DISCHARGE REQUIREMENTS FOR MERCURY, SILVER, AND ZINC

THE CITY CQUNCIL OF THE CITY(}F REDDING Dt�ES ORDAIN AS FQLLtJWS:
Section 1. Title 14 {Utilities}, Chapter 1416 (Sewers), Section 14,16.4�5 of the
Redding Municipal Code is hereby amended to read as follows:
1416.495 - Local discharge limits for permitted industrial users.
No permitted industrial user sha11 discharge industrial wastewater flaw to a public sewer of the
city unless the discharge conforms to the following locally derived constituent limitations and
meets the conditions of the industrial user's wastewater discharge permit. Wastewater diseharge
permits sha11 contain limits far the pollutants that are reasonably expected to be present in an
industrial user's effluent. Limits shall apply at the end of the industria� process waste stream. All
eoneentrations for metallic substanees listed below are for total recoverable metals unless
otherwise indicated.

*The limits for biochemical oxygen demand (BOD), total suspended solids {TSS}, and ammonia serve as
guidance. The city, however, reserves the right and discretion to apply mass-based limits(pounds per day
limits)for these constituents ta wastewater discharge permits as needed.
Section 2. Severability. If any section, subsectian, sentence, clause or phrase of these
ordinances is for any reason held by a cflurt of competent jurisdiction to be invalid ar
uncflnstitutional, such deeisiQn shall nat affect the validity of the remaining portions of the
ordinances. The City Council of the City af Redding hereby declares that it would have passed
this ordinance and each section, subsection, sentence, clause and phrase thereof irrespective of
the fact that one or more sections, subsections, sentenees, clauses or phrases may be he�d inva�id
ar unconstitutional.
Section 3. This Ordinance is exempt from CEQA pursuant ta the "common sense"
exemption (14 CCR I 5061{b)(3)}, as it can be seen with certainty that there is no possibility that
the adoption of the Ordinance will have a significant effect c�n the enviranment. This ordinance
restores local discharge limits to the same limits as approved by the Central Va11ey Regional
�Vater Quality ContrQl Board (RWQCB). These local limits outline the restrictions far industrial
user permits, which are based upan the discharge requirements af the NPDES pertnits for the
wastewater treatment plants. As such, the adoptian of ordinance will have na change to the
existing physical environment.
Section 4. This ordinance sha11 take effect thirty (30} days after the date of its
adoptiQn, and the City Clerk sha�� certify to the adoptian thereof and cause publicatian according
to 1aw.

Council af the City of Redding at a regular meeting on the 21 st day of June, 2022, and was duly
read and adopted at a regular meeting an the 19th day of Ju1y, 2022, by the fQllowing vote:
