HomeMy WebLinkAboutReso. 1986 - 064 - Approving the city of redding entering into a northern california power pool planning participation agreement • • RESOLUTION NO. gL -G / A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE CITY OF REDDING ENTERING INTO A NORTHERN CALIFORNIA POWER POOL PLANNING PARTICIPATION AGREEMENT, NOT TO EXCEED $15, 000 . 00 , SUBJECT TO APPROVAL BY THE CITY ATTORNEY AS TO FORM, AND AUTHORIZING THE CITY MANAGER TO SIGN SAME. WHEREAS, the City Council of the City of Redding previously approved the expenditure of funds for the City of Redding to participate in the Northern California Power Pool Study to determine if the participants in the Study could realize a cost savings by sharing their electric power resources in an equitable manner; the participants in the Study being Modesto Irrigation District, Northern California Power Agency, Sacramento Municipal Utility District, City of Santa Clara, Turlock Irrigation District, Western Area Power Administration and City of Redding; and WHEREAS, the Study showed that there are definite benefits to be gained through power pooling amongst said participants; and WHEREAS, the technical representatives of said participants are convinced that power pool planning should begin as soon as practicable; and WHEREAS; the technical representatives have agreed amongst themselves to seek authorization from their respective governing bodies to participate in power pool planning activities, such activities to include refining the principles of the proposed • power pool, coordinating power resources and transmission planning, identifying the probable power resources and transmission facilities each participant will have in place by the year 2005 , and developing a plan for an immediate communication network amongst the participants to enhance intra-pool marketing; and WHEREAS, the cost to the City of Redding to participate in the Northern California Power Pool planning activities will not exceed $15 , 000 . 00; and WHEREAS, it is recommended that the City of Redding parti- cipate in the power pool planning activities to ensure that the City enjoys an equitable position within the power pool if the City is a participant in the power pool if and when It becomes operational; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows: 1 . That the City Council of the City of Redding hereby approves the City of Redding entering into a Northern California Power Pool Planning Participation Agreement, not to exceed $15, 000 . 00 , and subject to the City Attorney ' s approval as to form; and 2. That the City Manager of the City of Redding is hereby authorized and directed to sign all necessary documents on behalf of the City of Redding in connection with said Northern California Power Pool Planning Participation Agreement, and that the City Clerk is hereby authorized and directed to attest the -2- • • ' . , signature of the City Manager and to impress the official seal of the City of Redding on the aforesaid documents, when appropriate.
