NOW, THEREFQRE, TI-�E CITY COUNCIL OF THE C'ITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Seetion 1. Tit1e 11 (Vehieles and Traffic), Chapter 11.04 {Traffic Regulations
Generally}, Sectian 11.04.010 is amended to read as fallows:
11A4.010—Definitions.
A. Whenever in this title the following terms are used, they shall have the meanings
respectively ascribed to them that are set farth in the California Vehicle Code:
l. Alley;
2. Business district;
3. Crosswalk;
4. Driveway;
5. Intersection;
6. Laading zone;
7. Operator;
8. Park;
�. Parking area;
10. Roadway;
11. Safety zone;
12. Sidewalk;
13. Street;
14. Traffic;
1 S. Vehicle.
�. Whenever in this title the fallowing term is used, it shall have the meaning respectively
ascribed ta it in this Chapter:
1. "Automated License Plate Recflgnition" (ALPR) means technology that can
automatically detect vehieles' license plates,read the plate numbers,and record the
plate number, date, time, and geagraphical location of the vehicles.
2. `Block faee" means the block in which the vehicle is parked, bordered by an
intersection at each end.
3. "Digital parking permit" means a non-physical parking permit that is associated
with at least�ne vehicle's license plate number.
4. "Employee parking permit zone"means a street,partion of a street, or other public
ar privat� parking areas established as a zone in which the parking of vehicles is
limited to those who abtain an employee parking permit.
5. "No re-park" means a vehicle that has parked Ianger than the posted time limit
cannot be moved to park within the same block face ar parking facility after the
expiration af the maximum posted time limit. A vehicle may not re�urn ta the initial
block face or parking facility sooner than twa (2)hours fallawing the expiration af
the initial time period.
�i. "Paid parking device"means any device used ta accept payment for parking, such
as parking meters, pay stations, mobile devices, or other methods approved by the
City Engineer, ar hislher designee.
7. "Paid parking zane" means a street, portion of a street, or other public or private
parking areas established as a zone in which the parking of vehicles ar ather uses
authorized upon such street or ather public parking area is regulated by a paid
parking device.
8. "Parking faeility" means the area set aside for the storage and parking of vehicles
including parking lots and garages.
9. "Parking space" means a space in a parking facility or in a public right-of-way,
street, alley, or roadway that is designed for the leaving of a vehicle.
10. "School bus" means a bus that transports students fram home to school, school to
home, or ta school-sponsored events,
1 L "Time limited parking zone"means a group of parking spaces an a public right-af-
way or an City-owned or operated property that are delineated by a posted sign and
for which allowed duration of�arking is limited.
12. "Traffic cantrol map" means the traffic cantrol map adapted by the City Council
and maintained on file in the offiee of the City Clerk and all natations and
information set forth thereon pertaining to the regulation and contrQl of traffic in
the City.
Section 2. Title ll (Vehicles and Traffie}, Chapter ll.44 (Traffic Regulations
Generally), Section 11.04.040 is amended to read as follows:
11.04.040—Vehicle remc�val from public streets and spaces.
A. Pursuant to California�ehicle Code sectian 22651,peace officers and regularly employed
and salaried employees engaged in directing traffic or enfc�rcing parking laws may remave
or cause to be removed the fallowing:
l. Any vehicle that has been parked or 1eft standing on a street ar alley for more than
a consecutive peri4d af seventy-twa {72)hours;
2. Any vehicle which is parked or left standing on a street or alley, or any partion
thereof,when the use of the street or alley is authorized fc�r a purpase other than the
normal flow of traffic, or for the movement of equipment, articles c�r structures of
unusual size, and the parking of the vehicles would prohibit or interfere with the
use or movement; pravided that signs giving notice that the vehicles may be
removed are erected or placed at least twenty-four hours priar to the remaval;
3. Any vehicle which is parked or left standing in any off-street parking facility owned
or Qperated by the City for more than seventy-twa{�2)consecutive hours,provided
that conspicuously-placed signs giving notice that vehicles may be removed are
erected at least thirty days prior to the implementatiQn of this provisian.
B. Removal of any such vehicle sha11 be to a garage designated by the chief ofpolice and
shall be in accordance with the requirements of the California Vehicle Code section
22b51.
Section 3. Title 11 (Vehicles and Traffic}, Chapter 11.24 {Stopping, Standing and
Parking}, Section 11.24.010 is amended to read as follows:
11.24.010—In front af place of assembly.
Except when it is actively laading or unloading, it is unlawful to stand or park any vehicle
immediately in front af the corridor, passageway, exit ar door of any theater, school, church ar
other place of public assembly, during such times as people are assembled therein.
