A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND ADOPTING CERTAIN SUPPLEMENTAL APPROPRIATIONS,
CALCULATED AS OF JUNE 16 , 1987 , AND TO BE EFFECTIVE FOR THE
REMAINDER OF THE FISCAL YEAR ENDING JUNE 30 , 1987.
WHEREAS, the City Council has previously adopted a budget
for the fiscal year ending June 30, 1987; and
WHEREAS, such budget contained estimated revenue and
appropriations for said fiscal year; and
WHEREAS, it has been determined by the Finance Director that
certain supplemental appropriations must be approved at this time
to balance the City' s accounts for said fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . That the foregoing recitals are true and correct.
2 . That it is deemed to be in the best interests of the
City of Redding to approve and adopt the following supplemental
appropriation and fund transfer at this time.
3. That said adjustment shall be in accordance with
Exhibit "B" attached hereto and incorporated herein by reference
as though fully set forth at this point.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of June , 1987 , and was
duly adopted at said meeting by the following vote:

for Supplemental Appropriation for
Sacramento River Trail--Planning
Background
August 18 , 1986 , Council approved $14 , 150 . 00 in additional
development on the Sacramento River Trail. (See attached staff
report) . On October 6 , 1986 ,. as specific items were purchased
Council approved a resolution for a supplemental appropriation in the
amount of $9 , 283 . 00 . The balance of $4 , 867 . 00 is now needed to order
a concrete pedestal and additional concrete benches .
Conclusions and Recommendations
Since Council approved the above request, we are requesting approval
for the required supplemental appropriation in the amount of
$4 ,867 .00 and a resolution for that purpose is attached hereto.

• . SUBJECT Sacramento River Trail - Bench
and Interpretive Trail Development

At the Council meeting of July 7, 1986, Councilwoman Gard inquired about an
interpretive trail program for the Sacramento River Trail . Over the last
several months , the Carter House Science Museum staff and several of its
volunteer members have been working on a concept and have prepared in draft.
form much of the narrative for an interpretive trail . They have identified
several locations along the trail that are unique in demonstrating natural
river ecosystems , riparian habitat, prevalent wildlife and sites of historical
significance, such as Waug's Ferry and Hotel near Middle Creek. Also along the
upper reaches of the Sacramento River and its tributaries are strong visual
reminders of the area's rich mining history.
The concept of the trail calls for (1) developing a master sign/map that
introduces the trail user to the type of experience to oe found on the cram ,
the distance of the trail , the location of each individual sign, and any
hazards along the trail such as poison oak, snakes, and the need to carry
water, and (2) developing 20 signs describing the significance of the river
corridor. Staff anticipates approximately ten signs on each side .of the River.
The staff was particularly concerned that the signs stand up to years of
exposure and abuse.
To this end, special anodized aluminum signs on concrete pedestals were
selected.
The signs will be produced by photographing the significant site, graphically
modifying a photo-negative to accentuate the importance of the site and then
having the resulting art work and narrative photographically transferred tr, the
anodized aluminum sign. The aluminum alloy signs stand up to years of our: e
exposure and vandalism. The U. S. Forest Service and the Bureau of Land
Management USE similar signs for back-country trails . The signs will be
orientated in a manner that allows the reader to view the subject site as they
are reading the sign; reinforcing the educational value of the interpretive
trail . •

Roy Maloney of Three Friends Design Studio, the firm selected by Carter House
to design the interpretive trail , has prepared a model of the first sign, which
will be available for review during the Council meeting. "Three Friends" also
designed and developed the current display at Carter House entitled "The
Sacramento River - Cycles and Changes." The concept proposed would carry over
part of that theme into the interpretive trail , which would be titled "The
Sacramento River Walk."

The concept of the interpretive trail has been envisioned as a major element to
the Sacramento River Trail for many years. In fact, the interpretive trail has
been listed in all of the State and Federal grant applications as a major
public benefit to developing the Sacramento River Trail .
In addition to Carter House's integrating the interpretive trail into their
programs, the staff foresees heavy use from area schools, churches, and clubs
as well as the general public.
Trail Benches
Both the Parks and the Planning Department staff have received several
comments concerning the lack of benches along the trail . Now that the trail
is over 2 miles long with 3 miles planned next summer, it is appropriate to
provide benches at various locations, especially for the many elderly users of
the trail . The remoteness of many sections of the trail dictate that the
benches also be of sturdy construction. The staff, with the assistance of the
Three Friends Design Studio designed a combination concrete and redwood bench
that would be durable and fit in well with the trail 's natural and man-made
elements. The bench design is attached for your review.

The Council should note that the cost of the benches may be significantly less
as the staff has been approached by several community organizations that want
to build and donate benches as a community project.
The cost estimates include developing the interpretive trail and benches on
both the existing trail and the phases to be built next July on the southwest
bank. It is estimated that the design work will take several months to
finalize. The end product will be a cooperative effort between the Carter
House and the Parks Department staff, a BLM archaeologist, a U. S.. Forest
Service naturalist, the Shasta County Historical Society, and the design
consultant.

It was the staff's original intent to fund these items out of the $85,000
budretNd for Phase 3 of the trail . The contract for Phase 3 required only
:- $50,450 +, leaving nearly a $35,000 surplus. Unfortunately, the final design
concepts and cost estimates were not available before the end of the 1985-1986
fiscal year. As a result, the surplus $35,000 in Park Development Funds was
not encumbered in the fiscal year for which they were budgeted and now require
a supplemental appropriation for the 1986-87 budget year.
It is the recommendation of the staff that the Council authorize the project as
outlined.
