RESOLUTION NO. 9:542
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING THE ELECTRIC SERVICE POLICY FOR SERVICE TO
CUSTOMERS WITHIN THE SERVICE AREA OF THE CITY OF REDDING
ELECTRIC UTILITY.
WHEREAS, the City of Redding Electric Utility customers
continue to bear substantial capital costs associated with new
development Within the City; and
WHEREAS, increases in the City' s electric utility rates are
required from time to time to provide this capital; and
WHEREAS, it is in the best interest of the City' s electric
utility customers that the City not continue to carry the burden
of certain costs of new development in the City' s electric
utility rate base;
NOW, THEREFORE, BE IT RESOLVED that the Electric Service
Policy is established pursuant to the attached Exhibit "A" and is
incorporated herein and made a part hereof. The new Policy shall
replace existing policy and will apply to all construction
development improvement plans which are approved on or after
February 20 , 1985 . The new Policy will also apply to all Build-
ing Permits issued on or after February 20 , 1985. Approved '
construction development improvement plans and approved building
plans shall denote the Electric Service Policy in effect on the
date of approval.

Section A: Definitions
1 . City: This refers to the City of Redding, the City of
Redding Electric Utility or other subdivisions of the City
of Redding.
2 . Commercial Development: Development of a parcel for the use
of two or more Commercial Units.
3 . Commercial Unit: An individual commercial service. This
includes industrial , retail service and residential multi-
family type installations.
4. Customer: A person establishing a single service on a
single parcel.
5 . Developer: Someone who is establishing multiple services or
parcels.
6 . Electric Supply Facilities : Electric distribution facili-
ties on the source side of the meter.
7 . Electric Utility: The department (or other subdivision) of
the City of Redding which is responsible for administration,
operation, maintenance and capital improvements to the
City' s generation, transmission and distribution facilities
which provide electric service to the electric utility
customers within the service area of the City.
8 . Express Feeder: A distribution circuit which is designed to
provide electric service beyond the immediate development.
9 . Meter Facilities: Meter sockets, bypass switches , fuses,
conduits and instrument transformer compartments as required
by the City of Redding.
10. Planned Unit Development: A development which has been
classified by the City Planning Commission as a planned unit
development.
11. Point of Service : That point where the Service Lateral is
first spliced to the Secondary System. Also, the point
where a primary service is metered.
12 . Primary Voltage Equipment: Any equipment which is designed
for and used to carry or control high voltage (equal to or
greater than 1000 V) distribution systems. This includes,
but is not limited to, cables, splices, transformers and
switches . This definition does not include subsurface
structures such as conduits, Pull Boxes and Vaults .
13. Pull Box/Splice Box: A fabricated concrete (or other
approved material) box installed underground for pulling

electric cable and making splices. Horizontal dimensions
ranging up to and including 3 ' x 5 ' .
14 . Secondary System (Conduit, Pull Box, Conductors, etc. ) :
That part of the City of Redding' s system which is energized
below 1000 V. This does not include the Service Lateral
conduit and conductors .
15 . Service Conductors : The conductors (overhead or under-
ground) from the service entrance to the first splice away
from the building being served.
16 . Service Entrance Panel: The point at which the electric
supply lines enter the building to be served. This
includes , but is not limited to, the meter socket, main
breaker, service mast, weatherhead or underground pull
section and conduit to a point two feet beyond the build-
ing' s foundation.
17 . Service Lateral: The electric cable or conduit which
connects the Service Entrance Panel to the Secondary System.
18 . Underground Assessment District: Includes , but may not be
limited to, a group of property owners who have established
an assessment district for the purpose of paying for placing
all overhead electric facilities (except transmission)
underground or a group of property owners who wish to
develop unimproved land and share the cost of installation
of underground electric facilities.
19 . Underground District: An area in which the City has deter-
mined that all overhead electric facilities (except trans-
mission) will be underground. Refer to Municipal Code
Section 14. 04 for complete requirements.
20 . V: Volts.
21 . Vault: Similar to a Pull Box but horizontal dimensions are
greater than 3 ' x 5 ' .
Section B: General Requirements
The following General Requirements apply to all new services or
developments except as modified in Section C.
1 . Type of Service
Overhead service may be provided if overhead distribution
lines exist and service panel is 200 amperes or less. The
Developer/Customer shall be responsible for items listed in
Paragraph B. 2 per Electric Utility specifications.