Section 4, Title 11 {�ehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.Qb0 is amended ta read as follows:
11.24.060—Angle parking.
A. Pursuant to Califomia �ehicle Code section 22503, angle parking is authorized on the
following streets:
1. Arbflretum Drive, an the north side;
2. Butte Street, on bath sides, between West Street and Oregon Street;
3. Butte Street, an the north side, west from the 1Vlarket-Pine a11ey to Pine Street;
4. Butte Street, on the north and south sides, between Pine Street and East Street;
5. Center Street, on bath sides, laetween Shasta Streef and Division Street;
6. Center Street, on the east side, from ane hundred thirty feet south af the south
curbline of Placer Street to Sacramento Street;
7. Civic Center Drive, on the east side;
8. Division Street, on the north side of the westerly half, between California Street
and Center Street;
9. Eureka Way, on the narth side, between East Street and Pine Street;
10. Eureka Way, an the south side, between East Street and Liberty Street;
11. Gold Street, on the north side, between West Street and Railroad Avenue;

B. The City Engineer sha11 have the pavement an all paved streets within the parking area
whereon angle parking is authorized marked off with straight white iines running c�bliquely
from the curb, and vehicles sha11 be parked between such lines. Where no pavement exists,
vehicles shall be parked as closely as possible to the edge flf the roadway at an angle of
approximately forty-five degrees.
C. Pursuant ta California Vehicle Code section 22503, the City Council may1 by ardinance,
designate additional streets whereon angle parking is authorized.
D. It is unlawful for the aperator of any vehicle to:
1. Park a vehicle in such a manner that interferes with vehieles traveling in the driving
lane; or
2. Park a vehicle in any orientation other than at the angle to the eurb or edge of the
roadway indicated by signs or markings, or in any paid parking space in any
orientation other than with the front of the vehicle clasest to the curb, unless the
space is expressly designated for"back in only"parking; or
3. Park with the front wheel nearest the eurb further than six {6) inehes of such curb.
Section 5. Title 11 (Vehicles and Traffic}, Chapter 1124 {Stopping, Standing and
Parking), Section 11.24.070 is amended to read as fflllows:
11.24.070—Commercial vehiclesltrailer in or adjacent to residential and unelassified
districts.
A. Except as provided in subsection B of this section, no person shall park in any of the
following places any eommercial vehicle or trailer which has an unladen vehicle weight of
ten thQusand pounds or greater or is more than twenty-five feet in length:
1. In a residential district.
2. C?n ar adjacent to any City right-of-way, street, a11ey, roadway, ar highway that is
adjacent to any residential district.
B. This seetion shall not apply to:
1. Commercial vehicles or trailers temporarily parked while actively unloading ar
loading persons or property, or when the commercial vehicle or trailer is
temporarily parked in connection with, and in aid of, the performance of a service
to or on a propertv in the b�ock in which the commercial vehicle or trailer is parked.
2. A single tow truck or roll-back carrier when the aperatar of the tow truck or roil-
back carrier is on-ca��pursuant to a valid tow serviee agreement with a state or local
agency andlor on-ca11 for a twenty-fQur-hour tow service. This exemption for single
tow trucks and roll-back carriers shall apply only to C1ass A and Class B vehicles,
as those vehicles are defined by the City police department's most current tow
service agreement.
C. For purposes of this section:
1. The term "residential district" sha11 be defined as any area that is zoned as a
residential district or any area that is zoned as an unclassified district and is also
classified by the Redding General Plan as residential.
2. The terms street, a11ey, roadway, highway, commercial vehicle, truck tractor,
trailer, utility trailer, semitrailer,tow truck, roil-back carrier, auto-dismantler's tow
vehicle,and bus shail be defined as those terms are defined in the California Vehicle
Code.
3. Commercial vehicles sha11 include, without limitation, the following:
a. A vehicle which was originally designed and manufactured primarily for
commercial purposes, whether or not the vehicle is currently used far
commercial purpases.
b. A truck tractor whether c�r nat other vehicles,trailers,or ather wheeled loads
are attached.
c. A dump truck or boom truck.
d. A tow truck, roll-back carrier, or auto-dismantler's tow vehicle.
e. A bus,including a school bus, general public paratransit vehicle, farm labor
vehicle, or youth bus.
4. Commercial vehicles sha11 not include any vehicle owned by a public utility or a
licensed contractor while necessarily in use in the construction, installation, or
repair af any public utility or public utility property.
