, losses, claims, demands, actions, causes of action, attorney's fees and expenses, or any of these resulting from the death or injury to any person or damage to any property and/or personnel of the City, to the extent caused by a Period of Interruption initiated by the City under this Contract and by the subsequent connection or disconnection of electric service to Customer by the City or Customer, pursuant to the terms of this Contract. 7.
