HomeMy WebLinkAboutMinutes - City Council - 1984-02-29 44 City Council , Adjourned Regular Meeting Police Dept. & Council Chambers Redding, California February 29, 1984 12:00 Noon The meeting was called to order by Mayor Gard with the following Council Members present: Demsher, Kirkpatrick, Pugh, and Gard. Absent: Council- man Fulton. Also present were City Attorney Hays, Finance Director Downing, Airports Director Homan, Executive Assistant Masingale, City Clerk Nichols, and Minute Clerk Rupp. AIRPORT LEASE AGREEMENT - Wings West (A-090-100-960) Airports Director Homan advised that Wings West Airlines has requested to commence commuter air service on March 5, 1984, with three round trips per day between Redding and San Francisco. He explained that the Wings West representative was unable to attend this meeting; however, she sends her regards and is happy to be providing air service to Redding. She quoted by telephone that prices would be the equivalent to United and WestAir; they will also have a $134 round trip fare with a seven-day advance reservation requirement and a $65 one-way discount fare for seats as available. Mr. Homan said they will be sharing counter space with AFS Airlines. He recommended approval of the lease agreement. MOTION: Made by Councilman Demsher, seconded by Councilman Pugh approving the Airport Lease Agreement with Wings West Airlines, commencing March 1 , 1984, through September 1 , 1985. The Vote: Unanimous Ayes RESOLUTION RE CALIFORNIA AIRPORT LOAN PROGRAM - Municipal Airport Heliport (G-100-170 and A-090-100) Airports Director Homan advised that the former Airports Manager Hank Woodrum originally requested a heliport at Redding Municipal Airport, but the project was not finalized. He explained that the Division of Aeronau- tics has indicated that monies may be available through the California Airport Loan Program for this project and an application should be sub- mitted as soon as possible since the construction contract must be obli- gated prior to June 30, 1984. Mr. Homan stated that the estimated cost for this project is $61 ,000, for a six position heliport. He noted that the D.O.A. has suggested that the City make the project a non-revenue type application although tie-down fees will be requested from transient helicopters in the future. Mayor Gard asked how the application could be submitted as a non-revenue type operation when we intend to charge for tie-downs. Mr. Homan replied that the D.O.A. suggested that it would expedite the application if it was submitted this way. He added that it would be the City' s option to change to a revenue-type operation after construction. MOTION: Made by Councilman Pugh, seconded by Councilman Demsher that Resolution No. 84-42 be adopted, a resolution of the City Council of the City of Redding authorizing the filing of a loan application for a six position helicopter parking ramp at Redding Municipal Airport and authoriz- ing the City Manager to execute the appropriate documents. Voting was as follows: Ayes: Council Members - Demsher, Kirkpatrick, Pugh, and Gard Noes: Council Members - None Absent: Council Members - Fulton Resolution No. 84-42 is on file in the office of the City Clerk. 2/29/84 45 REVENUE SHARING AGREEMENTS - Martin Luther King Center, The Center, and Consumers Aid of Shasta County (B-130-120) The Revenue Sharing Committee submitted its recommendation for distribution of funds for 1983-84. It was noted that all agreements are recommended at the same level as the 1982-83 fiscal year with the exception of the Martin Luther King, Jr. , Memorial Center and Consumers' Aid of Shasta, Inc. Also, due to the uncertainty of the General Revenue Sharing program beyond the current three year extension, no allocations were made to agencies submit- ting a first time request. Mayor Gard noted a few other reductions or deletions which were largely due to the fact that last years' allocations were used for specific projects which are now completed. It is the recommendation of the Revenue Sharing Committee that Revenue Sharing Agreements be approved for the Martin Luther King, Jr. , Memorial Center, Consumers' Aid of Shasta, Inc. , and The Center. MOTION: Made by Councilman Demsher, seconded by Councilman Kirkpatrick approving Revenue Sharing Agreements for the period September 1 , 1983, to August 31 , 1984, as follows: Martin Luther King, Jr. , Memorial Center Contract Services $24,000 Other Operating Expense $15,000 Special Teen Recreation "The Center" $17,000 Consumers ' Aid of Shasta, Inc. $10,500 The Vote: Unanimous Ayes NOTICE OF HEARING - Assignment of Aircraft Lease, Pacific Express (A-090-100-700) City Attorney Hays advised that a Notice of Hearing to assign aircraft lease has been received for Pacific Express, covering two Boeing 737 aircraft and five aircraft engines. No action was required on this matter. ADJOURNMENT There being no further business, at the hour of 12:10 P.M. , Mayor Gard declared the meeting adjourned.