5. Commercial trailers sha11 include, without limitation, the following:
a. A trailer or semitrailer which was ariginally designed and manufactured
primarily far eamrnercial purposes, whether or not the trailer or semitrailer
is currently used for commercial purposes.
b. A trailer or semitrailer, whether or not the wheels are attached, primarily
used or maintained fflr the transpartation of people or property for hire,
compensation, or profit.
c. A trailer ar semitrailer, whether or not the wheels are attached, designed,
used, or maintained primarily for the transportation of people or property
not primarily the personal prc�perty of the owner.
d. A roof ng asphalt kettle used to pracess, heat, or hQld raofing materials far
heating, whether or not attached to a vehicZe or trailer regardless of weight
or length.
6. Commercial trailers shall nat include the following:
a. Utility trailers.
b. Any trailer owned by a public utility or a licensed contractor while
necessarily in use in the canstruetion, installatian, ar repair af any public
utility or publie-utility property.
D. A fine of seventy-five ('75) dallars is established for vehicles or trailers in violation of this
section.
Section 6. Title 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.480 is amended to read as follows:
11.24.080—Passenger loading zones.
In addition to laading zones established in this chapter, the City Council may from time to time
designate by resolution special passenger loading zones, and it is unlawful for the operatar of
any vehicle to park in such a passenger loading zone ar to stap his vehicle for a longer time than
is necessary far the active loading or unloading af passengers, which time sha11 not be more than
three (3) minutes' duration.
Section 7. Title 11 (Vehicles and Traffic), Chapter 1 L24 (Stopping, Standing and
Parking}, Section 1 L24.090 {Bus Loading Zones—Designated) is repealed.
Sectian $. Title 11 {Vehicles and Traffie), Chapter 11.24 {Stapping, Standing and
Parking), Section 11.24.1 QO (Bus Loading Zones—Marking) is repealed.
Section 9. Tit1e 11 (Vehicles and Traffic}, Chapter 11.24 {Stapping, Standing and
Parking), Section 11.24.ll Q (Bus Loading Zones—Parking Prohibited} is repealed.
Seetion 10, Title 11 {Vehicles and Traffic), Chapter 11.24 {Stopping, Standing and
Parking), Section 11.24.120 is amended to read as follows:
11.24.120—Loading Zones—Designated.
A. The City Council may, by resolution, designate any of the streets, ar portians thereof as
loading zones for such days and periods af time as deemed necessary. It is unlawful far
the operator of a vehicle to stop his vehicle for a longer time than is necessary fc�r the active
loading or unlaading of passengers or materials, which time shall nat be more than three
{3) minutes for active lgading or unloading passengers, and not mare than twenty (20)
minutes for active loading or unloading materials. Loading zones shall be marked as
required by California Vehicle Code section 21458.
B. Any vehicle that has not mQved a distance of at least one hundred fifty (150) feet after the
exceedance of the zane time limit shall be deemed to have remained stationary.
Section 11. Tit1e 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking}, Section 11.24.130 {Schaol Bus Loading Zones—Established) is repealed.
Section 12. Title I 1 {Vehicles and Traffic), Chapter ll.24 (Stopping, Standing and
Parking), Section 11.24.140 is amended to read as foll�ws:
11.24.140—School bus laading zones—Marking.
The City Engineer shall cause the entire curb surface of schaol bus loading zanes to be painted
white, with the words "SCHOCIL BUS LOADING ZONE"or other appropriate language in green
letters thereon.
Seetion 13. Title 11 {Vehicles and Traffic), Chapter 11.24 {Stapping, Standing and
Parking), Section 11,24.154 is amended to read as follows:
11.24.150—School bus loading zones—Regulations.
It is unlawful for any vehicle except a school bus to park or stand in any area marked as a school
bus laading zone during the operating times designated by authc�rized signage or curb markings.
Appropriate signs showing the times when parking is allowed in the school bus zones sha11 be
placed in the area or immediate vicinity of the area of the schoal bus zones.
Section 14. Title 11 {Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.Z 60 {Parking Near Ilospita�s) is repealed.
Section 15. Tit1e 1 i (Vehicles and Traffic), Chapter 11.24 {Stopping, Standing and
Parking), Section 11.24.170 is amended to read as follows:
11.24.170—Time limited parking zones.
A. The City Council may, by resolution, establish time limited parking zones for such days
and periods of time deemed necessary.
B. It is unlawful far any persan to allow any vehicle under his cantrol Qr in his custody to
remain, stand ar park for longer than the time limit during operating hours designated by
authorized signage ar curb markings, ar by paid parking device indication, placed in the
area or immediate vicinity af on-street parking spaces or in parking facilities. Locatians
of time limited parking zones shall be shows an the traffic cantrol map established pursuant
to the provisions of Section 11.04.020 and on file in the office af the City Clerk.