If the parcel is in an underground service are or under-
ground service is to be established from overhead facili-
ties , the Developer/Customer shall be responsible for items
listed in Paragraph B. 3 per Electric Utility specifications.
Available secondary system voltages :
3 phase 120/208V, 240V or 277/480V
1 phase 120/240V or 120/208V
Available primary system voltage:
3 phase 12000V
The Electric Utility will make final determination as to
availability of these service voltages.
2. Overhead Services
For overhead service, all electric facilities on the supply
side of the electric meter, including the meter, except the
service entrance conductor, service mast and weatherhead,
will become the property of the City at the time electric
service is established. The City will own, operate and
maintain those electric facilities. The City will not
operate or maintain any facilities not owned by the City.
The City expects that all electrical equipment and electric
cable installed by the Developer/Customer for the City shall
be installed by qualified personnel. The Electric Utility
will make inspections to insure that such installations are
made per specification (standard) .
a. By Developer/Customer, as specified by the Electric
Utility:
1) Furnish and install Meter Facilities, service mast
and point of attachment.
2) Furnish and install service entrance conductors in
the service mast and weatherhead and make termina-
tions at the meter socket.
b. By Electric Utility:
1) Furnish specifications for Electric Supply Facili-
ties to be furnished and installed by the Deve-
loper/Customer.
2) Furnish and install revenue meter, metering
transformers and metering wiring.

3) Furnish and install overhead secondary and service
wires from the service pole to weatherhead and
transformer.
3. Underground Services
For underground service, all Electric Supply Facilities on
the supply side of the electric meter, including the meter,
except the conduit from the Service Entrance Panel to a
point two feet beyond the building, will become the property
of the City at the time electric service is established.
The City will own, operate and maintain those electric
facilities. The City will not operate or maintain any
facilities not owned by the City.
The City expects that all electrical equipment and electric
cable installed by the Developer/Customer for the City shall
be installed by qualified personnel. The Electric Utility
will make inspections to insure that such installations are
made per specification (standard) .
Underground Primary Charges
There will be a charge to the Developer/Customer of $6 . 00
per circuit/ft for all single phase primary wire and $9. 00
per circuit/ft for all three phase wire within the develop-
ment in excess of 150 feet per primary circuit into private
property. Payment shall be made prior to the time the
Electric Utility installs such facilities .
In all multi-tenant buildings, meters shall be located at
one central point on the building or an approved multi-meter
freestanding switchboard panel.
a. By Developer/Customer as specified by the Electric
Utility:
The following work shall be the Developer/Customer ' s
responsibility within the development and along the
portions of existing City streets within 150 feet
adjacent to the development.
1) Perform all trenching and backfilling including
backfill material.
2) Furnish and install primary conduit and Pull Boxes
(except conduit and Vaults for Express Feeders) ,
secondary conduit and Service Lateral conduit.
3) Furnish and install transformer pads.
4) Furnish and install Meter Facilities.

5) Furnish and install all secondary and Service
Lateral cable. The Service Lateral cable shall be
connected to the terminals in the Service Entrance
Panel.
6) Furnish and install street light bases, anchor
bolts , standards , arms , luminaires, wiring and
conduit.
7) Install Vaults and primary conduit for Express
Feeders as furnished by the City.
8) Provide all easements as required at no expense to
the City.
9) Furnish and install all underground street cross-
ings within the development and across any adja-
cent existing public streets.
b. By Electric Utility:
1) Furnish specifications for Electric Supply Facili-
ties to be furnished and installed by the Deve-
loper/Customer.
2) Furnish and install revenue meter, metering
transformers and metering wiring.
3) Furnish and install Primary Voltage Equipment.
4) Make final connections for street lights at base
of light standard, intermediate Pull Boxes and at
the supply point.
5) Furnish and install all splicing connectors on the
source side of the meter except at the Service
Entrance Panel.
6) Furnish conduit and Vaults for Express Feeders.
4 . Primary Metering
This policy applies to those Customers who receive power at
a primary voltage (above 1000V) . These requirements are in
addition to those in Sections B. 1 , 2 and 3 as is approp-
riate.
a. General
All electric facilities on the load side of the primary
metering point shall belong to the Customer. The City
will not operate or maintain those facilities.

