BE HELD C)N TUESDAY, NOVEMBER$,2022 WHEREAS, in accordance with Redding Municipal Cflde Section 2.17.410, the City af Redding's {City} general municipal electian shall be consolidated with and held on the same day as the statewide general municipal election; and WHEREAS, Section 13307 of the State of California Elections Code (Elections Code} provides that the governing bady of any 1oca1 agency adopt regulatians pertaining to materials prepared by any candidate for a municipal election, inciuding casts af the candidate's statement; and WHEREAS, the City wishes to establish standards for candidates to follow for said election, including, but nat limited to, candidate statement, ballot designatic�n, and deadline for filing nomination papers; NQW, T�IEREF4RE, THE CITY CC?ITNCIL {�F THE CITY OF REDDING, CALIFC}RNIA, DOES HEREBY RESQLVE, DECLARE, DETERMINE AND (}RDER, AS Ft�LL{JWS: 1. The namination periad begins Ju1y 18, 2022, and ends August 12, 2022, and may be extended to August 17, 2022. Pursuant to Elections Code Sections 1022Q- 10225, nc�minatian papers are to be filed with the City Clerk during regular business hours as posted, not later than Friday, August 12, 2022. 2. Pursuant ta Elections Code Section 13347, each candidate for elective office to be voted for at the election to be held on Tuesday, November 8, 2022, may prepare a candidate statement on an appropriate farm provided by the City Clerk. The statement may include the name, age, and occupation of the candidate and a brief description of no more than 200 words af the candidate's educatian and qualifications expressed by the candidate himself or herself. It may not, however, include the party affiliation of the candidate, nor membership or activity in � partisan political organizations. The statement shall be filed, in typewritten and � electronie format, in the office of the City C1erk at the time the candidate's nomination papers are filed, alang with the estimated fee. The statement may be withdrawn, but not changed, during the period af filing nomination papers and � unti15:00 p.m. of the next warking day after the close of the nomination period. � � � � 3, The �ity C1erk sha11 estimate the total cost of printing and handling the candidate sta.tements. The estimate apprc�ximates the actual cost that varies fram one election ta another election and may be significantly more or less than the estimate, depending on the actual number af eandidates filing statements. Accordingly, the City Clerk is not bound by the estimate and shall, on a pro rata basis, bi11 the candidate for additional actual expense c�r refund any excess paid depending an the final actual cc�st. In the event of underpayment, the City Clerk sha11 require the candidate to pay the balance of the cost incurred. In the event c�f c�verpayment, the City Clerk sha11 refund the excess amaunt paid. If the candidate alleges that he or she is indigent and unable ta pay the casts, the pravisions of Electians Code Section 13309 sha11 apply. 4. Tl�e City Clerk is to utilize the Secretary of State's ballot designation regulatians as the City's standard. 5. No candidate wi1� be permitted to inciude additiQnal materials in the sample ballot package. 6. The City Clerk is directed to prflvide each candidate ar the candidate's representative a copy of this Resolution at the time nominating petitions are issued.