C. It is unlawful for any person to re-park a vehicle under their control or in their custody
within the same block face or parking facility after the expiratic�n Qf the maximum pasted
time limit. The vehiele may not return to the initial block face or parking facility sooner
than twQ hours fallowing the expiration of the initial time period.
Section 16. Title 11 {Vehicles and Traffic�, Chapter 1124 (Stopping, Standing and
Parking), Section 1124,I 80 (Two Hour Parking Zones) is repealed.
Section 17. Title 11 {Vehicles and Traffic), Chapter 11.24 {Stapping, Standing and
Parking), Section 11.24.190 (One Hour Parking Zones) is repealed.
Section 18. Title ll (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.200 {Forty-Five Minute Parking Zones}is repealed.
Section 19. Title 11 {Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.210 (Thirty-Minute Parking Zones} is repealed.
Seetion 20. Title 11 (Vehicles and Traffic}, Chapter 11.24 (Stopping, Standing and
Parking), Section 1 L24.220 {Twelve-Minute Parking Zones} is repealed.
Section 2L Title 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 1124.230 is amended to read as follaws:
11.24.230—Parking and loading in alleys.
A, It is unlawful to park any vehicle in any of the alleys within the City, except as follows:
1. Where posted, vehicles may park in such alleys while actively laading and
unloading oniy, for a period of time not to exceed fifteen minutes;
2. Where a temporary permit is abtained from the City C1erk, vehicles may
temporarily park in such alieys for a longer period than fifteen minutes,as specified
in the permit, for loading and unloading purposes;
3. At no time sha11 an alley be blocked sa as to prevent the movement of traffic.
B. Loading zones sha11 be establish�d pursuant ta the provisions of Sectic�n 11.04.120,and the
areas sa established sha11 be designated on the traffic control map on file in the office of
the City Clerk and designated by signage and/or curb markings.
Section 22. Title 11 (Vehicles and Traffic}, Chapter 11.24 {Stopping, Standing and
Parking), Sectian 1 L24.250 is amended to read as follows:
11.24.250—Total consecutive hours time limit.
No person wha owns, or has possessic�n, custody or contral of any vehicle, shall park his vehicle
upon any street, a11ey, public highway or public property for more than a consecutive period of
seventy-two {72) hours.
Section 23. Tit1e 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking}, Section 11.24,260 is amended to read as fallows:
11.24.250—Private areas.
A. It is unlawful for the aperatar of any vehicle to park or stand his vehicle in any private
parking area within the City, and which is situated on private property, without cansent of
the owner, manager, or lessee, provided the area is conspicuously posted against such
parking with signs referring to the ordinance codified in this section and bearing the name
and telephone number af the police department.
B. The police department sha11 require the notarized signature of the owner,manager,or lessee
of the property, parking facility, c�r space on a "consent to enforeement" form, which sha11
be kept on file at the police department, and give to the City the authorization to enfarce
parking restrictions in parking facilities praperly posted pursuant to Section 11.24.2b4 of
this cc�de.
Section 24. Title 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Sectian 11.24.270 {Parking on Grades) is repealed.
Section 25. Tit1e Z 1 (�ehicles and Traffic), Chapter 11.24 {Stapping, Standing and
Parking}, Section 11.24.280 {Prohibited an Streets Authorized for Special Purpose} is repealed.

Section 27. Tit1e 11 (Vehicles and Traffic}, Chapter 11.24 (Stopping, Standing and
Parking), Seetion 11.24.300 is amended to read as fflllows:
11.24.300—Parking far disabled persons.
A. Specific parking spaces, and such other places as the City Council may hereafter specify
by resolution, are reserved for parking vehicles that disp�ay either a special identification
license plate issued pursuant tQ California Vehicle Code section 5007 ar a distinguishing
placard issued pursuant ta Califarnia�ehicle Code sections 225I 1.55 or 22511.59.
Such disabled persons shall be allowed to park in said spaces for unlimited periods of time
without being required to pay any parking fees. As a condition tfl this privilege,the vehicle
must display a distinguishing license plate which is issued by the California Department af
Mator Vehieles to disabled persons upon applieation therefor.
B. �hen authorized signs and markings are in place giving notice of such special parking for
disabled persons,no ather person sha11 stop, stand or park a vehicle in the designated space
for any length of time whatever,
Section 28. Tit1e 11 {Vehicles and Traffie), Chapter ll.24 (Stopping, Standing and
Parking), Section 11.24.310 is amended to read as follows;
1L24.310—Parking for disabied persons on private property.
