RESOLUTION NO. -/_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING AND ADOPTING CERTAIN SUPPLEMENTAL APPROPRIATIONS, CALCULATED AS OF APRIL 21 , 1987 , AND TO BE EFFECTIVE FOR THE REMAINDER OF THE FISCAL YEAR ENDING JUNE 30, 1987. WHEREAS, the City Council has previously adopted a budget for the fiscal year ending June 30, 1987; and WHEREAS, such budget contained estimated revenue and appropriations for said fiscal year; and WHEREAS, it has been determined by the Finance Director that certain supplemental appropriations must be approved at this time to balance the City' s accounts for said fiscal year. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding as follows : 1 . That the foregoing recitals are true and correct. 2. That it is deemed to be in the best interests of the City of Redding to approve and adopt the following supplemental appropriation and fund transfer at this time. 3. That said adjustment shall be in accordance with Exhibit "C" attached hereto and incorporated herein by reference as though fully set forth at this point. B-050-100-000 CITY MANA R FROM: Director of Finance / 2r SUBJECT: Requesting Approval for Purchase/ Resolution for Supplemental Appro. Computer Terminal--Police Dept. Background The Police Department received an Office of Criminal Justice Planning (OCJP) State Crime Prevention Grant in July 1986 which expires in June 1987 . The Grant identifies budget categories of Operating Expenses and Equipment. In December 1986 staff requested a modification of the Grant, trans- ferring. funds from Operating Expenses to Equipment to purchase a computer terminal for crime prevention use. Approval was received in March 1987 . The total cost of the computer terminal is $2 ,742 . 22 . Grant monies will pay 80% , with the City' s portion being the remaining 20% . New funding is not required. The cost is contained in the OCJP Grant funds that were previously approved by Council. Issues Should the City Council approve the purchase of a computer terminal for the Crime Prevention Unit? Alternatives and Implications of Alternatives Should the Council approve the purchase of the computer terminal, it will be installed in the Crime Prevention Office located at Fire Hall #5 . This would provide volunteers work access to information and data essential to the program. If the purchase is denied, volunteer workers will continue to do "hand searches" for needed information as they have done in the past. Another alternative is to delay the purchase and budget for it in the 1987/88 budget, however, the Grant monies will revert to the State as of July 1 , 1987 . Conclusions and Recommendations Although State Grant monies are available for this purchase, it is unbudgeted and will require a supplemental appropriation. It is the Police Department' s and my recommendation that Council approve the purchase and approve the attached resolution for a supplemental appropriation in the amount of $2 ,742 . 22 . "EXHIBIT C"
