The Pledge of Allegiance to the Flag was led by Deputy City Clerk Strohmayer. The invocation was offered by Pastor John Larson of the Pilgrim Congrega- tional Church. The meeting was called to order by Mayor Gard with the following Council Members present: Demsher, Fulton, Kirkpatrick, Pugh, and Gard Also present were City Attorney Hays, Planning and Community Development Director Perry, Assistant City Engineer Lang, Housing and Redevelopment Administrator Henson, Personnel Officer Bristow, Finance Director Downing, Supervisor of Computer Operations Kelley, City Clerk Nichols, Deputy City Clerk Strohmayer, and Minute Clerk Rupp. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calen- dar: Approval of Minutes - Regular Meeting of July 18, 1983 Approval of Payroll and Accounts Payable Registers - Recommend that Accounts Payable Register No. 3, check nos. 92235 through 92646 inclusive, in the amount of $1 ,225 ,764.96, be approved and paid, and Payroll Register No. 2, check nos. 178019 through 178671 inclusive, in the amount of $459,080.30, for the period July 3, 1983, through July 1 0 1P 16, 1983, be approved: Total : 1 ,684,845.26 Treasurer' s Report - May 31 , 1983 Total Treasurer' s Accountability $17 ,001 ,938.09 Treasurer' s Report - June 30, 1983 /£11 Total Treasurer's Accountability $16,566,244.50 I Claims for Damage and Personal Injury - 1st Hearing Sidney Ina Lane - Application to File Late Claim for Personal Injury 07\ Filed 7/14/83 - Recommend denial and refer to Insurance Carrier G. Resolution - re Utilities Agreement with Cal Trans Electric Director recommends that Resolution No. 83-139 be adopted, a resolution of the City Council of the City of Redding approving 8/1/83 203 Utilities Agreement with State of California, Department of Transpor- tation covering replacement of two City poles to accommodate vertical clearance for the State of California'a signal installation on Hilltop Drive. Annexation Request No. 82-3 - Eastside Road 111 Planning Director recommends that Council approve the annexation in concept, subject to the following: 1 . An agreement by property owners to install fire hydrants as per ,5'.g3 Fire Department specifications. 2. An agreement by property owner to install underground substruc- tures and provision of utility easements. 3. Dedication of 30 feet of right-of-way for the extension of Eastside Road. 4. Adjustment of the boundaries to include land north of the river. Set Public Hearing - Rezoning Application RZ-12-83 Planning Director recommends that a public hearing be set for 7:30 l�`I P.M. , August 15, 1983, to consider Rezoning Application RZ-12-83, by City of Redding. Set Public Hearing - Rezoning Application RZ-11-83 Planning Director recommends that a public hearing be set for 7:30 P.M. , August 15, 1983, to consider Rezoning Application RZ-11-83, by Dr. Dave Hankin and City of Redding. Resolution - Lot Line Adjustment LS-42-83 Planning Director recommends that Resolution No. 83-140 be adopted, a n resolution of the City Council of the City of Redding waiving the /OA ° rl requirement of a parcel map for Lot Split Application No. LS-42-83, by Bobby Coulter. Resolution - Lot Line Adjustment LS-44-83 Planning Director recommends that Resolution No. 83-141 be adopted, a resolution of the City Council of the City of Redding waiving the iC S requirement of a parcel map for Lot Split Application No. LS-44-83. Annexation Request No. 83-4 - Airport Road South Planning Director recommends that Resolution No. 83-142 be adopted, a resolution of the City Council of the City of Redding consenting to commencement of annexation proceedings and applying to LAFCO for j-3.3 approval of the annexation to the City of Redding of uninhabited territory designated City of Redding Annexation No. 83-4 (Airport Road South area) . It is further recommended that Resolution No. 83-143 be adopted, a resolution of the City Council of the City of Redding agreeing to exchange of property tax revenues for uninhabited annexation No. 83-4 to the City of Redding (Airport Road South area) . Acceptance of BLM Land - Buckeye Park Expansion Planning Director recommends Council accept 59 acres of land owned by the Bureau of Land Management for the future expansion of Buckeye 7 Park, and that the City Manager be authorized to execute the 20-year conditional lease of the land. Grant Agreement - re CDBG Award Planning Director recommends that the City Manager be authorized to ,5'29 8/1/83 •204 execute a grant which has been awarded to the City under the Com- munity Development Block Grant Jobs Bill Program, in the amount of $186,000, to be used for the Calaboose Creek Storm Drain, Old City Hall Pocket Park, Library Park improvements, and street trees along South Market Street. Notice of Completion - Cold Plane Wedge Cut Various Streets Public Works Director recommends that Bid Schedule No. 1460, cold plane wedge cut various streets in the City of Redding, be accepted as satisfactorily completed, and that the City Clerk be authorized to r2 5 file a Notice of Completion. Resolution - re Encroachment Permit, Upper Churn Creek Sewer Assess- ment District Public Works Director recommends that Resolution No. 83-144 be adopted, a resolution of the City Council of the City of Redding authorizing execution of Contract No. 3-07-20-L2462, a permit from the (90 United States Department of the Interior to encroach upon Cow Creek Unit Main Aqueduct Stations 70+15 and 76+00 and Lateral 1 .3N at Station 4.20 (Upper Churn Creek Sewer Assessment District Sewer Main) . Acceptance of Streets and Improvements - Crestview Subdivision, Unit { No. 2 Public Works Director recommends that the improvements in the Crest- view Subdivision, Unit No. 2, be accepted as satisfactorily completed, and that the City Clerk be instructed to