A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING CERTAIN CHARGES FOR THE DEPOSIT OF SOLID
WASTE AT THE CITY' S LANDFILL PURSUANT TO THE PROVISIONS
OF SECTION 9. 28 . 240 OF THE REDDING MUNICIPAL CODE, AND
REPEALING RESOLUTION NO. 79-34
WHEREAS, the remaining capacity of the existing landfill
is becoming rapidly exhausted by the ever-increasing deposit by
private persons of solid waste originating both within and without
the City, and
WHEREAS, existing income from solid waste collection and
landfill operation is insufficient to meet the present costs of
existing services, and it is therefore necessary to provide means
to supplement existing income, and
WHEREAS, it appears necessary and desirable to take steps
to encourage producers of solid waste outside the City limits to
use County landfill facilities in order that the remaining life of
the City' s landfill may be preserved, and
WHEREAS, it appears necessary and desirable and of
benefit to the City and its citizens to cause the commercial and
industrial producers of solid waste within the City to pay for use
of the landfill, in order that they may bear a more equitable share
of the total costs of processing the solid waste brought to the
City' s landfill site,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding that, pursuant to Section 9. 28 . 240 of the Redding
Municipal Code, the City Council does hereby establish the follow-
ing charges for the following uses of the City of Redding' s land-
fill :

A. There will be no charge for residents of the City of
Redding who are dumping household garbage and rubbish as defined in
Section 9. 28 . 010, except that expressly excluded from the defini-
tion in addition to refuse from building construction or repairs is
also excluded tires and concrete rubble, and tree stumps more than
one-half cubic yard in size, and refrigerators or other major sized
household appliances, or machinery of similar size. (Proof of
residence satisfactory to the landfill operating personnel must be
furnished to qualify for no charge. )
B. Charges for residential refuse as defined above for
non-residents, and resident industrial and commercial sources :
(1) Minimum fee $3 . 00.
(2) Charges for refuse brought to the landfill will be
computed on a cubic yard basis at a rate of $1. 50 per yard, or any
fraction thereof.
C. Surcharges applicable to materials not included in
the definition of residential or household rubbish:
(1) Minimum fee $3 . 00.
(2) Concrete rubble $3 . 00 per cubic yard, or any frac-
tion thereof, without regard to what type of vehicle delivers this
material to the landfill.
(3) Tires.
(a) Passenger tires up to 7 . 00x20 in size, $1. 00
per tire.
(b) Truck tires up to 10. 00x20 in size, $3 . 00 per
tire.
(c) Heavy equipment tires larger than 10. 00x20, but
under 16 . 00x24 , $5. 00 per tire.

(d) Tires larger than those described in subpara-
graph (c) will not be accepted unless first cut
up in pieces less than 12" in maximum diameter
per piece.
(e) Where industrial or commercial enterprises
bring in tires in quantity, the charge can be
assessed at $6 . 00 per cubic yard or any frac-
tion thereof or based on actual count, for
passenger tires, as in (a) , $6 . 00 per cubic
yard for truck tires, as in paragraph (b) ,
heavy equipment tires charged on individual
count basis.
(4) Stumps.
(a) Over one-half cubic yard in volume but not in
excess of one cubic yard in volume, $3. 00 per
stump.
(b) Stumps in excess of one cubic yard in volume,
but less than three cubic yards in volume,
$6. 00 per stump.
(c) Stumps and machinery larger than three cubic
yards in volume are unacceptable and must be
reduced to acceptable size prior to delivery to
the landfill.
(5) Major appliances andmachinery of similar size,
$5. 00 per appliance unit.
(6) Refuse from building construction or repairs, $2 . 50
per cubic yard.

BE IT FURTHER RESOLVED that the City Council has previ-
ously ratified a negative declaration in connection with this
matter, and determines that the action taken by this resolution
will have no significant effect on the environment.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of the
City of Redding on the 4th day of November , 1985 , and was duly
adopted at said meeting by the following vote :
