ELECTION
WHEREAS, the City Council desires to submit to the voters of the City of Redding
at a General Munieipal Election to be consolidated with the Statewide General Election on
November 8, 2422, a question relating t�the City Clerk and City Treasurer positions;and
WHEREAS, State statute provides that the City Clerk and City Treasurer positions shall
be elective; and
WHEF:EAS,Government Cade section 36548 also provides that the City Council may
submit a measure to the voters asking ifthe City Clerk and City Treasurer positians should be
appointive;
NOW, THEREFORE, THE CITY COUNCIL OF TI3E CITY {3F REDDING
DQES REStJLVE AS FO�LLOWS:
Section l. That the City Council,pursuant to its right and authority, does call a General
Municipal Electic�n and orders submitted to the voters at the General Municipal Election to be
held and consolidated with the Statewide General Election scheduled for Tuesday,November
8, 2022, the following question:

A "yes" vote sha11 be cflunted in favor of having the positions become appointive. A "No" vote
sha11 be counted against having the pasitions be appointive. �
Section 2. That the proposed measure submitted to the voters sha11 read: �
The people of the City of Redding do hereby request: �

The City Cierk and City Treasurer shall na longer be elective officials ofthe City ofRac� �
Frflm and after November 3, 2026, far the pasition of City Clerk, and from and after �

November 5,2024,for the positian of City Treasurer,or upon an earlier vacancy in the office �
ofCity Clerk or City Treasurer,the City Cierk and City Treasurer shal�be appainted by the `�°
City CQuncil. The City C1erk and City Treasurer so appainted shall hold affice at the
pieasure of the City Councii and, notwithstanding California Government Code Section
36502 ta the cantrary, are not required �o be a resident or elector in the �ity. The City
Cauncil may by c�rdinance vest in the City Manager its authority ta appoint the City Clerk
and City Treasurer.
Seetion 3. Pursuant tQ Elections Code section 10403, the City Council requests the
Board of Supervisors of the Counry of Shasta to cansolidate this City measure with the
�eneral Statewide Election to be held Navember $, 2022.
Section 4. The City Council authorizes any and all members of the City �Council {or
anyone assigned by a Council Member) to file a written argument in favor or against the City
measure, aecampanied by the printed name{s} and signature(s) af the person{s) submitting it,
or if submitted on behalf of an organizatic�n, the name of the organization, and the printed
name and signature of at least one of its principal officers, in accordance with Article 4,
Chapter 3, Divisian 9 of the Elections Code of the State of California and to change the
argument until and including the date fixed by the City Clerk after which no arguments for or
against the City measure may be submitted to the City Clerk.
Section 5. Pursuant to Elections Code section 928b, the City Clerk has established
Monday, July 18, 2022, 5:40 p.m. as the deadline for the submissian of arguments in favor of
and arguments against the questipn. Ifmare than one argument for or mare than Qne argument
against the question is submitted, the priorities set forth in Elections Code section 92$7 shal�
control.
Section 6.Pursuant ta Eiectians Code seetion 9285 (b)the City CQuncil hereby adapts
the provisians af Elections Code seetion �285 {a) allowing the filing of rebuttal arguments.
The deadline for filing rebuttai arguments shall be Friday, July 29, 2022, 5:00 p.m.
Sectian '7. Pursuant ta Elections Code section 9280, the City C1erk is instructed to
transmit a copy of the ballot measure ta the City Attorney along with a request that an
impartial analysis be prepared for the ballat measure. The City Attorney sha11 transmit such
impartial analysis to the City Clerk by 5:00 p.m., Monday, Ju1y 1 S, 2022.
Sectian 8. Pursuant to the requirements af the laws af the State of California relating
t4 general law cities, there is calied and ordered a general municipal election to be
consolidated with the Statewide General Election held in the City of Redding on Tuesday,
November 8, 2022, for the purpose of placing a measure to the voters of Redding relating to
the elective nature of the City Clerk and City Treasurer positions.
Sectian 9. The City C�erk is authorized, instructed, and directed to work with the
Shasta County Clerk and Registrar of Voters as needed in arder to praperly and lawfully
canduct the electian. The ballots to be used in the election shall be in form and content as
required by law. The County is authorized to canvass the returns of the general municipal
election.
Section 10. The BQard of Supervisors is requested to instruct the Shasta County Clerk
and Registrar of Vaters to provide such services as may be necessary far the holding of the
consolidated election. The election shall be held in all respects as if there were only one
electian. The City of Redding recognizes that the County will incur additiQnal costs because
of this consolidation and agrees to reimburse the County for those costs.
Section 1 L The paIls for the election shail be open at seven o'cic►ck a.m.on the day ofthe
election and sha11 remain open continuously from tha�time until eight o'clock p.m. that same
day,when the polls shall be closed, excep�as provided in Section 144Q 1 of the Elections Code
of the State of California. The notice af the time and place af holding the election is hereby given,
and the City Clerk is authorized to give further notice of the election, as required by law.
Section 12. That in all particulars not recited in this Resolution, the election sha11 be held
and conducted as provided by law for holding municipai eleetiQns,
Section 13. The City C1erk is directed to file a certified capy of this Resolution with the
Shasta County Board of Supervisors and the Shasta Caunty Clerk and Registrar of'Voters.
Section 14. This Resolution shall become effective immediately upon its passage and
adaption.