In the event of an electrical fault on the Customer ' s
system, The City reserves the right to disconnect the
Customer ' s system until such time as the Customer can
demonstrate to the satisfaction of the Electric Utility
the fault has been corrected or electrically isolated.
The Customer shall provide protective equipment at the
Point of Service. It shall be the Customer ' s responsi-
bility to furnish, install, inspect and keep in good
and safe condition at his own risk and expense, all
appropriate protective devices of any kind or character
which may be required to properly protect the Custo-
mer' s facilities. The Electric Utility shall not be
responsible for any loss or damage occasioned or caused
by the negligence or wrongful act of the Customer or of
any of his agents, employees or licensees in omitting,
installing, maintaining, using, operating or interfer-
ing with any such protective devices. It shall be the
Customer' s responsibility to select and install such
protective devices as may be necessary to coordinate
properly with the Electric Utility' s protective devices
to avoid exposing other customers to unnecessary
service interruptions . This equipment, including
fuses, breakers , reclosers , relays and the associated
settings, shall be approved by the Electric Utility.
b. Installation by Customer as Specified and/or Approved
by the Electric Utility
1) Furnish and install all protection equipment on
the load side of the primary metering point. All
such equipment shall be approved by the Electric
Utility.
2) Furnish, install and maintain all equipment on the
load side of the primary metering point.
3) If supply is overhead, furnish and install the
deadend service pole and Metering Facilities. For
overhead primary service, all Electric Supply
Facilities on the supply side of the electric
meter point, including the meter, except the pole
and Meter Facilities, will be the property of the
City. The City will own, operate and maintain
those electric facilities. The City will not
operate or maintain any facilities not owned by
the City.
4) If supply is underground, furnish and install
conduit necessary to connect the supply system to
the metering point, including a concrete pad and
enclosure for the primary metering equipment. For
underground primary service , all Electric Supply
Facilities on the supply side of the electric

meter point, including the meter, except the
primary meter enclosure and enclosure pad, will be
the property of the City. The City will own,
operate and maintain those electric facilities.
The City will not operate or maintain any facili-
ties not owned by the City.
c. Installation by City
1) Furnish specifications for interconnection includ-
ing approval of fuse sizes, relay settings and
equipment as appropriate.
2) All meters , metering transformers and metering
wiring.
3) Make final connection to the electric system.
Section C: Requirements for Specific Types of Installations
The following specific requirements are modifications to the
General Requirements set out in Section B. These modifications
only apply to the specific type of service as listed.
1 . Individual Commercial Unit
For commercial services , submit panel drawings and load
calculations to the Electric Utility for approval if service
exceeds 200 amps.
2 . Individual Residential Unit
Service Laterals for residential services shall be limited
to not more than 100 feet from the Point of Service. If the
Service Lateral exceeds 100 feet, then the Customer shall
furnish and install a meter pedestal at a mutually agreeable
point within 100 feet of the point of service. The Customer
shall own all facilities on the load side of the meter.
3 . Commercial Development
For commercial services , submit panel drawings and load
calculations to the Electric Utility for approval if service
exceeds 200 amps.
4 . Residential Development
No changes to Section B, General Requirements.
5 . Mobile Home Development
Metering pedestals, if used, shall be approved by the
Electric Utility prior to installation.

6 . Planned Unit Development
a. Street Lighting
1) Public streets
All street lights installed along streets to be
dedicated as public streets and existing public
streets shall be installed per the General
Requirements.
2) Private property (private streets and private
facility lighting)
All lights installed on private property shall be
furnished and installed by the Developer. The
Developer or others shall be responsible for
maintenance of these lights. Electric usage may
be either metered or directly connected to the
City' s secondary system, subject to approval of
the Electric Utility, and billed through the flat
rate. The Electric Utility will not maintain
lighting installed on private property (except by
special agreement) .
7. Overhead to Underground Conversion
This policy applies to existing overhead electric distribu-
tion areas which are converted to underground electric
distribution by formation of an Underground District as a
result of City Council action or through formation of a
local assessment district.
If the formation of the underground district to convert
existing overhead electric facilities to underground elec-
tric facilities results from City action, the City will
assume responsibility for the"Developer' s" portion of B. 3 .a
(except for Service Lateral and Service Entrance Panel) .
If the formation of the Underground District results from
the formation of an "Underground Assessment District" by the
area property owners , the "Assessment District" shall be
responsible for the total cost of undergrounding the elec-
tric facilities. The "Developer' s" portion of B. 3 .a (except
Service Lateral and Service Entrance Panel) will be fur-
nished and installed by the City at the expense of the
Assessment District. The Assessment District shall also
reimburse the City for the cost of items in Subsection
B. 3 .b.
In either case, the individual Customers within the district
will be responsible to design, furnish and install the
Service Lateral conduit and conductor and the Service
Entrance Panel conversion to underground.

The City will provide the underground electric facility
design and administer the construction contract.
