SUBJECT: Requesting Approval for Purchase/
Resolution for Supplemental Appro.
Computer Terminal--Police Dept.
Background
The Police Department received an Office of Criminal Justice Planning
(OCJP) State Crime Prevention Grant in July 1986 which expires in
June 1987 . The Grant identifies budget categories of Operating
Expenses and Equipment.
In December 1986 staff requested a modification of the Grant, trans-
ferring. funds from Operating Expenses to Equipment to purchase a
computer terminal for crime prevention use. Approval was received in
March 1987 .
The total cost of the computer terminal is $2 ,742 . 22 . Grant monies
will pay 80% , with the City' s portion being the remaining 20% . New
funding is not required. The cost is contained in the OCJP Grant
funds that were previously approved by Council.
Issues
Should the City Council approve the purchase of a computer terminal
for the Crime Prevention Unit?
Alternatives and Implications of Alternatives
Should the Council approve the purchase of the computer terminal, it
will be installed in the Crime Prevention Office located at Fire Hall
#5 . This would provide volunteers work access to information and
data essential to the program.
If the purchase is denied, volunteer workers will continue to do
"hand searches" for needed information as they have done in the past.
Another alternative is to delay the purchase and budget for it in the
1987/88 budget, however, the Grant monies will revert to the State as
of July 1 , 1987 .
Conclusions and Recommendations
Although State Grant monies are available for this purchase, it is
unbudgeted and will require a supplemental appropriation. It is the
Police Department' s and my recommendation that Council approve the
purchase and approve the attached resolution for a supplemental
appropriation in the amount of $2 ,742 . 22 .