Whenever a private parking facility of a commercial establishment is posted with notice of special
parking for disabled persons, no nondisabled person shall stop, stand or park a vehicle in such
designated space. A disabled person shall be allowed to use sueh space only when the vehicle he
occupies displays the distinguishing license plate issued by the Califarnia Department of Motor
Vehicles to disabled persons.
Sectian 29. Title 11 (Vehicles and Traffic), Chapter 11.24 {Stopping, Standing and
Parking}, Section I 1.24,320 (Parking for Law Enforcement and Fire Vehicles} is repealed,
Section 30. Title I 1 (Vehicles and Traffic}, Chapter 11.24 {Stopping, Standing and
Parking}, �ection 11.24.330 {Parking at the Redding Municigal Airport) is repealed.
Section 31. Title 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking}, Section 11.24.340 (Residential Parking Permit Areas—Purpose} is repealed.
Sectian 32. Title 11 {Vehicles and Traff c}, Chapter 11.24 {Stopping, Standing and
Parking}, Section 11.24.350 is amended to read as follows:
11.24.350—Residential parking Permit areas—Designation.
A, Pursuant to California Vehicle Code section 22507, the City Council may, by resolution,
designate an area of the City as a residential parking permit area if the City Council finds
that the area is predominantly residential, nan-residential parking regularly interferes with
the use of eighty-five percent{$5%} of the available public street parking and that limiting
the parking of vehieles alflng the streets in the area to vehicles registered to or controlled
and exclusively used by persons residing in the area is necessary in order to enhance the
quality of life of persons residing in the area. Residential parking permit areas are restricted
to residential zones only and also are prohibited in any parcel with a mixed-use
neighbonc��od overlay.
1. Residents of any residential area may petition to add or tfl remove areas from the
City's residential parking permit areas. Residents of the area must submit a general
petition of interest to the City Clerk representing at least sixty-five percent(65%}
c�f the residences and businesses af the area in suppart of ar in opposition c�f the
addition or removal of the residential permit area.
2. Residents may submit a petition satisfying the requirements of subdivision(A)(1)
ta request adding or removing a street segment to an existing program area. These
petitians must be submitted ta the City C1erk. Residents of the proposed streets
segment will be given at least thirty {30) calendar days' notice prigr to
implementation of the preferential parking program.
B. The resolution designating an area of the City as a residentiai permit parking area sha11
describe the designated area along which parking wili be limited to vehicles registered to
or controlled and exclusively used by persons residing in the area.
Sectian 33. Title 11 (Vehicles and Traffic}, Chapter 11.24 (Stopping, Standing and
Parking}, Sectian 11.24.360 is added to read as follaws:
11.24.360—Residentiai parking permit—Fees.
The annual fee and renewal fee far residential parking permits shall be established by resolutian
of the City Couneil.
Section 34. Title 11 {Vehicles and Traffic}, Chapter 11.24 {Stopping, Standing and
Parking), Section 11.24,370 is added tfl read as foll�ws:
1L24.370—Residential parking permit area—Disestablishment.
A residential parking area may be disestablished by resolution of the City Cauncil.
Seetion 35. Tit1e 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking), Section 11.24.380 is added to read as follows:
11.24.3$0—Penalties, liability and enfarcement.
A. The follnwing acts sha11 canstitute fraudulent use of a permit punishable as a misdemeanar
and by a fine �o be established by resolution of the City Cauncil andlor may result in
revocation of any permit currently held:
l. Falsely representing oneself as eligible far a parking permit or furnishing false
information in an application therefore.
2. Knowingly committing any act that is prahibited by the terms of this Chapter or
any ordinance ar resalution enacted by authority granted by this Chapter.
Section 36. Title ll {Vehieles and Traffic), Chapter 11,28 (Parking Meters} is hereby
renamed and re-titled to be Chapter 1 L28 {Paid Parking Devices}.
Seetion 37. Tit1e 11 (�ehicles and Traffie), Chapter 11.28 (Paid Parking Deviees},
Section 11.28.010 is amended to read as follows:
11.28.010—De�nitions.
Wherever, in this Chapter, a phrase or term that has been defined in SectiQn 11.24.01 Q appears, it
shall have the same meaning as that set fflrth in Section 11.24.010.
Section 38. Tit1e 11 (Vehicles and Traffic), Chapter 11.28 {Paid Parking Devices),
Section 11.28.020 is amended to read as follows:
11.28.020—Faid parking zone designated.
The City Council may, as traffic eonditions require, designate by resalution paid parking zones
upon such streets or partions of streets of the City as are selected for the location of paid parking
zones. The City Council may modify or eliminate paid parking zones. The areas, streets and
portions of streets designated as paid parking zones shall be depicted on the traffic control map
adopted pursuant tfl Section ll,44.020 and an file in the office flf the City C1erk.
