SUBJECT: Analysis and Recommendation Re:
i,, Bid Schedule #1896 , Line Truck and
Resolution for Supp. Appropriation
Background
March 16 , 1987, Council approved the bidding process for the purchase
of the above subject truck. April 16 , 1987 , two bids were received,
the low bidder being Pac Power in the amount of $111 ,512 .00 . The
projected number of line crews necessary to meet the needs of service
for the City' s electric power customers, in the summer months of
1988 , will utilize more line trucks than the City currently owns.
$100 , 930 . 00 is budgeted in 1986/87 for this purchase.
Issues
Should the City acquire the line truck programmed for the current
fiscal year in order to insure continuity of service?
Alternatives and Implications of Alternatives
Award the contract to the low bidder with the understanding that in
the next two or three years this equipment or other similar equipment
may not be required except during the peak construction activity time
of the year. As the City continues to grow, the equipment will be in
use more frequently until such time as it is in daily use.
Council may reject the bids, recognizing that there may be times
when, due to the lack of this equipment, delays in providing service
to the community may be unavoidable.
Conclusions and Recommendations
The acquisition of a new line truck is timely and necessary based on
projected construction activity in the coming years. Therefore, the
Director of Electric and I recommend that the contract be awarded to
the low bidder, Pac Power, in the amount of $111 , 512 . 00 . Inasmuch as
this exceeds the budget by $10 ,582 . 00 , approval of a supplemental
appropriation is required and a resolution for that purpose is
attached hereto.
Attachments
Attached is a tabulation of the bids on the above proposed contract
and a resolution for a supplemental appropriation.
