A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
RESCINDING RESOLUTION NO. 81-155 AND ESTABLISHING NEW SEWER
SERVICE CHARGES.
WHEREAS , Resolution No. 81-155 established sewer service
charges; and
WHEREAS, Section 14 . 16 . 030 of the Redding Municipal Code
provides that sewer service charges may be fixed, altered,
changed, amended or revised by the City Council by resolution;
and
WHEREAS, the City Council deems it to be in the best inter-
ests of the City and its citizens that all utility services of
the City be self-supporting and not subsidized as to their
operational costs by revenues raised through the imposition of ad
valoreum taxes or other sources of revenue; and
WHEREAS , the City Council has determined that the existing
rates and charges do not produce sufficient revenue to pay all
the costs related to the sewer system and staff has recommended a
new schedule of sewer service fees, attached hereto as Exhibit
"A" ; and
WHEREAS, the City Council deems it to be in the best inter-
ests of the City and its citizens that said new schedule of sewer
service fees be established as recommended; and
WHEREAS , staff has reviewed the requirements of CEQA under
Section 15273 as it relates to sewer connection charges and is of
the opinion that the proposed increase in charges is not subject

to CEQA, with said findings being based on the following: the
charges may be used to meet operating expenses , wages, employee
benefits, to allow repair and replacement of the existing system,
to increase capacity within existing service areas as a product
of continuing growth and more efficient use of land, to provide
for reconstruction and replacement of substandard portions of the
system, to make emergency repairs as the need arises, to pump,
transmit and treat sewage originating from existing service
areas , to obtain service and supplies , to plan and manage the
system and to process payments;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . Resolution No. 81-155 is hereby rescinded.
2. Pursuant to Section 14. 16 . 100 of the Redding Municipal
Code, revised sewer service fees are hereby established in
accordance with the fee schedule which is attached hereto as
Exhibit "A" and incorporated herein by reference .
3 . This resolution shall become effective October 1 , 1985
and shall be applicable to all customer billings on or after
November 1 , 1985.
I HEREBY CERTIFY that the foregoing resolution was intro-
duced and read at a regular meeting of the City Council of the
City of Redding on the 16th day of September , 1985

EXHIBIT "A"
CITY OF REDDING
Monthly Sewer Service Fees
Class I - Residential users :
IA - Single family - $8 . 00 per residence
IB - Multiple family - $4. 00 per unit
Class II - Users that discharge a wastewater similar in strength
to that of domestic wastewater:
Class IIA and IIB users charged on the basis of water
consumption shall pay a fee of $. 88 per thousand gallons of
water used.
Class IIA and IIB users charged on the basis of household
equivalents shall pay a fee of $8 . 00 per household equiva-
lent discharged.
Class III - Users that discharge a wastewater greater than
domestic wastewater in strength:
Class IIIA - Restaurants are the only users in this class
based on the measured strength of their wastewater. For
restaurants charged on the basis of water consumption, a fee
shall be assessed of $1 . 09 per thousand gallons of water
used. For restaurants charged on the basis of household
equivalents, a fee shall be assessed of $8. 00 per household
equivalent discharged where 1 . 24 household equivalents are
assessed for each 9, 075 gallons discharged per month (300
gallons per day times 30 . 25 days per month) .
Class IIIB - Class IIIB users shall be assessed a fee of
$8 . 00 per household equivalent discharged based on monitor-
ing of flow and wastewater strength.
Class IV - Users that have no prior history of water use:
Class IV users shall pay an appropriate fee as provided for
Classes II and III.