Section 39. Title 11 (Vehicles and Traffie}, Chapter 11.28 {Paid Parking Deviees},
Section 1 i 28.430 is amended to read as follows:
11.28.034—Parking space marking.
The City Engineer is directed and authorized to mark off individual parking spaces in the parking
zones designated in Section 11.28.020 and in sueh other zones as may hereafter be established.
Such parking spaees shall be designated and described by lines painted or durably marked on the
curbing or surface af the street, by signage or by paid parking device.
Section 40. Title 1 i (Vehieles and Traffic}, Chapter 11.28 {Paid Parking Deviees),
Section 11.28.040 is amended to read as follows:
11.28.040—Installation.
The City Engineer, ar histher designee, shall cause paid parking devices to be installed and shall
cause paid parking spaces tc�be designated within paid parking zones,as hereinafter provided. The
City Engineer, or hislller designee, sha11 be responsible for the regulation, control, operation,
maintenance and use of such paid parking deviees. Each device sha11 provide indicatian to the
operator of the vehicle that a legal parking period has begun upon the depasit of the appropriate
City-authorized form of payment for the period of time designated by signage. When a lawful
time limit, it will indicate by a proper visible signal that the lawful parking period has expired and
in suc1�cases the right of the vehicle to occupy the space ceases and the operator, owner,possessor
or mana.�er thereof is guilty af an infraction and subjeet to fine,immobilization,or impoundment.
Section 41. Title 11 (Vehicles and Traffic), Chapter 11.28 (Paid Parking Devices),
Section 11.28.454 is amended to read as follows:
11.28.050 - Operation.
V�henever any vehicle shall be parked in any space that requires payment within a paid parking
zone, as indicated on posted signage andlor paid parking device, during the established payment
hours, the awner, operator, manager or driver of said vehicle shall, upon entering said space,
immediately initiate a paid parking session through a designed and City-appraved payment
meth�d.
Section 42. Tit1e 11 (Vehicles and Traffic}, Chapter �1.28 (Paid Parking Devices),
Section 11.2$.460 is amended to read as follows:
11.2$.060—Time limits, charges, and hours of operation.
Rates, as they relate to paid parking devices and their_hoursm may be established from time-to-time
by a resolutiQn of the City Council.
Section 43. Title 11 {Vehicles and Traffic), Chapter 11.28 (Paid Parking Devices),
Section 11.28.070 is amended to read as follows:
11.28.070—Issuance of parking permits.
The City Engineer may issue parking permits for City-owned or city-operated parking facilities
and streets on a weekly,monthly, or quarterly basis. The City Council may set forth,by resfflution,.
the amount of parking permits issued and shall designate the speeific parking facilities and streets
to which parking permits are to apply. Parking permit holders are to follow each parking facility's
regulations.
Seetion 44. Tit1e 11 {Vehicles and Traffie), Chapter 11.28 {Paid Parking Devices),
Section 11.2$.075 {Employee Parking Permits) is added to read as follows:
ll.2$.075—Employee parking permits.
A. The purpose of this sectian is to pravide additional parking resources to employees working
in the City's downtown areas. Pursuant to California Vehicle Code section 22507(b), by
resalution of the City Council, an employee parking germit program may be utilized tQ
designate employee parking permit zones that will imprave parking availability far
eustomers if the use of the permits wi�l not adversely impact parking canditians far
residents and merchants in the area.
B. The City Manager, or hislher designee, may issue downtown employee parking permits
with a term not to exceed one (1) year subject ta the requirements set farth herein and any
administrative rules or regulatic�ns which may be implemented to enforce this Chapter.
C. Emplayee parking permits can be obtained through the City Clerk. Persans obtaining
permits must verify place of emplayment,
D. A vehicle whieh displays a valid downtown emplayee parking permit shall be permitted to
stand or be parked in an employee permit parking zQne far which the permit has been issued
during the haurs and times indicated on posted signage.
E. Employee parking zones will be indicated by authorized posted signage and thraugh the
City's traffic eontrol map adapted pursuant to Section 11.04.02Q, and on file with the City
Clerk.
F. This sectian sha11 not be construed as providing any guarantee to a parking space nor sha11
it be construed as creating a property interest in any such permit.
Seetion 45. Tit1e 1 i (Vehicles and Traffic}, Chapter 11.28 (Paid Parking Devices),
Section 11.28.080 is amended to read as follows:
11.28.0$0—Violations designated.
