A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
• APPROVING A COMMERCIAL AIR CONDITIONING LOAD MANAGEMENT
PROGRAM AND ESTABLISHING A SCHEDULE OF RATES FOR SUCH
PROGRAM.
WHEREAS, a conservation of electrical energy is in the
public interest; and
WHEREAS, air conditioning load management programs assist- in
shaving the energy peak; and
WHEREAS, commercial installations of air conditioning units
in the Redding area average approximately 20 tons each, therefore
making it most cost effective to institute a commercial air
conditioning load management program; and
WHEREAS, the program provides a monetary benefit to the City
and the user of the program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Redding hereby approves the commencement of a commercial
air conditioning load management program as outlined in the May
15 , 1985 memorandum to the City Council made the Director of the
Electric Utility.
BE IT FURTHER RESOLVED that the attached supplemental
schedule of rates, which establishes the rate for the STEP air
conditioning load management program, is hereby approved.
I HEREBY CERTIFY that the foregoing resolution was intro-
duced and read at a regular meeting of the City Council of the
City of Redding on the 20th day of May , 1985, and

SUPPLEMENTAL SCHEDULE OF RATES
for
General Service Rate
or
Commercial Heating and General Power Rate
Voluntary Controlled Air Conditioning Service
Shave The Energy Peak Program
(STEP AIR CONDITIONING LOAD MANAGEMENT PROGRAM)
AVAILABILITY
Throughout the entire City of Redding service area where the
facilities of the City of Redding Electric Utility are available,
or are currently serving a General Service Rate or Commercial
Heating and General Power Rate customer. This Supplemental
Schedule shall be available from the effective date of adoption
until September 30, 1990 , unless rescinded prior to said date by
action of the City Council.
APPLICABILITY
At the request of the customer and at the sole option of the
City, to all general power and lighting service, when all energy
is supplied at one point of delivery. Service under this
Supplemental Schedule is provided to customers who have electric
central air conditioning, which, in the opinion of the City, is
suitable for controlled service.
CHARACTER OF SERVICE
Single-phase or three-phase, 60 hertz , and at one standard
nominal voltage as mutually agreed by the City of Redding
Electric Utility and the customer and subject to availability at
the point of delivery.
RATE
The monthly rate for electric service shall be the current
applicable General Service Rate or Commercial Heating and General
Power Rate in effect, less a Participation Discount per ton of
controlled air conditioning per applicable month.
Participation Discount:
June through September billing periods
Central Air conditioning Cycling $1 . 30 per ton
connected
If energy consumption is zero for any month within the
discount billing period, no Participation Discount shall be
applied to the bill.
SPECIAL CONDITIONS
1 . Written Consent:
Service under this Supplemental Schedule shall be
provided only upon the written consent of the customer and
the owner of the air conditioning equipment (or their

authorized agents) . Written consent to retain service under
this Supplemental Schedule shall be obtained from new
customers and owners within thirty (30) days after such
account is established at locations where control equipment
is in place. If written consent is not obtained,
participation in the program will be terminated.
2 . Control Period:
Air conditioning cycling control will be accomplished
between the hours of 8 :30 a.m. and 10 : 30 p.m. by
interruption of controlled air conditioners for a period not
to exceed 10 minutes each half-hour. Air conditioners will
not be interrupted on weekends and holidays except as noted
in Special Condition 7 .
3 . Participation Discount Period:
The Participation Discount for central air conditioning
control is in effect for the four consecutive summer billing
periods beginning with the June billing period.
4 . Suitable Equipment:
Controlled air conditioning loads will be limited to
permanently installed electric central air conditioning
equipment served from branch circuits exclusively devoted to
such loads. Air conditioning equipment must have a
compatible low-voltage control circuit, control energy .
source, and accessible control equipment mounting location
as determined by the City of Redding Electric Utility. If
units are roof mounted, the City of Redding Electric Utility
shall determine if switch installation is possible without
undue risk to installers and/or customer ' s property.
5 . Multiple Air Conditioning Units :
Electric central air conditioning systems equipped with
multiple compressor units require the installation of radio
control equipment on all compressor units. The combined
tonnage of controllable air conditioning shall be multiplied
by the Participation Discount and deducted from the monthly
bill during the applicable months.
6. Non-suitable Equipment:
The air cooling and conditioning equipment listed below
is not suitable for cycling control . Customers with such
equipment are not eligible for controlled air conditioning
service, even if such non-suitable equipment is installed in
conjunction with electric central air conditioners:
A. Evaporative coolers.
B. Window or wall-mounted refrigerated air
conditioners.

7 . Emergency Control:
All controllable loads shall be subject to curtailment
when, in the City' s sole judgment, its energy resources ,
transmission capacity, or any combination of these is needed
to meet the demands of the System and to prevent an other-
wise: unavoidable outage: Emergency control under these
circumstances may exceed the restrictions of Special
Condition 2.
8 . Installation, Maintenance , and Removal :
Radio control devices and associated equipment will he
installed, tested, and maintained at the direction of the
City of Redding. Electric Utility at locations selected by
the City and at no expense to the customer. Upon termina-
tion of the Supplemental Schedule with respect to any
customer, all circuits will be returned to pre-program
operating conditions at the City' s expense.
9. Limited Participation:
Due to delivery and installation limitations of the
radio-controlled switches, participation in the program
shall be .limited to the availability of the switches .
Switches shall be assigned to customers requesting this
supplemental rate in a chronological order based upon the
date written consent is given in accordance with Special
Condition 1 .
