HomeMy WebLinkAboutReso. 1987 - 300 - Recommending a proposed modification of the name of whiskeytown dam to clair a hill whiskeytown dam p 411 RESOLUTION NO. g7-300 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING RECOMMENDING A PROPOSED MODIFICATION OF THE NAME OF WHISKEYTOWN DAM TO CLAIR A. HILL WHISKEYTOWN DAM. WHEREAS, the Trinity River Division of the United States Central Valley Project was authorized by the Congress in 1955 , and completed by the United States Bureau of Reclamation in 1964; and WHEREAS, the project includes Trinity Dam and Clair Engle Lake, Lewiston Dam and Lake, Trinity River Fish Hatchery, Clear Creek Tunnel, Judge Francis Carr Powerhouse, Whiskeytown Dam and Lake, Spring Creek Tunnel and Powerplant, Clear Creek South Unit, Cow Creek Unit, and other features; and WHEREAS, Clair A. Hill, founder and President of Clair A. Hill and Associates, now CH2M Hill, an engineering firm in Redding, California, represented the Shasta County Board of Supervisors during the Authorization Hearings on the Trinity River Division, and testified before the Subcommittee on Irrigation and Drainage of the Committee on Interior and Insular Affairs; and WHEREAS, based on studies which he conducted entirely on his own initiative, Mr. Hill offered suggestions at the Hearings on how to make the Trinity River Division a better plroject by including a Whiskeytown Dam and Reservoir on Clear Creek, west of the City of Redding; and WHEREAS, Mr. Hill subsequently submitted to the Committee his report entitled "Clear Creek Alternatives for Trinity River Development" dated June 1954 ; and WHEREAS, as a result of Mr. Hill' s work, the United States Bureau of Reclamation modified the feasibility report on the Trinity River Division to include Whiskeytown Dam and Reservoir, OC' 9 '< 411 Clear Creek South Unit (Muletown Conduit) , and Cow Creek Unit (Bella Vista Conduit) to provide additional water supplies for the irrigation of lands on both the east and west sues of the Sacramento River, with no increase in project cost; and WHEREAS, Mr. Hill acted as Engineer for the City from January 1 , 1950 , to October 15 , 1952 ; WHEREAS, Mr. Hill is currently the Chairman of the California Water Commission, being first appointed in 1949 to the State Water Resources Board, a predecessor agency of the Commission, and has served as a member of the Commission under four Governors; and WHEREAS, Mr. Hill spent a lifetime in the development of California' s water resources to benefit all Californians, and it now seems appropriate to ensure that future generations will become aware of his contributions to the construction and operation of the water resources of the State of California; and WHEREAS, without Mr. Hill' s vision and farsightedness, there would be no Whiskeytown Dam nor any irrigation features of the Central Valley Project in Shasta County today; and WHEREAS, there is strong, growing local supportpfor a proposal to rename the Whiskeytown Dam in honor of Clailr A. Hill; and WHEREAS, the California Water Commission considered the name "Clair A. Hill Whiskeytown Dam" ; and on September 4 1987 , in Resolution No. 87-6 , recommended the proposed modification of the name of Whiskeytown Dam to the "Clair A. Hill Whiskeytown Dam" of the Trinity River Division of the United States Central Valley Project; NOW, THEREFORE, the City Council of the City Iof Redding hereby lends its support to the proposal to rename Whiskeytown Dam in honor of Clair A. Hill; and recommends that the name of Whiskeytown Dam be changed to the "Clair A.