It is unlawfui and a violation of the provisiQns of the chapter for any person to do the following:
A. To cause, a11ow, permit or suffer any vehicle operated by him to be parked overtime, or
beyond the periad of 1ega1 parking time established for any paid parking zone as described
in this Chapter, or to make payment for the purpflse of parking beyond the maximum legal
parking time for the particular paid parking zone, except as provided in
Sections 1 I.28.090 and 11.28,1 Q0.
B. To permit any vehicle to remain or to be placed in any parking space when the vehicle
oceupying the parking spaee has already been parking beyand the period prescribed far the
parking space, except as prflvided in Sections 11.28.090.
C. To park any vehicle across any line or marking of a parking meter space t�r in such position
that the vehiele is not entirely within the area designated by such lines c�r markings.
D. No persc�nal shall tamper with or open any paid parking device, d�posit or cause to be
deposited in any parking payment device any s1ug,buttan,or any other device or substance
as substitutes for 1ega1 tender of the United States, counterfeit or alter any parking receipt
or tamper with a paid parking device to show payment during a time for which no payment
was made.
E. No person sha11 cause, a11ow, or permit any vehicle to remain parked in any parking space
that requires payment within a paid parking zone unless a paid parking session has been
initiated ar other approved method c�f payment made indicating that paid parking fees have
been paid is displayed by the paid parking device.
Section 46. Tit1e 1 i (Vehicles and Tra�c), Chapter 11.28 (Paid Parking Devic�s},
Sectic�n 11.28.090 is amended to read as follows:
ll,28.090—Temparary parking permit�rogram.
Any person within the paid parking zone may park his or her vehicle in violation of the provisions
of subsections A and B of Section 11.28.080; provid�d, that such person has complied in every
respect with the following regulations:
A. The temporary use is ane of the following:
1. Any person carrying on any building eonstruction, alteratian, repair or addition.
2. Any person engaged in courthouse or jail related law enforcement transpart
aetivity.
3. Any person engaged by, ar on behalf of, a public utility while conducting wark on
the utility.
B. The vehicle is being used at the time in performing the type of activity mentioned in this
seetion in the immediate vicinity of the paid parking space occupied by the vehicle;
C. An application shall be filed with the City Engineer. The application form is to provided
by the City c�r accessible thraugh the City's website and shall inciude the name of the
applicant, business address Qf the applicant, the nature af the business carried on by the
applicant, and a statement explaining the applicant's need to reserve parking spaces. The
permit may be issued 4n an annual,semi-annual or quarter�y basis at a rate to be determined
by resalution flf the City Council.
D. The appiicant must request the reservation af "no-parking" signage at least seven {7)
calendar days in advance of use. Such signs shall remain in place in place only during the
existence of the temporary use, and the City shall cause such signs to be remoued promptly
thereafter.
E. Temporary signs must be posted at least seventy-two {72) hours prior the time of
commencement of the authorized temporary use.
F. When signs authflrized by this Section are in place, no person shall operate, park, ar stand
any vehicle contrary to the directions and provisions of such signs. Any such vehicle shall
be subject to immobilization or impoundment.
Section 47. Title 11 {Vehicles and Traffic), Chapter 11.24 (Stopping, Standing and
Parking}, Section 11.28.095 {Hood — Courthouse or Jail Related Law Enforcement Transport
Activity} is repealed.
Seetian 48. Title 11 (Vehicles and Traffic), Chapter 11.24 (Stopping, S�anding and
Parking}, Section 11.28.100 (�Iood—I7tility} is repealed.
Seetian 49. Title 11 (Vehicles and TrafFic}, Chapter 11.24 {Stapping, Standing and
Parking}, Section 11.28.ll 0 {Hood—Loss}is repealed.
Section SQ. Title 11 (Vehicles and Traffie}, Chapter 1128 {Paid Parking Devices),
Section 11.28.120 is amended to read as foilows:
11.28.124—Temporary Parking Permits—Revocatian or Suspensian.
A. The City Engineer may revoke or suspend any temporary parking permit or allowance of
a temporary no parking zone for any of the following reasons:
l. ViThen the circumstance or need under which the permit was granted no longer
eXists.
2. When the permittee ceases ta carry any business license that may be required by
the City as prQvided elsewhere in this code, or fails to pay the current business
license fee due thereunder.
3. When the temporary na-parking signage is used to fc�r a purpose other than the
business purposes permitted by this Chapter.
4. When the temporary no-parking signage is not removed immediately upon
completion of the work for which this Chapter permits.
5. When any person other than tne permittee or his or its regular emplayees or agents
is allowed to use the temparary na-parking signage.
