The City Council Chambers are fully open to the public in compliance with current guidelines
f�om the California Department of Public Health regarding indoor meetings with the requirement
that masks be worn in all indoor public settings, irrespective of vaccine status from December I5,
2021, through February I5, 2022.
The meeting was called to arder by Mayor Kristen Schreder with the following Council Members
present: Mark Mezzano, Erin Resner, and Julie Winter. Michael Dacquisto was absent.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt, City Clerk Pamela Mize, Executive Assistant Luisa Klapperich, and
Executive Assistant Amber DalPoggetto.
PUBLIC COMMENT
Mayor Schreder determined that no one present wished to address any non-agendized items.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Repart
to City Council (staff repart) is incorparated herein by reference:
4(b). Accept City of Redding Accounts Payable Register No. 13; and Payroll Register No. 14.
Accounts Payable Register No. 13 for the period of December 31, 2021, through January
14, 2022, for a total of $5,480,056.95 far check numbers 168197 through 168502,
inclusive,ACH Transfer numbers 17897 through 17930 inclusive, Wire Transfer numbers
11203 through 11217, inclusive; and (2) Payroll Register No. 14 far the period of
December 26,2021 through January 8,2022,in the amount of$3,585,841.02 far electronic
deposit transaction numbers 550340 through 551276, and check numbers 607769 through
607788, inclusive; SUMMARY TOTAL: $9,065,897.97.
4(c). Accept the City of Redding Treasurer's Report far the month of December 2021.
4.4(a). Authorize the following actions regarding the Regional Early Action Planning grant
agreement with the County of Shasta and the City of Shasta Lake: (1) accept the grant in
the amount of $398,250 to fund the City of Redding General Plan Update; (2) autharize
the Mayor,or designee,to execute all documents necessary to accept the grant as awarded;
and (3)adopt Resolution No. 2022-008, a resolution of the City Council of the City of
Redding, approving and adopting the 26th Amendment to City Budget Resolution No.
2021-078 appropriating said funds.
4.6(a). Accept improvements to Nur Pon Open Space (previously known as Henderson Open
Space) funded by the California Department of Parks and Recreation, Division of Boating
and Waterways, completed under contract with California Conservation Carps, Inc. (C-
6460), as satisfactorily complete.
4.6(b). Autharize the following relative to the Panarama Park Project located at 950 Lake
Boulevard: (1) adopt Resolution No. 2022-009, a resolution of the City Council of the City
of Redding, authorizing the City of Redding as an applicant for a Land and Water
Conservation Fund grant administered by the California State Parks Department far up to
$1.5 million with a 50 percent match; and (2) autharize the City Manager to execute all
documents necessary to apply for the grant,appropriate funds should the grant be awarded,
and execute any agreements necessary to implement the project.

4.11(a).Authorize the following actions relative to Bid Schedule No. 5258 (Job No.2488), Hollow
Lane Storm Drain Project: (1)award to Lakmann Builders,Inc.,in the amount of$536,526;
(2) approve an additional $98,000 to cover the cost of administration and inspection fees;
(3) approve $54,000 to provide construction contingency funding; (4) approve $210,000
for project development including environmental and permits; and (5) authorize the City
Manager to approve additional increases in either the construction management or
construction contingency amounts up to a total of$15,000.
4.11(b).Accept $6,740,000 in Active Transportation Program (ATP) funds; and adopt Resolution -
No. 2022-010, a resolution of the City Council of the City of Redding, approving and
adopting the 25th Amendment to City Budget Resolution No. 2021-078 appropriating � �
$6,740,000 in ATP funds for the Bechelli Lane and Loma Vista Active Transportation
Corridor Improvements.
4.11(c).Authorize the following actions relative to Bid Schedule No. 5255 (Job No. 2658)
Abernathy Lift Station and Force Main Project: (1) award to Cox and Cox Construction,
Inc., in the amount of$732,032; (2) approve an additional $158,000 to cover the cost of
administration and inspection fees and$105,000 for project development costs;(3)approve
$75,000 to provide construction contingency funding; (4) authorize the City Manager to
approve additional increases in either the construction management or construction
contingency amounts up to a total of$50,000; and (5) find that the project is categorically
exempt from review under the California Environmental Quality Act Guidelines Section
15301(c) - Existing Facilities and Section 15302 (c) - Replacement or Reconstruction.
4.11(d).Approve the Fourth Amendment to Consulting and Professional Services Contract (C-
7420) with GHD, Inc with an increase of $181,820 for a total not to exceed fee of
$1,312,540, for engineering services far the Downtown Streets Circulation Praject; and
authorize the Mayor to execute the amendment. Authorize the City Manager to execute
additional contract amendments up to $50,000.
CITY CLERK'S NOTE regarding 411(d): Following the City Council Meeting, it came to
staff's attention that, in the agenda the cost of the additional contract amendment is listed
as $20,000. The Minutes have been changed to reflect the correct price of$50,000.
A MOTION WAS MADE by Council Member Resner, seconded by Council Member
Winter, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, approved, and/or authorized as recommended.

REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS,
BOARDS, COMMISSIONS AND COMMITTEES,
9.8(a). Staffing for Adequate Fire and Emergency Response (SAFER) grant application to the
Federal Emergency Management Agency(FEMA). �
City Manager Tippin summarized the Report to City Council (staff report), incorporated
herein by reference.
A discussion amongst the council ensued.

A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Resner,to authorize submission of grant application to FEMA through its SAFER program
in the amount of$3,450,697, to fund 12 Firefighter positions over three years.