return the securities to the 1 developer. `i(0 It is further recommended that Resolution No. 83-145 be adopted, a resolution of the City Council of the City of Redding accepting for maintenance and operation Fallon Court, Jaxon Way and Moss Creek Road in the Crestview Subdivision, Unit No. 2. Set Public Hearing - Easement Property for Pump Plant No. 4 Trans- mission Main •33� A City Attorney recommends that a public hearing be set for 7:30 P.M. , September 6 , 1983, to consider the adoption of a Resolution of Public Convenience and Necessity for the acquisition of easement property for the Pump Plant No. 4 Transmission Main Project. MOTION: Made by Councilman Pugh, seconded by Councilman Kirkpatrick that all the foregoing items on the Consent Calendar be approved and adopted as recommended. Voting was as follows: Ayes: Council Members - Demsher, Fulton, Kirkpatrick, Pugh, and Gard Noes: Council Members - None Absent: Council Members - None Resolution Nos. 83-139, 83-140, 83-141 , 83-142, 83-143, 83-144, and 83-145 are on file in the office of the City Clerk. WRITTEN COMMUNICATIONS Communication from Bob Louis, Music Box Electronics - re Transient Auction Companies and Liquidators A letter was received from Bob Louis of Music Box Electronics in the Downtown Mall asking that the City consider more stringent regulations covering transient and out of state auction companies and liquidators. With the concurrence of Council , this matter was referred to the City Attorney for report and recommendation. 8/1/83 205 CITY INSURANCE PROGRAM Finance Director Downing reviewed her memorandum to Council dated July 28, 1983. She gave cost quotations and information concerning insurance coverage within the scope of the City of Redding package insurance program, i .e. , comprehensive general and automobile liability, excess liability, and difference in condition (errors and omission) . Mrs. Downing explained that 5"/ the premium increase is a result of a rate increase, and recommended that the program be ratified and the premium billings be authorized for payment. MOTION: Made by Councilman Demsher, seconded by Councilman Pugh ratifying the City of Redding package insurance program as outlined and authorizing payment of the premium billings. The Vote: Unanimous Ayes TENTATIVE SUBDIVISION MAP S-10-83 - Mirador Subdivision Council was advised that the Planning Commission has granted permission to subdivide 3.39 acres into 12 lots, located generally at Churn Creek Road and Michael Lane, described as Tentative Subdivision Map S-10-83, Mirador 'G Subdivision. A map of the area was shown on the Vu Graph and Council was given a copy of the conditions of approval . This was an information item. TENTATIVE SUBDIVISION MAP S-13-83 Churn Creek Heights Subdivision Council was advised that the Planning Commission has granted permission to subdivide 15.5 acres into 62 lots, located generally at the east end of g Arizona Street, described as Tentative Subdivision Map S-13-83, Churn Creek IG Heights. A map of the area was shown on the Vu Graph and Council was given a copy of the conditions of approval . This was an information item. TENTATIVE SUBDIVISION MAP S-14-83 - Oak Manor Subdivision, Unit 2 Council was advised that the Planning Commission has granted permission to subdivide property located at 1945 Vega Street into three lots, described ° 3 as Tentative Subdivision Map S-14-83, Oak Manor Subdivision, Unit 2. A map of the area was shown on the Vu Graph and Council was given a copy of the conditions of approval . This was an information item. TENTATIVE SUBDIVISION MAP S-9-83 - Schueling Subdivision Council was advised that the Planning Commission has granted permission to subdivide property located at 3617 Ricardo Avenue into five lots, described as Tentative Subdivision Map S-9-83, Schueling Subdivision. A map of the �" area was shown on the Vu Graph and Council was given a copy of the condi- tions of approval . This was an information item. SET PUBLIC HEARING - Appeal of Use Permit UP-101-83, by Glen Zane, et al Planning and Community Development Director Perry advised that the Planning Commission granted Dixon-Sunset Corporation permission to construct a firewood packaging mill on property located at 1515 Branstetter Lane in a / c2 "U" Unclassified District. In response to that decision, Mr. Perry stated, an appeal has been filed by nearby property owners in opposition to the use. It is recommended that a public hearing be set to consider the appeal and that a date and time be set for a field trip to view the project and surrounding area. MOTION: Made by Councilman Kirkpatrick, seconded by Councilman Demsher that a public hearing be set for 7:30 P.M. , August 15, 1983, to consider the appeal of Use Permit UP-101-83, by Glen Zane, et al . , and that a field trip to the area be scheduled for 3:30 P.M. , August 11 , 1983. The Vote: Unanimous Ayes MEMORANDUM OF UNDERSTANDING - International Association of Fire Fighters Personnel Officer Bristow advised that in lieu of any salary increase, the .i X Z Fire Union employees have voted to put money (2.74%) into a trust fund to 8/1/83 206 be used for any future negotiated improvement in employee benefit programs. He also recommended that fire management employees parallel the Fire Union by being granted 2.74% to go into a separate trust account to be used specifically for the purpose of financing improvements in the benefit program. Resolution MOTION: Made by Councilman Kirkpatrick, seconded by Councilman Fulton that 111 Resolution No. 83-146 be adopted, a resolution of the City Council of the City of Redding approving the provisions of the memorandum of understanding between the City of Redding and the International Association of Fire 2 Fighters, Local Union 1934, effective July 3, 1983.