6. In the event of a viQlation of Section 11.2$.130.
B. In the event any tempc�rary no-parking permit Qr allowance for a temporary no parking
zane issued pursuant to this Chapter is revoked or suspended far a violation of this Chapter,
the permittee sha11 immediateiy deliver the temporary no-parking signage to the affice of
the City Engineer upon receipt of notice of revocation ar suspension by mai1. The permittee
may, in writing and no later than ten (10) calendar days after the date of znailing of the
notiee of revocatian or suspension, request a hearing into the reason for the revocation or
suspension by the City Engineer. The hearing sha11 be at such time and place as the City
Engineer, or hislher designee, may designate. Unless the City Engineer, c�r hislher
designee, after hearing,waives the revocatian ar madifies the time limit of any suspension,
it shall remain in effect. No permittee shall be issued a new permit under the terms of this
Chapter within one hundred eighty (180) calendar days of a revocation. The decisivn of
the City Engineer sha11 be final and there shall be no right of appeal except as may be
permitted by the California Code af Civil Pracedure.
Seetion 51. Title 11 (Vehicles and Traffic}, Chapter 11.28 (Paid Parking L?evices},
�ection 1128.130 is amended to read as follows:
11.28.130—Violations.
It is unlawful and a violation of the provisions of this Chapter far:
A. Any person other than the permittee,his regular employees or agents to use any temporary
na-parking signage issued pursuant to this Chapter.
B. Any person other than the permittee, his employees or agents or a member of the police
department to remove any temporary no-parking signage.
C. Any person to use any contrivance, appliance, device or thing ta cover the temporary no-
parking signage.
D. Any person, in any way, to tamper with, deface, mark on or injure any temporary no-
parking signage issued under the provisions of this Chapter.
Section 52. Title 11 {Vehieles and Traffic}, Chapter 11.2& (Paid Parking Devices),
Section I 12$.I40 is amended to read as follows:
11.28.140—Temporary street closures.
A. If the City Engineer, or his/her designee, determines that parking clasure is necessary, then
upon eompliance by the applicant with the terms and conditions of tne special event permit
and any permit issued by the California Department of Transportation, the City Engineer,
or hislher designee, in cooperatian with the Chief af Police, or hislher designee, may
temporarily prevent vehicular par�ing on all streets impacted by the permitted special event
for such length af time as is deemed necessary for the safety and protection of persons who
are ta use that portian of the street(s) during the special event.
B. If the City Engineer,or histher designee, determines that parking clasure is necessary,then
at least five {5) business days prior to the special event, the City Engineer, or hislher
designee, shall provide notice of the closure to owners andlor tenants of praperty located
on the street that is tc� be closed. The City Engineer, or histher designee, shall de�ermine
the apprapriate form af natice required to be given under this S�ction. The City Engineer,
or his/her designee, may require that the arganizer of the special event provide the natice
required to be given under this Section. Notwithstanding the preceding, failure to provide
the notice set farth herein sha11 nflt be cause tfl delay or cancel any special event otherwise
permitted pursuant to the Municipal Code.
Seetion 53. Title 11 (Vehicles and Traffic), Chapter 11,28 {Paid Parking Deviees},
Section 11.28.150 is amended to read as follows:
11.28.150 - Enforcement.
The City Manager and Chief of Police are hereby authQrized to designate regularly employed and
salaried employees of the City for parking enforcement of the provisions af this Chapter.
Section 54. Severability. If any section, subsection, subdivision, paragraph, sentence,
clause or phrase of this Ordinance, or its application to any person or circumstance, is for any
reason held to be invalid or unenforceable, such invalidity or unenforeeability sha11 not affect the
validity or enforceability of the remaining sectiQns, subsections, subdivisions, paragraphs,
sentences, clauses or phrases of this Ordinance, or its application to any person or circumstance.
The City Council of the City of Redding hereby declares that it would have adopted each section,
subsection subdivision paragraph, sentence, clause ar phrase hereof, irrespective of the fact that
any one ar more other sections, subsections subdivisions paragraphs, sentences, clauses or phrases
hereof be declared invalid or unenforceable.
Section 55. The City of Redding finds that this Ordinance is nflt a "project" according
ta the definition set forth in the Ca�ifornia Environmental Quality Act{"CEQA"), and,pursuant to
CEQA Guidelines sections 15060{c){2) {the activity will not result in a direet or reasonably
foreseeable indirect physical change in the environment) and 15061{b)(3) (there is n� possibility
the activity in question may have a significant effect on the environment�, the adoptian of this
ardinance is therefore not subject to the prQvisions requiring environmental review. This
ordinance establishes changes in administration in parking and will have no effect on traffic
vc�lume or any result impact to the environment resulting therefrom.
