RESOLUTION NO. 4 Ngo
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AND ADOPTING CERTAIN SUPPLEMENTAL APPROPRIATIONS,
CALCULATED AS OF JUNE 16 , 1987 , AND TO BE EFFECTIVE FOR THE
REMAINDER OF THE FISCAL YEAR ENDING JUNE 30 , 1987.
WHEREAS, the City Council has previously adopted a budget
for the fiscal year ending June 30, 1987; and
WHEREAS, such budget contained estimated revenue and
appropriations for said fiscal year; and
WHEREAS, it has been determined by the Finance Director that
certain supplemental appropriations must be approved at this time
to balance the City' s accounts for said fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . That the foregoing recitals are true and correct.
2. That it is deemed to be in the best interests of the
City of Redding to approve and adopt the following supplemental
appropriation and fund transfer at this time.
3. That said adjustment shall be in accordance with
Exhibit "D” attached hereto and incorporated herein by reference
as though fully set forth at this point.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 16th day of June , 1987 , and was
duly adopted at said meeting by the following vote:

Resolution for Supplemental Appro.
Background
April 21 , 1987 , Council approved the bidding process for furnishing
and installing carpet in the Civic Auditorium. June 3 , 1987 , two
bids were received, the low bidder being Hanes Incorporated in the
amount of $52, 115 . 00 for option 1 and $52 , 265 . 00 for option 2 .
Option 1 excludes the cost of a performance bond and option 2
includes the cost of a performance bond. Replacement of the carpet
and drapes were originally estimated at $85 , 000 .00 . $54 , 000 .00 was
budgeted in 1985/86 which was to be carried over into 1986/87 . These
funds, however, were not carried over as anticipated. $31 , 000 . 00 is
currently budgeted for carpet and drapes and there will be
approximately $35 , 000 . 00 in budgeted funds left over from the
reconditioning of our air conditioning unit which could be used.
Issues
The Civic Auditorium is under constant criticism from the private and
business sectors of our community because of the unsightly,
deteriorated condition of the carpet and draperies throughout the
auditorium.
Upon entering the auditorium, the condition of our carpet and
draperies is the first thing one notices and it leaves a lasting
impression. We have a very versatile and attractive building and we
need the new carpet and drapes to create an interior that we can also
be proud of.
Alternatives and Implications of Alternatives
Council may award the bid and approve the resolution for a
supplemental appropriation to replace the existing worn out carpet.
Council may elect not to award the bid and continue operating with a
building that is very unattractive.
Council may elect not to award the bid and budget for it in 1987/88 .
This would undoubtedly increase the costs to the City for the
replacement of the carpet.

Conclusions and Recommendations
To improve the overall general appearance of the Civic Auditorium
awarding the bid is the most desirable. Therefore, the Director of
the Civic Auditorium and I request your approval to award the
contract to the low bidder, Hanes Incorporated in the amount of
$52 , 265 . 00 which will include the performance bond. Inasmuch as this
proposed purchase is partially unbudgeted, Council approval is
requested for the required supplemental appropriation in the amount
of $22 , 000 . 00 and a resolution for that purpose is attached hereto.
