RESOLUTION NO. 4-9y
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING A PUBLIC SAFETY TASK FORCE.
WHEREAS, the City Council has an interest in developing an
understanding of the level of services provided to the community
by the public safety forces of Redding; and
WHEREAS , an expression from members of the community would
be useful in assisting and developing that understanding;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding that a Public Safety Task Force is hereby
established. The composition and duties of the Task Force are as
follows : The Task Force shall consist of two elements, one
element to review the law enforcement field, and one element to
review the fire fighting field. Each element shall consist of a
group numbering eleven (11) .
The law enforcement element shall be composed of the City
Manager, the Chief of Police, one representative from the Police
Association, and seven citizens.
The fire fighting element shall be composed of the City
Manager, the Fire Chief, one member from the Fire Fighters
Association, and seven citizens.
The Council member who is appointed as liaison between the
Council and the Police and Fire Departments shall be a' member of
each element.
The seven-citizen members of each element shall be appointed
by the Mayor, and shall have either a residence or business
located within the corporate boundaries of the City of Redding.

The Task Force shall have a term of six (6) months. The
six-month period shall begin from the final-appointment date of
the citizen members.
At the end of that term, a report shall be submitted to the
City Council . The report shall be based upon a review of the
past activities and the level of services of the departments, the
present level of services of the departments, and a recom-
mendation regarding the direction the departments should follow
for the next five (5) years , through 1991 . The Task Force shall,
additionally, thoroughly investigate, study, and report on the
feasibility of establishing a public safety work force within the
City of Redding. The Task Force, in arriving at its report,
should compare the level of service provided in the City of
Redding to that provided in like-size communities, giving
consideration to community-economic dynamics.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 21st day of April, 1986 , and was duly
adopted at said meeting by the following vote:
