A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING EA ENGINEERING, SCIENCE, AND TECHNOLOGY, INC. TO
PREPARE A RESPONSE TO FERC' S LETTER TO THE CITY OF REDDING
DATED APRIL 23, 1987, REQUESTING ADDITIONAL INFORMATION ON
THE LAKE REDDING POWER PROJECT, AT A COST NOT TO EXCEED
$15, 000 . 00 , AND AUTHORIZING THE CITY MANAGER TO SIGN ALL
NECESSARY DOCUMENTATION IN CONNECTION THEREWITH.
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows:
1 . That the City Council of the City of Redding hereby
authorizes EA Engineering, Science, and Technology, Inc. (EA) to
prepare a response to the Federal Energy Regulatory Commission' s
letter to the City of Redding dated April 23 , 1987 , requesting
additional information on the Lake Redding Power Project, at a
cost not to exceed $15, 000 . 00 , as outlined in the letter from EA
to the City of Redding dated May 7, 1987, a true copy of which is
attached hereto and incorporated herein by reference.
2 . That the City Manager of the City of Redding is hereby
authorized and directed to sign all necessary documentation on
behalf of the City of Redding in connection therewith, and the
City Clerk is hereby authorized and directed to attest the
signature of the City Manager and to impress the official seal of
the City of Redding on the aforesaid documents, when appropriate.

Re: Responses to FERC letter dated April 23, 1987
Dear Rick:
I am writing in response to your request for analysis of what would be
required to respond to the April 23, 1987 letter from Dean L. Shumway ()a RC)
to Robert M. Christofferson, requesting additional information on the Lake
Redding power projects.
The letter requests additional information items ( 1 )(a), ( 1 )(c), ( 1 )(d),
(2)(a), (2)(c) and (2)(d) of FERC's January 8, 1987 letter to Redding, with a
specific information about items ( 1 )(a) and ( 1 )(c) due within 60 dayslof April
23, 1987.
For items ( 1 )(a) [quantification of impacts to chinook salmon rearinglhabitat]
and ( 1 )(c) [quantification of impacts to steelhead and rainbow trout spawning,
incubation, rearing, and adult holding habitat], FERC acknowledges that the
existing data are uncertain, but declines to grant a 1-year extension. As a
resolution, they ask that Redding consult with NMFS, USFWS, and CDFG on the
availability of appropriate chinook salmon, steelhead, and=rainbow trout
rearing data [and presumably also steelhead and rainbow trout spawning,
incubation and adult holding data].
The response to item ( 1 )(a) will be achieved by the Lake Redding Power Project
spawning gravel studies (under separate contract) if there is sufficient
information available from the agencies for the preparation of suitability
index curves. EA proposes to telephone and write letters to NMFS, USFWS, and
CDFG, followed up by personal visits, to obtain all available information for
preparing steelhead and rainbow trout spawning, incubation, and adult holding
area suitability index curves for the Sacramento River. EA then proposes to
schedule a group meeting with the agencies for their review and comment on the
suitability index curves prepared by EA from their data, and to establish
which additional information they may feel is necessary.
In the event insufficient data are available,
[almost a certainty] FERC
requests a proposed schedule for filing the responses to items ( 1 )(a) and
( 1 )(c) and agency continents on the schedule. EA would then develop the work
scope and schedule for collecting and analyzing the additional data and
preparing a report and would schedule a second group meeting with the agencies

to review the scope and schedule. Item ( 1 ) (d) requested by FERC is the
agency' s comments to all of this, which would be received in the form of
letters and included in the report.
The FERC letter does not give a deadline for the responses to (2)(a), (c), and
(d), nor does it provide any clarification on the specific information wanted
by FERC staff, but we assume that it was their intent for Redding to respond
in parallel to the response for items ( 1 )(a) and ( 1 )(c).
In order to respond to (2)(a), (c), and (d), EA will consult directly with
FERC staff (including, if necessary, a meeting at FERC headquarters) to find
out exactly what information FERC feels it needs to determine the feasibility
of successfully enhancing spawning, incubation, and rearing habitat downstream
of the project and to determine the amount of such habitat that could be
reasonably created and maintained throughout the life of the project. Any
further studies must be predicated on a clear understanding of the FERC's
informational needs, because the EIR made as detailed an analysis as is
reasonable with the existing information and the agencies have responses by
stating that no mitigation would be acceptable.
Once FERC's informational needs are established, EA would develop a study plan
meeting these needs to run in parallel with the studies to
resolve questions ( 1 )(a) and ( 1 )(c) . EA would review the study
plan with the agencies and solicit comments at the group meetings
described for the responses to, ( 1 )(a) and ( 1 )(c) .

The cost of this effort would be based on time and materials, and would not
exceed $10, 000 if no trip to FERC is made, and $15,000 if a FERC trip is
required.
