City Council Adjourned Regular Meeting

June 29, 1983 12:00 Noon
The meeting was called to order by Mayor Gard with the following Council
Members present: Demsher, Fulton, and Pugh. Councilman Kirkpatrick
entered the meeting as hereinafter indicated.
Also present were Parks & Recreation Director Riley, Finance Director
Downing, Housing and Redevelopment Administrator Henson, Senior Associate
Planner Keaney, City Accountant Robinson, City Clerk Nichols, and Deputy
City Clerk Strohmayer.
RESOLUTION - Approving County of Yolo as Party to Joint Powers Agreement
under the Mortgage Revenue Bonds Program
Housing and Redevelopment Administrator Henson recommended that Council
adopt a resolution approving Amendment No. 1 to the Redding-Shasta Home
Financing Authority Joint Powers Agreement which would provide for the
inclusion of the County of Yolo. Mr. Henson explained that by combining
the Authority' s $9,600,000 allocation with Yolo County's allocation of
$5 ,100,000, the reorganized Redding-Shasta Home Financing Authority will be
able to develop a combined issue of $14,700,000, thereby rendering Yolo
County's allocation as financially feasible and lowering the unit cost of
the issue of the City of Redding and Shasta County.
MOTION: Made by Councilman Demsher, seconded by Councilman Pugh, that
Resolution No. 83-119 be adopted, a resolution of the City Council of the
City of Redding, approving the County of Yolo as a party to the agreement
and assigning the City' s allocation of qualified mortgage bonds to the
Redding-Shasta Home Financing Authority.
Voting was as follows:
Ayes: Council Members - Demsher, Fulton, Pugh, and Gard
Noes: Council Members - None
Absent: Council Members - Kirkpatrick
Resolution No. 83-119 is on file in the office of the City Clerk
REQUEST TO SELL BEER AND WINE
Parks and Recreation Director Riley advised that the Parks and Recreation
Commission members, by telephone poll , recommended that the request of the
Redding JayCees to sell beer and wine at the annual Fourth of July cele-
bration in Lake Redding Park be denied. This decision was based on the ;
related problems that have occurred historically in the park on July 4. He
added that the Commission feels that the issuance of a permit would be a
step backward in efforts to curtail the drinking problems which have
existed during this community activity.
Councilman Kirkpatrick entered the meeting at this time.
Mr. Bob Koroluck, representing the Redding JayCees , stated that his 1
organization has planned to make the Fourth of July celebration its annual
major fund-raising event. He mentioned various projects undertaken that
could be funded by revenue generated through the sale of alcoholic bever-
ages. He asked that the City assist the JayCees by approving the request
to sell beer and wine in the park on the Fourth of July.
In answer to Councilman Fulton's question regarding funding for the fire-
works display, Mr. Koroluck replied that all funds for this activity are
provided by the City of Redding through the promotion agreement. He
explained that City funds have been used solely for the purchase of
fireworks and, therefore, other fund-raising activities are necessary for
other projects. Mayor Gard noted that the promotion agreement also covers
the annual Easter Egg Hunt.

Mayor Gard, Councilmembers Demsher and Kirkpatrick all expressed appre-
ciation for the contribution of the Redding JayCees, however, concurred
that the policy forbidding the sale of alcohol in the park should be
adhered to.
MOTION: Made by Councilman Demsher, seconded by Councilman Kirkpatrick,
denying the Redding JayCee's request to sell beer and wine at the annual
Fourth of July celebration in Lake Redding Park.
Voting was as follows:
Ayes: Council Members - Demsher, Kirkpatrick, Pugh, and Gard
Noes: Council Members - Fulton
Absent: Council Members - None
RENEWAL AGREEMENT WITH REDDING SWIM CLUB - Use of Redding Plunge Facility
Councilman Pugh abstained from voting on this matter.
Parks and Recreation Director Riley submitted for Council ' s approval an
agreement with Redding Swim Club for use of the Redding Plunge in Lake
Redding Park. He noted that this is a renewal containing the same terms
and conditions set forth in the previous agreement.
MOTION: Made by Councilman Kirkpatrick, seconded by Councilman Demsher,
approving the renewal agreement with Redding Swim Club for the period
ending December 31 , 1983. The Vote: Unanimous Ayes with Councilman Pugh
abstaining
ADJOURNMENT
P There being no further business , at the hour of 12:10 P.M. , Mayor Gard
declared the meeting adjourned.
